Afghanistan: Current Issues and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

This report presents an overview of the Armenia-Azerbaijan conflict. This is a clash between the principles of territorial integrity and self-determination that is occurring in the Caucasus, creating the longest inter-ethnic dispute in the former Soviet Union. The report includes the background and analysis of history, warfare and peace process in the region. The report discusses the Armenian and Azerbaijani perspective, the role and views of others (Iran, Turkey, Russia), as well as the U.S. policy regarding the conflict.

Indonesian Separatist Movement in Aceh

This report discusses the separatist movement in the province of Aceh, in Indonesia, as well as US hesitance to involve themselves in aiding President Abdurrahman Wahid in controlling the Indonesian military. The paper details the leading separatist organization, as well as its leadership, and the factors that played a role in the rise of the separatist movements in the province. It also cites aggression from the Indonesian military, which produced reports of human rights violations, as a cause for the hesitance from the Bush Administration to involve the US in the conflict.

Communicating the Future: Best Practices for Communication of Science and Technology to the Public

To advance the state of the art in science and technology communication to the public a conference was held March 6-8, 2002 at the National Institute of Standards and Technology in Gaithersburg, MD. This report of the conference proceedings includes a summary statement by the conference steering committee, transcripts or other text summarizing the remarks of conference speakers, and abstracts for 48 "best practice" communications programs selected by the steering committee through an open competition and a formal peer review process. Additional information about the 48 best practice programs is available on the archival conference Web site at www.nist.gov/bestpractices.
