Improved ground-imaging capabilities have enormous potential to increase energy, environmental, and economic benefits by improving exploration accuracy and reducing energy consumption during the mining cycle. Seismic tomography has been used successfully to monitor and evaluate geologic conditions ahead of a mining face. A primary limitation to existing seismic tomography, however, is the placement of sensors. The goal of this project is to develop an array of 24 seismic sensors capable of being mounted in either a vertical or horizontal borehole. Development of this technology reduces energy usage in excavation, transportation, ventilation, and processing phases of the mining operation because less waste is mined and the mining cycle suffers fewer interruptions. This new technology benefits all types of mines, including metal/nonmetal, coal, and quarrying. The primary research tasks focused on sensor placement method, sensor housing and clamping design, and cabling and connector selection. An initial design is described in the report. Following assembly, a prototype was tested in the laboratory as well as at a surface stone quarry. Data analysis and tool performance were used for subsequent design modifications. Rafinesque's big-eared bat (Corynorhinus rafinesquii), an insectivorous mammal indigenous to the southern United States, has long been referred to as one of the least known bats in North America. Although there has been a moderate increase in the number of peer-reviewed articles published on this species in the past 6 years, the basic ecology and status of Rafinesque's big-eared bat remains largely obscure. Prior to 1996, when the United States Fish and Wildlife Service (USFWS) discontinued the list of Candidate Species, Rafinesque's big-eared bat was listed as a Federal Category 2 Candidate species. Currently, Rafinesque's big-eared bat is recognized as a ''species of special concern'' across most of its range but receives no legal protection. Nonetheless, the USFWS and numerous state agencies remain concerned about this species. Further biological research and field study are needed to resolve the conservation status of this taxona. In response to the paucity of information regarding the status and distribution of Rafinesque's big-eared bat, statewide survey of highway bridges used as roost sites was conducted.

Progress has been made in defining the level of work that needs to be accomplished in the Hangman Watershed in order to restore a viable riparian system and hydrology. The end goal is to use wildlife habitat to protect streams and provide water for instream fish habitats. In order to define the most expedient means of attaining that goal an Instream Flow/Watershed Hydrology Study was initiated. The study is intended to be comprehensive in order to determine the potential of increasing base flow with Hangman Watershed Streams and predict available fish habitats for the range of flow level possibilities. The Study Plan and work for the first field season was contracted and the Plan and end of field season reports are included with this Annual Report. The initial draft of the wildlife portion of the Monitoring and Evaluation Plan was completed and presented to the Columbia Basin Fish and Wildlife Authority Wildlife Committee. The Committee felt that the Basin Hydrology Study needed to be closer to completion before the bulk of wildlife monitoring should be implemented. OAK-B135 Many advanced have been made to the DIII-D plasma control simulation environment since the previously developed hardware-in-the-loop plasma shape simulation capability was reported. In the present paper they summarize the major improvements to this simulation environment, including, introduction of the non-linear plasma evolution code DINA. Comparisons with DIII-D experimental results are presented. Recent model developments in advanced neoclassical tearing mode (NTM) and resistive wall mode (RWM) control are presented.

This report discusses the Superfund program designed for cleaning up the nation’s worst hazardous waste sites was created by the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, or CERCLA (P.L. 96-510, as amended). This report discusses recent development and background issues, superfund issues, revenue issues, comprehensive reauthorization, and legislation regarding superfund program.

Discrepancies in response predictions among FAST, ADAMS, and other industry-accepted wind turbine analysis codes led the National Renewable Energy Laboratory to dedicate significant time and effort to overhauling its FAST aeroelastic horizontal-axis wind turbine simulator. Included in the overhaul were improvements to the system dynamics models and upgrades in functionality. Improvements were made to the drive train dynamics models, output processing algorithms, tower and blade deflection characterizations, and other models. New features include an enhanced input/output environment, aeroacoustic noise prediction algorithms, periodic linearization routines for controls design, as well as a preprocessing utility that enables FAST to generate ADAMS datasets of wind turbine models. In order to verify that the new features and improved models included in the upgraded FAST were correct, verification tests were run against ADAMS. Comparisons of response predictions between the codes, in general, show excellent agreement. Regions where the different response predictions do not exactly coalesce are attributable to differences in the modeling techniques. This work has culminated in an upgraded version of FAST, equipped with more functionality, that predicts more accurate wind turbine responses than previous versions.

A letter report issued by the General Accounting Office with an abstract that begins "Testifying before Congress in 2002, military beneficiary groups and civilian managed care support contractors described problems with the processing of TRICARE claims for civilian-provided care. These problems included slow payments and procedures that made claims processing inefficient. The Bob Stump National Defense Authorization Act of 2003 required GAO to review improvements to TRICARE claims processing and continuing impediments to claims processing efficiency. Specifically, GAO describes (1) efforts to improve claims processing and changes in processing timeliness and (2) Department of Defense (DOD) procedures and data that continue to affect claims processing efficiency. To identify improvements to claims processing and impediments to processing efficiency, GAO analyzed 1999 and 2002 claims data for changes in processing timeliness. GAO also interviewed and analyzed claims processing documentation from DOD officials, managed care support contractors, and claims processors."

Metrics of culturable airborne microorganisms for either total organisms or suspected harmful subgroups have generally not been associated with symptoms among building occupants. However, the visible presence of moisture damage or mold in residences and other buildings has consistently been associated with respiratory symptoms and other health effects. This relationship is presumably caused by adverse but uncharacterized exposures to moisture-related microbiological growth. In order to assess this hypothesis, we studied relationships in U.S. office buildings between the prevalence of respiratory and irritant symptoms, the concentrations of airborne microorganisms that require moist surfaces on which to grow, and the presence of visible water damage. For these analyses we used data on buildings, indoor environments, and occupants collected from a representative sample of 100 U.S. office buildings in the U.S. Environmental Protection Agency's Building Assessment Survey and Evaluation (EPA BASE) study. We created 19 alternate metrics, using scales ranging from 3-10 units, that summarized the concentrations of airborne moisture-indicating microorganisms (AMIMOs) as indicators of moisture in buildings. The goal of this DOE Vision-21 project work scope was to develop an integrated suite of software tools that could be used to simulate and visualize advanced plant concepts. Existing process simulation software did not meet the DOE's objective of ''virtual simulation'' which was needed to evaluate complex cycles. The overall intent of the DOE was to improve predictive tools for cycle analysis, and to improve the component models that are used in turn to simulate equipment in the cycle. Advanced component models are available; however, a generic coupling capability that would link the advanced component models to the cycle simulation software remained to be developed. In the current project, the coupling of the cycle analysis and cycle component simulation software was based on an existing suite of programs. The challenge was to develop a general-purpose software and communications link between the cycle analysis software Aspen Plus{reg_sign} (marketed by Aspen Technology, Inc.), and specialized component modeling packages, as exemplified by industrial proprietary codes (utilized by ALSTOM Power Inc.) and the FLUENT{reg_sign} computational fluid dynamics (CFD) code (provided by Fluent Inc). The Environmental Law Institute, the grantee, in the final quarter of operation under Department of Energy Grant DE-FG02-02ER63414, successfully completed the following tasks associated with the grant: (1) published ''Reporting on Climate Change: Understanding the Science'', the third edition of this resource intended primarily to help print and broadcast journalists report more effectively on scientific aspects of global climate change; (2) distributed the reporters guide directly to roughly 500 journalists and journalism educators participating in the annual meeting of the Society of Environmental Journalists in New Orleans, La.; (3) distributed the reporters guide to an additional 1,500 journalists and journalism educators by mail; (4) provided journalism educators bulk copies, upon specific request, for their use in upper-level science journalism and environmental journalism classes; (5) conducted outreach to science editors and environmental reporters on availability and use of the reporter's guide; (6) completed financial reporting associated with the reporter's guide grant. The FY03 Self-Evaluation Report presents a focused, quantitative, and objective approach to evaluate the performance of PNNL. Is summarizes PNNL's progress toward accomplishing the Critical Outcomes, objectives, and performance indicators developed in partnership with DOE and codified in the FY2003 PEFA. In addition, this report summarizes PNNL's analysis of its strengths and opportunities for improvement, the state of the Laboratory's integrated assessment process and the results of the FY03 Peer Reviews.

This Corrective Action Decision Document identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's selection of a recommended corrective action alternative appropriate to facilitate the closure of Corrective Action Unit (CAU) 140: Waste Dumps, Burn Pits, and Storage Area, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in Areas 5, 22, and 23 of the NTS, CAU 140 consists of nine corrective action sites (CASs). Investigation activities were performed from November 13 through December 11, 2002, with additional sampling to delineate the extent of contaminants of concern (COCs) conducted on February 4 and March 18 and 19, 2003. Results obtained from the investigation activities and sampling indicated that only 3 of the 9 CASs at CAU 140 had COCs identified. Following a review of existing data, future land use, and current operations at the NTS, the following preferred alternatives were developed for consideration: (1) No Further Action - six CASs (05-08-02, 05-17-01, 05-19-01, 05-35-01, 05-99-04, and 22-99-04); (2) Clean Closure - one CAS (05-08-01), and (3) Closure-in-Place - two CASs (05-23-01 and 23-17-01).
