RHIC Performance for FY2011 Au+Au Heavy Ion Run
Following the Fiscal Year (FY) 2010 (Run-10) Relativistic Heavy Ion Collider (RHIC) Au+Au run, RHIC experiment upgrades sought to improve detector capabilities. In turn, accelerator improvements were made to improve the luminosity available to the experiments for this run (Run-11). These improvements included: a redesign of the stochastic cooling systems for improved reliability; a relocation of 'common' RF cavities to alleviate intensity limits due to beam loading; and an improved usage of feedback systems to control orbit, tune and coupling during energy ramps as well as while colliding at top energy. We present an overview of changes to the Collider and review the performance of the collider with respect to instantaneous and integrated luminosity goals. At the conclusion of the FY 2011 polarized proton run, preparations for heavy ion run proceeded on April 18, with Au+Au collisions continuing through June 28. Our standard operations at 100 GeV/nucleon beam energy was bracketed by two shorter periods of collisions at lower energies (9.8 and 13.5 GeV/nucleon), continuing a previously established program of low and medium energy runs. Table 1 summarizes our history of heavy ion operations at RHIC.

Trade Adjustment Assistance (TAA) and Its Role in U.S. Trade Policy
This report discusses the role of Trade Adjustment Assistance (TAA) in U.S. trade policy, from its inception as a legislative option in the early 1950s, to its core role as an alternative to import relief that many argue has served to promote the long-term U.S. trade liberalization agenda. It will also consider the extent to which TAA has been linked to both renewal of trade agreements authority, and passage of trade agreement implementing legislation.

Gluons and the quark sea at high energies: distributions, polarization, tomography
This report is based on a ten-week program on Gluons and the quark sea at high-energies, which took place at the Institute for Nuclear Theory (INT) in Seattle in Fall 2010. The principal aim of the program was to develop and sharpen the science case for an Electron-Ion Collider (EIC), a facility that will be able to collide electrons and positrons with polarized protons and with light to heavy nuclei at high energies, offering unprecedented possibilities for in-depth studies of quantum chromodynamics (QCD). This report is organized around the following four major themes: (i) the spin and flavor structure of the proton, (ii) three dimensional structure of nucleons and nuclei in momentum and configuration space, (iii) QCD matter in nuclei, and (iv) Electroweak physics and the search for physics beyond the Standard Model. Beginning with an executive summary, the report contains tables of key measurements, chapter overviews for each of the major scientific themes, and detailed individual contributions on various aspects of the scientific opportunities presented by an EIC.

Kentucky DOE EPSCoR Program
The KY DOE EPSCoR Program supports two research clusters. The Materials Cluster uses unique equipment and computational methods that involve research expertise at the University of Kentucky and University of Louisville. This team determines the physical, chemical and mechanical properties of nanostructured materials and examines the dominant mechanisms involved in the formation of new self-assembled nanostructures. State-of-the-art parallel computational methods and algorithms are used to overcome current limitations of processing that otherwise are restricted to small system sizes and short times. The team also focuses on developing and applying advanced microtechnology fabrication techniques and the application of microelectrornechanical systems (MEMS) for creating new materials, novel microdevices, and integrated microsensors. The second research cluster concentrates on High Energy and Nuclear Physics. lt connects research and educational activities at the University of Kentucky, Eastern Kentucky University and national DOE research laboratories. Its vision is to establish world-class research status dedicated to experimental and theoretical investigations in strong interaction physics. The research provides a forum, facilities, and support for scientists to interact and collaborate in subatomic physics research. The program enables increased student involvement in fundamental physics research through the establishment of graduate fellowships and collaborative work.
