The Invisible Dragon (open access)

The Invisible Dragon

This collection of memoir essays chronicles the author's 19 year struggle with chronic depression. "The Invisible Dragon" explores the onset of the disease and its cure. "The Silent Typewriter" looks at how it affected the author as a writer. "Roses for Trish" discusses how it affected his wife. "My Mother's Son" explores the possibility that he inherited depression from his mother. The final essay, "The Dragon Returns" probes the author's life in 2012 with the probability that he has a personality disorder. The preface examines several depression memoirs and explores the strategies used by William Styron, Elizabeth Wurtzel and Kay Redfield Jamison to prevent sliding into the pitfalls inherent in a linear structure. Among these are the use of alternative structures, language, characterization, focus and imagery.

American Blitzkrieg: Courtney Hodges and the Advance Toward Aachen (August 1 - September 12, 1944) (open access)

American Blitzkrieg: Courtney Hodges and the Advance Toward Aachen (August 1 - September 12, 1944)

This is an analysis of combat operations of US First Army under the command of Courtney Hodges, between August 1 and September 12, 1944, with an emphasis upon 1st, 4th, 9th, and 30th Divisions. However, other formations are necessarily discussed in order to maintain context. Indeed, many historians have failed to emphasize the complex interdependent nature of these efforts, and the traditional narrative has been distorted by inadequate situational awareness. This study argues that the army's operations were exceedingly difficult, resulting in approximately 40,000 casualties over a six week period. Although historians claim that the Germans were essentially defeated by the end of July, and that the Allied advance was subsequently halted by logistical difficulties, the official combat records clarify that logistical shortages were a tertiary factor, as the enemy remained capable of strong resistance. Consequently, defensive efforts were the primary factor hindering the advance, in conjunction with deteriorating weather conditions, rugged terrain, and surprisingly severe traffic congestion. Although this was mobile warfare, military theorists have overestimated the effectiveness of mechanization and underestimated the potential for antitank defenses. Ultimately, this study asserts that First Army was the primary American combat formation, and historians have exaggerated the importance of George Patton's …

First Timers and Old Timers: the Texas Folklore Society Fire Burns On

The Texas Folklore Society has been alive and kicking for over one hundred years now, and I don’t really think there’s any mystery as to what keeps the organization going strong. The secret to our longevity is simply the constant replenishment of our body of contributors. We are especially fortunate in recent years to have had papers given at our annual meetings by new members—young members, many of whom are college or even high school students. These presentations are oftentimes given during sessions right alongside some of our oldest members. We’ve also had long-time members who’ve been around for years but had never yet given papers; thankfully, they finally took the opportunity to present their research, fulfilling the mission of the TFS: to collect, preserve, and present the lore of Texas and the Southwest. You’ll find in this book some of the best articles from those presentations. The first fruits of our youngest or newest members include Acayla Haile on the folklore of plants. Familiar and well-respected names like J. Rhett Rushing and Kenneth W. Davis discuss folklore about monsters and the classic “widow’s revenge” tale. These works—and the people who produced them—represent the secret behind the history of the …

Federal Rulemaking: Agencies Could Take Additional Steps to Respond to Public Comments (open access)

Federal Rulemaking: Agencies Could Take Additional Steps to Respond to Public Comments

A letter report issued by the Government Accountability Office with an abstract that begins "Agencies did not publish a notice of proposed rulemaking (NPRM), enabling the public to comment on a proposed rule, for about 35 percent of major rules and about 44 percent of nonmajor rules published during 2003 through 2010. A major rule has significant economic impact and may, for example, have an annual effect on the economy of $100 million or more. Agencies published a total of 568 major rules from 2003 through 2010. Agencies also published about 30,000 nonmajor rules during this period, which have less economic significance and can involve routine administrative issues."

Shifting Paradigms, Changing Fortunes: Fundraising at Makerere University (open access)

Shifting Paradigms, Changing Fortunes: Fundraising at Makerere University

Fundraising for higher education is a recent phenomenon in Uganda where the government has supported education for decades. Recent structural adjustment and liberalization policies mandated by the World Bank and the IMF and internal financial exigencies have necessitated funding diversification in higher education in Uganda and increased the need for private financial support. In developed countries like the United States, Canada, and increasingly, the United Kingdom, private support from alumni, individuals, corporations, and other stakeholders is a key component of higher education funding. This study used qualitative methodology and a holistic case study research design to explore the fundraising function at Makerere University. Tierney's organizational culture conceptual framework was used and data were collected through semi-structured interviews, an alumni questionnaire, document analysis, and observations. The findings include a governance and management structure that does not adequately support the fundraising function, strategies that are adapted to suit the Ugandan cultural context, perceptions of corruption and lack of transparency; and internal conflicts that limit communication and damage the image of the institution. The findings show that Makerere University is not strategically capitalizing on its position as the oldest and largest public university in Uganda and the region to mobilize private support. Reforms …
