Afghanistan: Current Issues and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Among the current issues in U.S.-Egyptian relations are the shared concerns over the terrorist attacks against Egyptian police, religious, government, and tourist facilities, and what those attacks maysignal for Egypt’s domestic stability. The two nations may disagree over Egypt’s interpretation of applying human rights practices to Islamic terrorists. The two countries disagree over the speed and depth, but not the need for some of Egypt’s economic reforms. Egypt and the United States agree on the importance of the Egyptian-Israeli peace treaty, the need to continue current Arab-Israel peace talks, and the need for regional stability. The two nations agree on Egypt’s determination to introduce democratic reforms to Egypt.

China's Relations with Central Asian States and Problems with Terrorism

This report provides an overview of the Muslim separatist movement in China’s northwestern Xinjiang Uighur Autonomous Region, China’s attempts to stifle activities which it considers terrorism, and implications for U.S. policy. Some analysts suggest that the U.S.-led campaign against terrorism may make it difficult to pressure the Chinese government on human rights and religious freedoms, particularly as they relate to Uighur Muslims in Xinjiang.

Roadside Crosses in Contemporary Memorial Culture

A fifteen-year-old high school cheerleader is killed while driving on a dangerous curve one afternoon. By that night, her classmates have erected a roadside cross decorated with silk flowers, not as a grim warning, but as a loving memorial. In this study of roadside crosses, the first of its kind, Holly Everett presents the history of these unique commemoratives and their relationship to contemporary memorial culture. The meaning of these markers is presented in the words of grieving parents, high school students, public officials, and private individuals whom the author interviewed during her fieldwork in Texas. Everett documents over thirty-five memorial sites with twenty-five photographs representing the wide range of creativity. Examining the complex interplay of politics, culture, and belief, she emphasizes the importance of religious expression in everyday life and analyzes responses to death that this tradition. Roadside crosses are a meeting place for communication, remembrance, and reflection, embodying on-going relationships between the living and the dead. They are a bridge between personal and communal pain–and one of the oldest forms of memorial culture. Scholars in folklore, American studies, cultural geography, cultural/social history, and material culture studies will be especially interested in this study.

European Counterterrorist Efforts: Political Will and Diverse Responses in the First Year After September 11

The attacks of September 11 prompted the Bush Administration to improve law enforcement and other coordination between the United States and European governments dealing with international terrorism. European governments have also taken measures to enhance cooperation among themselves. Most notable are European Union efforts to enhance cross-border sharing of intelligence and police information, extend the reach of warrants, and strengthen external border controls. While European governments may wish to implement stronger efforts at home to quell terrorism, several do not wish to be seen as following an American plan for doing so, above all if that plan is linked to a broader U.S. policy for militarily confronting Middle Eastern countries or political entities that the Administration believes to be supporting terrorist networks.
