Report on geologic exploration activities

This report provides an overview of the geological exploration activities being carried out as part of the National Waste Terminal Storage (NWTS) Program, which has been established by the US Department of Energy (DOE) to develop the technology and provide the facilities for the safe, environmentally acceptable isolation of civilian high-level and transuranic nuclear wastes, including spent fuel elements, for which the Federal government is reponsible. The principal programmatic emphasis is on disposal in mined geologic repositories. Explorations are being conducted or planned in various parts of the country to identify potential sites for such repositories. The work is being undertaken by three separate but coordinated NWTS project elements. Under the Basalt Waste Isolation Project (BWIP), basalt formations underlying DOE's Hanford Reservation are being investigated. Granite, tuff, and shale formations at the DOE Nevada Test Site (NTS) are being similarly studied in the Nevada Nuclear Waste Storage Investigations (NNWSI). The Office of Nuclear Waste Isolation (ONWI) is investigating domed salt formations in several Gulf Coast states and bedded salt formations in Utah and Texas. Air oxidation and seawater corrosion of Hastelloy S and Hastelloy C-4

A program is currently under way at the Pacific Northwest Laboratory (PNL) to develop the data and technology needed to permit the licensing of /sup 90/SrF/sub 2/ as a radioisotope heat source fuel for terrestrial applications. The WESF /sup 90/SrF/sub 2/ storage capsule consists of a Hastelloy C-276 inner capsule (2 in. I.D. x 19 in. long) and a 316L stainless steel outer capsule (2-3/8 in. I.D. x 20 in. long). Preliminary experimental tests and theoretical calculations show that the WESF storage capsule is incapable of meeting current licensing requirements for heat sources that are to be used for terrestrial applications. Therefore, the DOE decision was to develop a new heat source design that would retain the existing WESF Hastelloy C-276 inner capsule and replace the current WESF outer capsule with a new outer capsule capable of meeting current licensing requirements. Based on a number of factors, Hastelloy S was selected as the outer capsule material. Hastelloy C-4 was selected as a backup material in case the Hastelloy S had to be rejected for any reason. Report of biological investigations at the Los Medanos Waste Isolation Pilot Plant (WIPP) area of New Mexico during FY 1978

The US Department of Energy is considering the construction of a Waste Isolation Pilot Plant (WIPP) in Eddy County, NM. This location is approximately 40 km east of Carlsbad, NM. Biological studies during FY 1978 were concentrated within a 5-mi radius of drill hole ERDA 9. Additional study areas have been established at other sites in the vicinity, e.g., the Gnome site, the salt lakes and several stations along the Pecos River southward from Carlsbad, NM, to the dam at Red Bluff Reservoir in Texas. The precise locations of all study areas are presented and their biology discussed.

Basic data report for drillhole WIPP 30 (Waste Isolation Pilot Plant - WIPP)

WIPP 30 was drilled in east-central Eddy County, New Mexico, in NW 1/4, Sec. 33, T21S, R31E, to obtain drill core for the study of dissolution of near-surface rocks. The borehole encountered from top to bottom, the Dewey Lake Red Beds (449' including artificial fill for drill pad), Rustler Formation (299'), and the upper 160' of the Salado Formation. Continuous core was cut from the surface to total depth. Geophysical logs were taken the full length of the borehole to measure acoustic velocities, density, and distribution of potassium and other radioactive elements. Information from this borehole will be included in an interpretive report on dissolution in Nash Draw based on combined borehole data, surface mapping and laboratory analyses of rocks and fluids. The WIPP is to demonstrate (through limited operations) disposal technology for transuranic defense wastes and to then be converted to a repository. The WIPP will also provide research facilities for interactions between high-level waste and salt. Administration policy as of February 1980 is to hold the WIPP site in reserve until the first disposal site can be chosen from several potential sites, including the WIPP.

Methodology for the comparative assessment of the Satellite Power System (SPS) and alternative technologies

A description of the initial methodology for the Comparative Assessment of the Satellite Power System Concept Development and Evaluation Program of NASA and DOE is presented. Included are study objectives, issue identification, units of measurement, methods, and data bases. The energy systems concerned are the satellite power system, several coal technologies, geothermal energy, fission, fusion, terrestrial solar systems, and ocean thermal energy conversion. Guidelines are suggested for the characterization of these systems, side-by-side analysis, alternative futures analysis, and integration and aggregation of data. The bulk of this report is a description of the methods for assessing the technical, economic, environmental, societal, and institutional issues surrounding the development of the selected energy technologies.

Oregon State Briefing Book for low-level radioactive waste management

The Oregon State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Oregon. The profile is a result of a survey of NRC licensees in Oregon. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Oregon.

Recommended new criteria for the selection of nuclear waste repository sites in Columbia River basalt and US Gulf Coast domed salt

Screening criteria and specifications are recommended to aid in the evaluation of sites proposed for nuclear waste disposal in basalt and domed salt. The recommended new criteria proposed in this report are intended to supplement existing repository-related criteria for nuclear waste disposal. The existing criteria are contained in 10 CFR 60 sections which define siting criteria of the Nuclear Regulatory Commission (NRC), and ONWI 33(2) which defines siting criteria of the Office of Nuclear Waste Isolation (ONWI) for the Department of Energy. The specifications are conditions or parameter values that the authors recommend be applied in site acceptance evaluations. The siting concerns covered in this report include repository depth, host rock extent, seismic setting, structural and tectonic conditions, groundwater and rock geochemistry, volcanism, surface and subsurface hydrology, and socioeconomic issues, such as natural resources, land use, and population distribution.

Design + energy: results of a national student design competition

A national competition for students in schools of architecture was conducted during the Spring of 1980. The competition was the first of a series of competitions that emphasized the integration of architectural design and energy considerations in medium-scale building projects, and specifically applying passive solar design strategies and the appropriate use of brick masonry materials. Some 300 faculty members and over 2200 students representing 80 of the 92 US architecture schools participated in the program. A summary is presented of the program and the range of submissions grouped by problem types and general climatic region.

Economics and regulation of petroleum futures markets

Because the futures market in petroleum products is a relatively recent phenomenon, the implications of public policies formulated for that market have not yet been fully explored. To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed. Finally, how existing DOE regulations and prospective actions might affect petroleum futures market development was investigated.

Description of the Formerly Utilized Sites Remedial Action Program

The background and the results to date of the Department of Energy program to identify and evaluate the radiological conditions at sites formerly utilized by the Corps of Engineers' Manhattan Engineer District (MED) and the US Atomic Energy Commission (AEC) are summarized. The sites of concern were federally, privately, and institutionally owned and were used primarily for research, processing, and storage of uranium and thorium ores, concentrates, or residues. Some sites were subsequently released for other purposes without radiological restriction. Surveys have been conducted since 1974 to document radiological conditions at such sites. Based on radiological surveys, sites are identified in this document that require, or are projected to require, remedial action to remove potential restrictions on the use of the property due to the presence of residual low-level radioactive contamination. Specific recommendations for each site will result from more detailed environmental and engineering surveys to be conducted at those sites and, if necessary, an environmental impact assessment or environmental impact statement will be prepared. Section 3.0 describes the current standards and guidelines now being used to conduct remedial actions. Trace-element geochemistry of coal resource development related to environmental quality and health

This report assesses for decision makers and those involved in coal resource development the environmental and health impacts of trace-element effects arising from significant increases in the use of coal, unless unusual precautions are invoked. Increasing demands for energy and the pressing need for decreased dependence of the United States on imported oil require greater use of coal to meet the nation's energy needs during the next decade. If coal production and consumption are increased at a greatly accelerated rate, concern arises over the release, mobilization, transportation, distribution, and assimilation of certain trace elements, with possible adverse effects on the environment and human health. It is, therefore, important to understand their geochemical pathways from coal and rocks via air, water, and soil to plants, animals, and ultimately humans, and their relation to health and disease. To address this problem, the Panel on Trace Element Geochemistry of Coal Resource Development Related to Health (PECH) was established. Certain assumptions were made by the Panel to highlight the central issues of trace elements and health and to avoid unwarranted duplication of other studies. End use energy consumption data base: transportation sector

The transportation fuel and energy use estimates developed a Oak Ridge National Laboratory (ORNL) for the End Use Energy Consumption Data Base are documented. The total data base contains estimates of energy use in the United States broken down into many categories within all sectors of the economy: agriculture, mining, construction, manufacturing, commerce, the household, electric utilities, and transportation. The transportation data provided by ORNL generally cover each of the 10 years from 1967 through 1976 (occasionally 1977 and 1978), with omissions in some models. The estimtes are broken down by mode of transport, fuel, region and State, sector of the economy providing transportation, and by the use to which it is put, and, in the case of automobile and bus travel, by the income of the traveler. Fuel types include natural gas, motor and aviation gasoline, residual and diesel oil, liuqefied propane, liquefied butane, and naphtha- and kerosene-type jet engine fuels. Electricity use is also estimated. The mode, fuel, sector, and use categories themselves subsume one, two, or three levels of subcategories, resulting in a very detailed categorization and definitive accounting.

Review of Technology for Arctic Offshore Oil and Gas Recovery

The technical background briefing report is the first step in the preparation of a plan for engineering research oriented toward Arctic offshore oil and gas recovery. A five-year leasing schedule for the ice-prone waters of the Arctic offshore is presented, which also shows the projected dates of the lease sale for each area. The estimated peak production rates for these areas are given. There is considerable uncertainty for all these production estimates, since no exploratory drilling has yet taken place. A flow chart is presented which relates the special Arctic factors, such as ice and permafrost, to the normal petroleum production sequence. Some highlights from the chart and from the technical review are: (1) in many Arctic offshore locations the movement of sea ice causes major lateral forces on offshore structures, which are much greater than wave forces; (2) spray ice buildup on structures, ships and aircraft will be considerable, and must be prevented or accommodated with special designs; (3) the time available for summer exploratory drilling, and for deployment of permanent production structures, is limited by the return of the pack ice. Satellite Power System (SPS) FY 79 Program Summary

The Satellite Power System (SPS) program is a joint effort of the US Department of Energy (DOE) and the National Aeronautics and Space Administration (NASA). It is managed by the SPS Project Office within DOE's Office of Energy Research. SPS project organization is shown in Figure 1. The SPS Project Office was established in 1978 and is responsible for the planning, management and integration of SPS research in four areas: systems definition, environmental assessment, societal assessment, and comparative assessment. In fulfilling its responsibilities, the SPS Project Office directs research and assessment efforts to determine the feasibility of the SPS concept, funds organizations supporting the program, and disseminates information developed from project research and assessments. The objective of the SPS program is to develop an initial understanding of the technical feasibility, the economic practicality, and the social and environmental acceptability of the SPS concept. This is being accomplished through implementation of the Concept Development and Evaluation Program Plan which is scheduled for completion by the end of FY 1980. Emergency petroleum conservation: a review and analysis of selected measures

ORNL was asked by the Economic Regulatory Administration to (1) collect, screen, and recommend a limited number of emergency measures that might conserve petroleum in residential and commercial buildings and in commercial transportation and (2) provide a detailed analysis of the energy savings and the economic and environmental impacts associated with restricting the hours of operation of commercial buildings. A total of 41 emergency measures were identified that might conserve petroleum, and these were reduced to a list of five that seemed most promising. Analysis of the measure to restrict hours of operation for commercial buildings shows that it might save 4 to 6% of annual commercial building energy use. The type of fuel conserved would vary widely from region to region, and appreciable negative economic impacts would result from implementing the measure.

Characterize and explore potential sites and prepare research and development plan (site investigation study). Final draft. Task 2. Milestone report

A specific research and development plan to investigate the behavior and suitability of aquifers as compressed air energy storage (CAES) sites is presented. The proposed effort will evaluate present uncertainties in the performance of the underground energy storage subsystem and its impact on above ground plant design and cost. The project is planned to provide the utility industry with a quantitative basis for confidence that financial commitment to a demonstration plant and subsequent expansion is justified and poses acceptable risks. Activities in Phase II of a 5-phase overall CAES development program are reported. Information is included on the development of field testing specifications and schedules; selection of specific site for the conceptual design; development plan and schedule for the media site; development of analytical models of aquifer airflow; and well drilling requirements. As a result of these studies 14 sites in Illinois and Indiana were evaluated, 7 were ranked for suitability for CAES, and 4 were selected for possible use in the field testing program. Materials management in an internationally safeguarded fuels reprocessing plant. [1500 and 210 metric tons heavy metal per year]

The second volume describes the requirements and functions of materials measurement and accounting systems (MMAS) and conceptual designs for an MMAS incorporating both conventional and near-real-time (dynamic) measurement and accounting techniques. Effectiveness evaluations, based on recently developed modeling, simulation, and analysis procedures, show that conventional accountability can meet IAEA goal quantities and detection times in these reference facilities only for low-enriched uranium. Dynamic materials accounting may meet IAEA goals for detecting the abrupt (1-3 weeks) diversion of 8 kg of plutonium. Current materials accounting techniques probably cannot meet the 1-y protracted-diversion goal of 8 kg for plutonium.
