Space stations and the law: selected legal issues

This report suggests that Congress need not wait for the completion of the current governmental negotiations in order to begin an examination of the legal issues resulting from space station development and operation. In the near term, Congress could: 1) begin to identify those Federal and State laws which already apply to space station activities and those that Congress believes should apply; 2) begin to resolve questions of power sharing between Federal and State laws and Federal and State courts as they relate to space station activities; and 3) monitor the space station negotiations to ensure that the final space station agreements protect the fundamental rights and interests of U.S. citizens and support U.S. policies, including those related to commercial activities in space.

Near threshold studies of photoelectron satellites

Photoelectron spectroscopy and synchrotron radiation have been used to study correlation effects in the rare gases: He, Ne, Ar, Kr, and Xe. Two kinds of time-of-flight electron analyzers were employed to examine photoionization very close to threshold and at higher kinetic energies. Partial cross sections and angular distributions have been measured for a number of photoelectron satellites. The shake-off probability has been determined at some inner-shell resonances. 121 refs., 28 figs., 13 tabs.

Geothermal Direct Use Program Opportunity Notice Projects Lessons Learned Final Report

The use of geothermal energy for direct-use applications was aided through the development of a number of successful field experiment projects funded on a cost-shared basis by the US Department of Energy, Division of Geothermal Technology. This document provides a summary of the projects administered by the US Department of Energy's Idaho Operations Office and technically monitored through the Idaho National Engineering Laboratory (EG and G Idaho, Inc.). An overview of significant findings and conclusions is provided, as are project descriptions and activities, resource development, design, construction, and operational features. Legal and institutional considerations are also discussed.
