Selecting data quality objectives, analytical quality levels, and validation levels for CERCLA data

In the process of performing environmental restoration at the 560-square mile Hanford Site in southeastern Washington State, very large amounts of scientific and technical data are being generated from sampling taking place all over the Site. Topics discussed in this paper include the lessons learned during the implementation of a Past Practice strategy to accelerate waste site characterization through the application of the Data Quality Objectives process to select sample analytical data and data validation requirements; and the lessons learned during the implementation of computerized data management for maintaining {open_quotes}real-time{close_quotes} data availability to the end users including the regulators.

Environmental Monitoring Plan for Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee

This document presents the Environmental Monitoring Plan (EMP) for Waste Area Grouping (WAG) 6 at the Oak Ridge National Laboratory (ORNL). Based on the results of the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) and on subsequent discussions with regulators, a decision was made to defer implementing source control remedial measures at the WAG. The alternative selected to address the risks associated with WAG 6 involves maintenance of site access controls prevent public exposure to on-site contaminants, continued monitoring of contaminant releases determine if source control measures are required, and development of technologies that could support the final remediation of WAG 6. Although active source control measures are not being implemented at WAG 6, environmental monitoring is necessary to ensure that any potential changes in contaminant release from the WAG are identified early enough to take appropriate action. Two types of environmental monitoring will be conducted: baseline monitoring and annual routine monitoring. The baseline monitoring will be conducted to establish the baseline contaminant release conditions at the WAG, confirm the site-related chemicals of concern (COCs), and gather data to confirm the site hydrologic model. Type B Investigation Report for 241-SY-101 Pump Start and 241-C-106 Pit Cleanout

In accordance with the direction of the Department of Energy (DOE) Manager, Richland Operations Office, a Type ``B`` investigation in accordance with the DOE Order 5484.1, Environmental Protection, Safety and Health Protection Information Reporting Requirements, has been conducted. The scope of the investigation included two events: The ``Inadvertent Mixer Pump Operation at 241-SY-101`` (RL-WHC-TANK FARM-1993-069); ``Inadequate Work Control Results in Personnel Skin Contamination at 241-C-106, Pit B`` (RL-WHC-TANK FARM-1993-071) events. Additionally, at the request of the President of the WHC, a broader investigation into Waste Tank Farm ``safety practices`` and ``Conduct of Operations`` was also conducted. The review was focused on (1) WHC organizations performing operations, maintenance, and radiological safety tasks; and (2) KEH organizations performing major maintenance tasks.

Review of present groundwater monitoring programs at the Nevada Test Site

Groundwater monitoring at the Nevada Test Site (NTS) is conducted to detect the presence of radionuclides produced by underground nuclear testing and to verify the quality and safety of groundwater supplies as required by the State of Nevada and federal regulations, and by U.S. Department of Energy (DOE) Orders. Groundwater is monitored at water-supply wells and at other boreholes and wells not specifically designed or located for traditional groundwater monitoring objectives. Different groundwater monitoring programs at the NTS are conducted by several DOE Nevada Operations Office (DOE/NV) contractors. Presently, these individual groundwater monitoring programs have not been assessed or administered under a comprehensive planning approach. Redundancy exists among the programs in both the sampling locations and the constituents analyzed. Also, sampling for certain radionuclides is conducted more frequently than required. The purpose of this report is to review the existing NTS groundwater monitoring programs and make recommendations for modifying the programs so a coordinated, streamlined, and comprehensive monitoring effort may be achieved by DOE/NV. This review will be accomplished in several steps. These include: summarizing the present knowledge of the hydrogeology of the NTS and the potential radionuclide source areas for groundwater contamination; reviewing the existing groundwater monitoring programs at …

Remedial Investigation work plan for Bear Creek Valley Operable Unit 4 (shallow groundwater in Bear Creek Valley) at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee

To effectively evaluate the cumulative impact of releases from multiple sources of contamination, a structured approach has been adopted for Oak Ridge Reservation (ORR) based on studies of the groundwater and surface water separate from studies of the sources. Based on the realization of the complexity of the hydrogeologic regime of the ORR, together with the fact that there are numerous sources contributing to groundwater contamination within a geographical area, it was agreed that more timely investigations, at perhaps less cost, could be achieved by separating the sources of contamination from the groundwater and surface water for investigation and remediation. The result will be more immediate attention [Records of Decision (RODS) for interim measures or removal actions] for the source Operable Units (OUs) while longer-term remediation investigations continue for the hydrogeologic regime`s, which are labeled as integrator OUs. This Remedial Investigation work plan contains summaries of geographical, historical, operational, geological, and hydrological information specific to the unit. Taking advantage of the historical data base and ongoing monitoring activities and applying the observational approach to focus data gathering activities will allow the Feasibility Study to evaluate all probable or likely alternatives.
