The purpose of the interview was to capture the remembrances of Mr. Whaley concerning what he could relate on activities at the Donner Lab that pertain to the OHRE responsibilities. Following a brief biographical sketch, Mr. Whaley relates his experiences in administration at the LAB including funding activities, staffing concerns, intralaboraory politics, and remembrances of John Lawrence, John Gofman, Cornelius Tobias, Jim Born, Alex Margolis, B.V.A. Low- Beer, and Ed Alpen. Further patient care procedures for Donner Clinic Research Programs were discussed.

After a brief biographical sketches Dr. Maletskos discusses at length about his work at the Center on research that used subjects from the Walter E. Fernald State School in Waverly, Massachusetts and the New England Center for Aging, as well as blood volume work involving pregnant women. He further discusses his work with radium Dial Painters, his work with Dr. Robley Evans, and various other subjects concerning experiments with human subjects under the auspices of the AEC.

Public/private key certification authority and key distribution. Draft

Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

ARESE (ARM Enhanced Shortwave Experiment) Science Plan [Atmospheric Radiation Program]

Several recent studies have indicated that cloudy atmospheres may absorb significantly more solar radiation than currently predicted by models. The magnitude of this excess atmospheric absorption, is about 50% more than currently predicted and would have major impact on our understanding of atmospheric heating. Incorporation of this excess heating into existing general circulation models also appears to ameliorate some significant shortcomings of these models, most notably a tendency to overpredict the amount of radiant energy going into the oceans and to underpredict the tropopause temperature. However, some earlier studies do not show this excess absorption and an underlying physical mechanism that would give rise to such absorption has yet to be defined. Given the importance of this issue, the Department of Energy's (DOE) Atmospheric Radiation Measurement (ARM) program is sponsoring the ARM Enhanced Shortwave Experiment (ARESE) to study the absorption of solar radiation by clear and cloudy atmospheres. The experimental results will be compared with model calculations. Measurements will be conducted using three aircraft platforms (ARM-UAV Egrett, NASA ER-2, and an instrumented Twin Otter), as well as satellites and the ARM central and extended facilities in North Central Oklahoma. Preliminary PCT data on glass formulations developed for Hanford Site low-level wastes

Tank wastes stored at the Hanford Site are to be separated into high-level and low-level waste (LLW) fractions and vitrified for disposal. The high content of Na{sub 2}O in the LLW, averaging about 80 wt% on an oxide basis, necessitates the development of durable high-sodium glasses. Pacific Northwest Laboratory (PNL) is providing glass formulations for the LLW vitrification program. The most important considerations for acceptable LLW waste glass compositions are the following: (1) the capability to incorporate high sodium content from LLW; (2) satisfactory long-term durability; and (3) proper processability, such as desired viscosity at melting temperature. To develop durable high-sodium glasses in a reasonably short time and to supply data needed for modeling the glass`s long-term performance, several short-term test methods, such as 7-day PCT (Product Consistency Test), 28-day Materials Characterization Center MCC-1 test, single-pass flow through test, and vapor-hydration test have been used. A long-term static test (up to one year using PCT) is also being performed for selected glasses. This data report includes only the PCT data available at the time of the publication.

A document review to characterize Atomic International SNAP fuels shipped to INEL 1966--1973

This report provides the results of a document search and review study to obtain information on the spent fuels for the following six Nuclear Auxiliary Power (SNAP) reactor cores now stored at the Idaho National Engineering Laboratory (INEL): SNAP-2 Experimental Reactor, SNAP-2 Development Reactor, SNAP-10A Ground Test Reactor, SNAP-8 Experimental Reactor, SNAP-8 Development Reactor, and Shield Test Reactor. The report also covers documentation on SNAP fuel materials from four in-pile materials tests: NAA-82-1, NAA-115-2, NAA-117-1, and NAA-121. Pieces of these fuel materials are also stored at INEL as part of the SNAP fuel shipments.

Julie Langham Grilly was interviewed by representatives of the US DOE Office of Human Radiation Experiments (OHRE) being the widow of Dr. Wright Langham, an investigator of principal interest of the committee. Her extensive experience with research at LANL was also of interest to the committee. Following a brief biographical sketch, Ms. Grilly relates her early postwar experience and her knowledge of Wright Langham`s involvement in animal research at Los Alamos, radiolanthanum tests on monkeys, Eniwetok tissue examinations, research on tritium uptake in humans, plutonium injections, tritium injections, EDTA, and etc. In addition to illuminating her former husband as a researcher and as an individual, she also relates her remembrances of Louis Hempelman, Enrico Fermi, Oppenheimer, Edward Teller, and many others.

For the UMTRA Project site located near Durango, Colorado (the Durango site), the Surface Project cleanup occurred from 1986 to 1991. An evaluation was made to determine whether exposure to ground water contaminated by uranium processing could affect people`s health. Exposure could occur from drinking water pumped from a hypothetical well drilled in the contaminated ground water area. In addition, environmental risks may result if plants or animals are exposed to contaminated ground water, or surface water that has mixed with contaminated ground water. This risk assessment report is the first site-specific document prepared for the UMTRA Ground Water Project at the Durango site. The results of this report and further site characterization of the Durango site will be used to determine what is necessary to protect public health and the environment, and to comply with the EPA standards.

The Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (phase 1) and the Ground Water Project (phase 2). For the UMTRA Project site located near Green River, Utah, the Surface Project cleanup occurred from 1988 to 1989. The tailings and radioactively contaminated soils and materials were removed from their original locations and placed into a disposal cell on the site. The disposal cell is designed to minimize radiation emissions and minimize further contamination of ground water beneath the site. The UMTRA Project`s second phase, the Ground Water Project, evaluates the nature and extent of ground water contamination resulting from uranium processing and determines a strategy for ground water compliance with the Environmental Protection Agency (EPA) ground water standards established for the UMTRA Project. For the Green River site, the risk assessment helps determine whether human health risks result from exposure to ground water contaminated by uranium processing. This risk assessment report is the first site-specific document prepared for the UMTRA Ground Water Project at the Green River site. The Uranium Mill Tailings Remedial Action (UMTRA) Project consists of two phases: the Surface Project and the Ground Water Project. At the UMTRA Project site near Riverton, Wyoming, Surface Project cleanup occurred from 1988 to 1990. Tailings and radioactively contaminated soils and materials were taken from the Riverton site to a disposal cell in the Gas Hills area, about 60 road miles (100 kilometers) to the east. The surface cleanup reduces radon and other radiation emissions and minimizes further ground water contamination. The UMTRA Project`s second phase, the Ground Water Project, will evaluate the nature and extent of ground water contamination at the Riverton site that has resulted from the uranium ore processing activities. Such evaluations are used at each site to determine a strategy for complying with UMTRA ground water standards established by the US Environmental Protection Agency (EPA) and if human health risks could result from exposure to ground water contaminated by uranium ore processing. Aquatic invertebrate sampling at selected outfalls in Operable Unit 1082; Technical areas 9, 11, 16 and 22

The Ecological Studies Team (EST) of ESH-20 at Los Alamos National Laboratory conducted preliminary aquatic sampling at outfalls within Operable Unit 1082 and nearby natural waterways. Eleven outfalls were sampled a total of eighteen times. Three natural waterways (upper Pajarito Canyon, Starmer`s Gulch, and Bulldog Spring) in the vicinity were sampled a total of six times. At most sites, EST recorded hydrological condition, physico-chemical parameters, wildlife uses, and vegetation. At each outfall with water and each natural waterway, EST collected an aquatic invertebrate sample which was analyzed by taxa composition, Wilhm`s biodiversity index, the community tolerance quotient (CTQ), and density. The physico-chemical parameters at most outfalls and natural waterways fell within the normal range of natural waters in the area. However, the outfalls are characterized by low biodiversity and severely stressed communities composed of a restricted number of taxa. The habitat at the other outfalls could probably support well-developed aquatic communities if sufficient water was available. At present, the hydrology at these outfalls is too slight and/or sporadic to support such a community in the foreseeable future. In contrast to the outfalls, the natural waterways of the area had greater densities of aquatic invertebrates, higher biodiversities, and lower CTQs.

This report describes the capabilities of the Remote Sensing Laboratory`s aircraft for use in environmental radiation surveys, multispectral (visible, near infrared, and thermal infrared) surveys of vegetation and buildings, and photographic documentation of the areas covered by the two other surveys. The report discusses the technical capabilities of the various systems and presents examples of the data from a recent demonstration survey. To provide a view of the types of surveys the Remote Sensing Laboratory has conducted in the past, the appendices describe several of the previous area surveys and emergency search surveys.

Nuclear space power safety and facility guidelines study

This report addresses safety guidelines for space nuclear reactor power missions and was prepared by The Johns Hopkins University Applied Physics Laboratory (JHU/APL) under a Department of Energy grant, DE-FG01-94NE32180 dated 27 September 1994. This grant was based on a proposal submitted by the JHU/APL in response to an {open_quotes}Invitation for Proposals Designed to Support Federal Agencies and Commercial Interests in Meeting Special Power and Propulsion Needs for Future Space Missions{close_quotes}. The United States has not launched a nuclear reactor since SNAP 10A in April 1965 although many Radioisotope Thermoelectric Generators (RTGs) have been launched. An RTG powered system is planned for launch as part of the Cassini mission to Saturn in 1997. Recently the Ballistic Missile Defense Office (BMDO) sponsored the Nuclear Electric Propulsion Space Test Program (NEPSTP) which was to demonstrate and evaluate the Russian-built TOPAZ II nuclear reactor as a power source in space. As of late 1993 the flight portion of this program was canceled but work to investigate the attributes of the reactor were continued but at a reduced level. Instructions for calibrating gamma detectors using the Canberra-Nuclear Data Genie Gamma Spectroscopy System

A straight forward protocol provides a way to guide the calibration of a gamma detector for a particular geometry and material. Several programs have used the Low Level Gamma Counting Facility of the Health and Ecological Assessment Division of the Lawrence Livermore National Laboratory to count a variety of large environmental samples contained in several unique geometries. The equipment and calibration requirements needed to analyze these types of samples are explained. This document describes the calibration protocol that has been developed and describes how it is used to calibrate the detectors.

After a short biographical sketch Dr. Hubner discusses his research in Bone Marrow Transplants, his participation in the development of Nuclear Medicine in Oak Ridge, use of the total body irradiation machine at the University of Tennessee School of Agriculture Animal Research Laboratory (later the Comparative Animal Research Laboratory or CARL) to deliver a high enough dose rate to destroy a patients immune system, the operation of a sterile environment for recovery of patients following bone- marrow transplantation, and the closing of the ORAU Medical Division`s Clinical Program following a negative review. Finally, Dr. Hubner describes his later research using PET.
