Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report

The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres. Hopper File Management Tool (open access)

Hopper File Management Tool

Hopper is a powerful interactive tool that allows users to transfer and manipulate files and directories by means of a graphical user interface. Users can connect to and manage resources using the major file transfer protocols. Implemented in Java, Hopper can be run almost anywhere: from an individual's desktop machine to large production machines. In a high-performance computing environment, managing files can become a difficult and time-consuming task that distracts from scientific work. Users must deal with multiple file transfer protocols, transferring enormous amounts of files between computer platforms, repeated authentication, organizing massive amounts of data, and other detailed but necessary tasks. This is often accomplished with a set of several different tools, each with its own interface and idiosyncrasies. Our goal is to develop tools for a more automated approach to file management that substantially improves users' ability to transfer, organize, search, and operate on collections of files. This paper describes the Hopper tool for advanced file management, including the software architecture, the functionality, and the user interface.

The radiocarbon calibration curve, IntCal04, extends back to 26 cal kBP. While several high resolution records exist beyond this limit, these data sets exhibit discrepancies one to another of up to several millennia. As a result, no calibration curve for the time range 26-50 cal kBP can be recommended as yet, but in this paper the IntCal04 working group compares the available data sets and offers a discussion of the information that they hold.

MARGINAL EXPENSE OIL WELL WIRELESS SURVEILLANCE MEOWS

A marginal expense oil well wireless surveillance system to monitor system performance and production from rod-pumped wells in real time from wells operated by Vaquero Energy in the Edison Field, Main Area of Kern County in California has been successfully designed and field tested. The surveillance system includes a proprietary flow sensor, a programmable transmitting unit, a base receiver and receiving antenna, and a base station computer equipped with software to interpret the data. First, the system design is presented. Second, field data obtained from three wells is shown. Results of the study show that an effective, cost competitive, real-time wireless surveillance system can be introduced to oil fields across the United States and the world.

Efficient binning for bitmap indices on high-cardinality attributes

Bitmap indexing is a common technique for indexing high-dimensional data in data warehouses and scientific applications. Though efficient for low-cardinality attributes, query processing can be rather costly for high-cardinality attributes due to the large storage requirements for the bitmap indices. Binning is a common technique for reducing storage costs of bitmap indices. This technique partitions the attribute values into a number of ranges, called bins, and uses bitmap vectors to represent bins (attribute ranges) rather than distinct values. Although binning may reduce storage costs, it may increase the access costs of queries that do not fall on exact bin boundaries (edge bins). For this kind of queries the original data values associated with edge bins must be accessed, in order to check them against the query constraints.In this paper we study the problem of finding optimal locations for the bin boundaries in order to minimize these access costs subject to storage constraints. We propose a dynamic programming algorithm for optimal partitioning of attribute values into bins that takes into account query access patterns as well as data distribution statistics. FINAL REPORT FORMER RADIATION WORKER MEDICAL SURVEILLANCE PROGRAM AT ROCKY FLATS For Department of Energy Programs

The Former Radiation Worker Medical Surveillance Program at Rocky Flats was conducted in Arvada, CO, by Oak Ridge Associated Universities through the Oak Ridge Institute for Science and Education under DOE Contract DE-AC05-00OR22750. Objectives of the program were to obtain information on the value of medical surveillance among at-risk former radiation workers and to provide long-term internal radiation dosimetry information to the scientific community. This program provided the former radiation workers of the Rocky Flats Environmental Technology Site (formerly Rocky Flats Plant) an opportunity to receive follow-up medical monitoring and a re-evaluation of their internal radiation dose. The former Rocky Flats radiation worker population is distinctive because it was a reasonably stable work force that received occupational exposures, at times substantial, over several decades. This report reflects the summation of health outcomes, statistical analyses, and dose assessment information on former Rocky Flats radiation workers to the date of study termination as of March 2004.

Market failures, consumer preferences, and transaction costs inenergy efficiency purchase decisions

Several factors limit the energy savings potential and increase the costs of energy-efficient technologies to consumers. These factors may usefully be placed into two categories; one category is what economists would define as market failures and the other is related to consumer preferences. This paper provides a conceptual framework for understanding the roles of these factors, and develops a methodology to quantify their effects on costs and potentials of two energy efficient end uses - residential lighting and clothes washers. It notes the significant roles played by the high implicit cost of obtaining information about the benefits of the two technologies and the apparent inability to process and utilize information. For compact fluorescent lamps, this report finds a conservative estimate of the cost of conserved energy of 3.1 cents per kWh. For clothes washers, including water savings reduces the cost of conserved energy from 13.6 cents to 4.3 cents per equivalent kWh. Despite these benefits, market share remains low. About 18 million tons of CO2 could be saved cost effectively from 2005 sales of these two technologies alone. On August 19, 2004, three operators [employees of Washington TRU Solutions Central Characterization Project (CCP)] and one Health and Safety Technician [(H&ST), an employee of the University of California (UC)] were working in the mobile characterization unit, known as the Mobile Visual Examination and Repackaging Unit (MOVER). The unit, which was located in the Decontamination and Waste Treatment Facility (DWTF) Yard, uses a glovebox to repackage Transuranic (TRU) drums. Work was in progress on the last set of drums to be repackaged. Work had been completed on a TRU drum that was on its way out of the unit. Work had begun on a 0.6-plutonium-equivalent curie (PE Ci) TRU container. During the bag-in process for the 0.6-PE Ci container, operators encountered contamination measuring 6,000 counts per minute (cpm), or approximately 12,000 disintegrations per minute (dpm) on the exposed area of the drum port. The operators decontaminated the exposed, contaminated area of the drum port, and this exposed area was swiped again. The area was declared clean. During bag-out of the previous drum, operators noticed that the retaining band was not tightened optimally; therefore, the retaining band was replaced with a new one on this drum. The NTS is approximately 65 miles (mi) northwest of Las Vegas, Nevada (Figure 1-1). Corrective Action Unit 536 is comprised of a single Corrective Action Site (CAS), 03-44-02, Steam Jenny Discharge, and is located in Area 3 of the NTS (Figure 1-2). The CAU was investigated in accordance with the Corrective Action Investigation Plan (CAIP) and Record of Technical Change (ROTC) No. 1 (NNSA/NV, 2003).
