Correspondence issued by the General Accounting Office with an abstract that begins "Section 1085 of the National Defense Authorization Act for Fiscal Year 2001 authorized the military department secretaries to (1) charge fees to persons requesting information from the primary military archives and (2) retain collected fees to help defray costs associated with providing the information. The military archives also have authority under the User Charge Statute and the Freedom of Information Act (FOIA) to charge for general information provided to the public. The Conference Report on the National Defense Authorization Act for Fiscal Year 2001 directs the Comptroller General to provide a report 1 year after implementation of the act on the fees collected and the associated costs of providing historical information. GAO found that Section 1085 authorizes but does not require action by the four primary military archives. Because of this, only the Army Military History Institute has implemented a fee schedule. This document describes a database containing daily observations of maximum and minimum temperature, precipitation amount, snowfall amount, and snow depth from 1062 observing stations across the contiguous US. This database is an expansion and update of the original 138-station database previously released by the Carbon Dioxide Information Analysis Center (CDIAC) as CDIAC numeric data package NDP-042. These 1062 stations are a subset of the 1221-station US Historical Climatology Network (HCN), a monthly database compiled by the National Climatic Data Center (Asheville, North Carolina) that has been widely used in analyzing US climate. Data from 1050 of these daily records extend into the 1990s, while 990 of these extend through 1997. Most station records are essentially complete for at least 40 years; the latest beginning year of record is 1948. Records from 158 stations begin prior to 1900, with that of Charleston, South Carolina beginning the earliest (1871). The daily resolution of these data makes them extremely valuable for studies attempting to detect and monitor long-term climatic changes on a regional scale. A letter report issued by the General Accounting Office with an abstract that begins "This report responds to a Congressional request for information regarding critical infrastructure protection within the federal government. In May 1998, Presidential Decision Directive 63 was issued with the intent to eliminate any significant vulnerability to both physical and cyber attacks on the nation's critical infrastructure. It makes every department and agency of the federal government responsible for protecting its own critical physical infrastructure. The Interagency Security Committee (ISC) and all 22 of the agencies GAO reviewed have some role in providing security for office space, although the degree of involvement varied from agency to agency. Other types of security responsibilities include performing security assessments, providing security funding, providing security forces and security technology, and coordination of security efforts among and within agencies. Eleven of the 22 agencies stated that they had completed security assessments on all their facilities since 1995. Nine agencies reported that they were still doing security assessments on their buildings. Two agencies are located in General Service Administration (GSA) space only and GSA is responsible for the security assessments. The events of FY01 dynamically reprogrammed the objectives of the CBNP bioinformatics support team, to meet rapidly-changing Homeland Defense needs and requests from other agencies for assistance: Use computational techniques to determine potential unique DNA signature candidates for microbial and viral pathogens of interest to CBNP researcher and to our collaborating partner agencies such as the Centers for Disease Control and Prevention (CDC), U.S. Department of Agriculture (USDA), Department of Defense (DOD), and Food and Drug Administration (FDA). Develop effective electronic screening measures for DNA signatures to reduce the cost and time of wet-bench screening. Build a comprehensive system for tracking the development and testing of DNA signatures. Build a chain-of-custody sample tracking system for field deployment of the DNA signatures as part of the BASIS project. Provide computational tools for use by CBNP Biological Foundations researchers.

Testimony issued by the General Accounting Office with an abstract that begins "In 1998, the Congress amended the Higher Education Act (HEA) to enhance the quality of teaching in the classroom by improving training programs for prospective teachers and the qualifications of current teachers. This testimony focuses on two components of the legislation: one that provides grants and another, called the "accountability provisions," that requires collecting and reporting information on the quality of all teacher training programs and qualifications of current teachers. The Subcommittee asked that we provide information on (1) activities grantees supported and what results are associated with these activities and (2) whether the information collected under the accountability provisions provides the basis to assess the quality of teacher training programs and the qualifications of current teachers."

This Corrective Action Plan (CAP) has been prepared for Corrective Action Unit (CAU) 335, Area 6 Injection Well and Drain Pit, in accordance with the Federal Facility Agreement and Consent Order (FFACO) (1996). This CAP provides the methodology for implementing the approved corrective action alternative as listed in the Corrective Action Decision Document (CADD). However, there is one modification to the selected alternative. This annual report marks the twentieth anniversary of the Water Science and Technology Board (WSTB) (1982-2002). The WSTB oversees studies of water issues. The principal products of studies are written reports. These reports cover a wide range of water resources issues of national concern. The following three recently issued reports illustrate the scope of the WSTB's studies: Envisioning the Agenda for Water Resources Research in the Twenty-first Century. The Missouri River Ecosystem: Exploring the Prospects for Recovery, and Assessing the TMDL Approach to Water Quality Management. The WSTB generally meets three times each year where discussions are held on ongoing projects, strategic planning, and developing new initiatives. The meetings also foster communication within the water resources community. The annual report includes a discussion on current studies, completed studies 2001-2002, and future plans, as well as a listing of published reports (1983-2002).

Washington and Hanoi have incrementally normalized relations over the past decade. The pace has been relatively slow due to continued debate in the United States and Vietnam over improved relations. Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, consolidated, and continuing) bills, rescissions, and budget reconciliation bills. This report is a guide to one of the 13 regular appropriations bills that Congress considers each year. It is designed to supplement the information provided by the House and Senate Interior Appropriations Subcommittees.

An analysis of completed decommissioning projects is used to construct predictive estimates for worker exposure to radioactivity during decommissioning activities. The preferred organizational method for the completed decommissioning project data is to divide the data by type of facility, whether decommissioning was performed on part of the facility or the complete facility, and the level of radiation within the facility prior to decommissioning (low, medium, or high). Additional data analysis shows that there is not a downward trend in worker exposure data over time. Also, the use of a standard estimate for worker exposure to radioactivity may be a best estimate for low complete storage, high partial storage, and medium reactor facilities; a conservative estimate for some low level of facility radiation facilities (reactor complete, research complete, pits/ponds, other), medium partial process facilities, and high complete research facilities; and an underestimate for the remaining facilities. Limited data are available to compare different decommissioning alternatives, so the available data are reported and no conclusions can been drawn. It is recommended that all DOE sites and the NRC use a similar method to document worker hours, worker exposure to radiation (person-rem), and standard industrial accidents, injuries, and deaths for all completed decommissioning …
