Scientific basis for risk assessment and management of uranium mill tailings

A National Research Council study panel, convened by the Board on Radioactive Waste Management, has examined the scientific basis for risk assessment and management of uranium mill tailings and issued this final report containing a number of recommendations. Chapter 1 provides a brief introduction to the problem. Chapter 2 examines the processes of uranium extraction and the mechanisms by which radionuclides and toxic chemicals contained in the ore can enter the environment. Chapter 3 is devoted to a review of the evidence on health risks associated with radon and its decay products. Chapter 4 provides a consideration of conventional and possible new technical alternatives for tailings management. Chapter 5 explores a number of issues of comparative risk, provides a brief history of uranium mill tailings regulation, and concludes with a discussion of choices that must be made in mill tailing risk management. 211 refs., 30 figs., 27 tabs.

Remedial actions at the former Climax Uranium Company, Uranium Mill site, Grand Junction, Mesa County, Colorado. Volume 1, Text: Final environmental impact statement

This statement evaluates and compares the environmental impacts associated with the remedial actions of the residual radioactive materials remaining at the inactive uranium processing site and associated vicinity properties at Grand Junction, Mesa County, Colorado. This statement is also intended to aid the BLM in amending their management framework plans and final resource management plan, as well as assisting in compliance with the withdrawal application as appropriate. The site is a 114-acre tract of private and state owned land which contains approximately 3.1 million cubic yards of tailings and associated contaminated soils. The vicinity properties are homes, businesses, public buildings, and vacant lots which may have been contaminated during construction by the use of tailings as building material. An estimated 3465 vicinity properties would be cleaned up during remedial action of the tailings pile. The tailings were produced by the former Climax Uranium Company which processed uranium ore, which it sold to the US Atomic Energy Commission from 1951 to 1966 and to private sources from 1966 to 1970. Remedial action plan for stabilization of the inactive uranium mill tailings site at Monument Valley, Arizona

This Remedial Action Plan (RAP) has been developed to serve a two-fold purpose. It presents the series of activities which are proposed by the U.S. Department of Energy (DOE) to accomplish long-term stabilization and control of radioactive materials at the inactive uranium processing site located near Monument Valley, Arizona It also serves to document the concurrence of both the Navajo Nation and the U.S. Nuclear Regulatory Commission (NRC) in the remedial action. This agreement, upon execution by DOE and the Navajo Nation and concurrence by NRC, becomes Appendix B of the Cooperative Agreement.

Guidance for UMTRA project surveillance and maintenance

The Guidance for UMTRA Project Surveillance and Maintenance describes the procedures that will be used to verify that Uranium Mill Tailings Remedial Action (UMTRA) Project disposal sites continue to function as designed. The approach of this guidance document is to identify surveillance requirements and maintenance procedures that will be used to comply with NRC license requirements. This document addresses five primary activities: Definition and characterization of final site conditions. Site inspections; Ground-water monitoring; Aerial photography; and Custodial maintenance and contingency repair. Final site conditions will be defined and characterized prior to the completion of remedial actions at a site. As-built drawings will be compiled, a final topographic survey will be performed, a vicinity map will be prepared, and ground and aerial photographs will be taken. Survey monuments, site markers, and signs will be established as will a network of monitoring wells.
