Results are summarized for a study of physical oceanographic factors forcing water motion on the continental shelf and the origin of Gulf Stream intrusions; the physical oceanography of intrusions once isolated from the Gulf Stream; nutrient fluxes induced by and chemical characterization of intrusions; the effects of intrusions and coastal circulation on microorganisms, phytoplankton, and zooplankton; heavy metal distribution and inputs into coastal waters; radioisotope geochemistry; and uptake and discharge of pollutants by marine organisms. Detectability limits and precision for shufflers

The mathematical formulae for the detectability limit and precision of nondestructive assay (NDA) instruments have been developed. Definitions are given and references to previous discussions on the subject are cited. The examples are limited to /sup 252/Cf Shufflers; however, the formalism applies to all NDA instruments. The detectability limit for the Liquid-Sample Shuffler test bed is quoted at 4.2 mg/l of /sup 235/U when all the statistical precision effects are included for an 8-..mu..g /sup 252/Cf source and a measurement time of 5 min is used. 19 references.

Negative hydrogen ion sources for accelerators

A variety of H{sup -} ion sources are in use at accelerator laboratories around the world. A list of these ion sources includes surface plasma sources with magnetron, Penning and surface converter geometries as well as magnetic-multipole volume sources with and without cesium. Just as varied is the means of igniting and maintaining magnetically confined plasmas. Hot and cold cathodes, radio frequency, and microwave power are all in use, as well as electron tandem source ignition. The extraction systems of accelerator H{sup -} ion sources are highly specialized utilizing magnetic and electric fields in their low energy beam transport systems to produce direct current, as well as pulsed and/or chopped beams with a variety of time structures. Within this paper, specific ion sources utilized at accelerator laboratories shall be reviewed along with the physics of surface and volume H{sup -} production in regard to source emittance. Current research trends including aperture modeling, thermal modeling, surface conditioning, and laser diagnostics will also be discussed.

Stress analysis of the LOFT modular DTT flowmeter for LOCE transients (L1-5 and L2-4)

An analysis is presented of combined stresses in the LOFT Modular DTT for specified temperature gradients. All combined stress intensities are shown to stay within applicable allowable stress intensities. A fatigue analysis is also presented which indicates that the LOFT Modular DTT will withstand 70,000 blowdown cycles. The LOFT Modular DTT is shown to meet the Class 1 stress requirments. A stress analysis of the tab region of the newly designed MDTT tab-type shroud is included. This stress analysis shows that the Class 1 stress requirements are met by the tab-type MDTT shroud design and that this design imposes no fatigue life limitation on the MDTT.

Oak Ridge National Laboratory/Grand Junction field support for the Lasagna{trademark} technology demonstration

The Oak Ridge National Laboratory (ORNL) Environmental Technology Section (ETS) was tasked by the US Department of Energy EM-50 to provide field support for the Lasagna{trademark} Technology Demonstration from 1994 through 1997. The purpose of the Lasagna Technology Demonstration was to determine the effectiveness of using reductive dehalogenation to degrade trichloroethene (TCE) into its innocuous components. The purpose of this technical memorandum is to document the ORNL-ETS field effort, including results from samples analyzed using the ORNL-ETS field laboratory. The primary contribution from the ORNL-ETS field effort was the effectiveness of the field laboratory, which was found superior to standard methods since significant volatile losses occur during the transport of samples. The field laboratory is particularly effective on demonstration projects where large numbers of samples are collected. Data quality is evaluated by submitting a portion of samples to an analytical laboratory.

Beyond Renewable Portfolio Standards: An Assessment of Regional Supply and Demand Conditions Affecting the Future of Renewable Energy in the West; Report and Executive Summary

This study assesses the outlook for utility-scale renewable energy development in the West once states have met their renewable portfolio standard (RPS) requirements. In the West, the last state RPS culminates in 2025, so the analysis uses 2025 as a transition point on the timeline of RE development. Most western states appear to be on track to meet their final requirements, relying primarily on renewable resources located relatively close to the customers being served. What happens next depends on several factors including trends in the supply and price of natural gas, greenhouse gas and other environmental regulations, consumer preferences, technological breakthroughs, and future public policies and regulations. Changes in any one of these factors could make future renewable energy options more or less attractive.

Review of Technology for Arctic Offshore Oil and Gas Recovery

The technical background briefing report is the first step in the preparation of a plan for engineering research oriented toward Arctic offshore oil and gas recovery. A five-year leasing schedule for the ice-prone waters of the Arctic offshore is presented, which also shows the projected dates of the lease sale for each area. The estimated peak production rates for these areas are given. There is considerable uncertainty for all these production estimates, since no exploratory drilling has yet taken place. A flow chart is presented which relates the special Arctic factors, such as ice and permafrost, to the normal petroleum production sequence. Some highlights from the chart and from the technical review are: (1) in many Arctic offshore locations the movement of sea ice causes major lateral forces on offshore structures, which are much greater than wave forces; (2) spray ice buildup on structures, ships and aircraft will be considerable, and must be prevented or accommodated with special designs; (3) the time available for summer exploratory drilling, and for deployment of permanent production structures, is limited by the return of the pack ice. Inhalation developmental toxicology studies: Teratology study of tetrahydrofuran in mice and rats: Final report

Tetrahydrofuran (THF), a four-carbon cyclic ether, is widely used as an industrial solvent. Although it has been used in large quantities for many years, few long-term toxicology studies, and no reproductive or developmental studies, have been conducted on THF. This study addresses the potential for THF to cause developmental toxicity in rodents by exposing Sprague-Dawley rats and Swiss (CD-1) mice to 0, 600, 1800, or 5000 ppm tetrahydrofuran (THF) vapors, 6 h/day, 7 dy/wk. Each treatment group consisted of 10 virgin females (for comparison), and approx.33 positively mated rats or mice. Positively mated mice were exposed on days 6--17 of gestation (dg), and rats on 6--19 dg. The day of plug or sperm detection was designated as O dg. Body weights were obtained throughout the study period, and uterine and fetal body weights were obtained at sacrifice (rats, 20 dg; mice, 18 dg). Implants were enumerated and their status recorded and live fetuses were examined for gross, visceral, skeletal, and soft-tissue craniofacial defects. 27 refs., 6 figs., 23 tabs.

It authorizes the Secretary of Veterans Affairs to remove an individual in a senior executive position from federal service or transfer him or her to a position in the General Schedule if the Secretary determines that the individual's performance or misconduct warrants removal.

Study of radicals, clusters and transition state species by anion photoelectron spectroscopy

Free radicals, elemental and van der Waals clusters and transition state species for bimolecular chemical reactions are investigated using anion photoelectron spectroscopy. Several low-lying electronic states of ozone have been identified via photoelectron spectroscopy of O{sub 3}{sup {minus}}. A characterization of these states is important to models for atmospheric ozone reaction kinetics. The fluoroformyloxyl radical, FCO{sub 2}, has been investigated, providing vibrational frequencies and energies for two electronic states. The technique has also been employed to make the first direct observation and characterization of the NNO{sub 2} molecule. Several electronic states are observed for this species which is believed to play a role as a reactive intermediate in the N + NO{sub 2} reaction. The experimental results for all three of these radicals are supplemented by ab initio investigations of their molecular properties. The clusters investigations include studies of elemental carbon clusters (C{sub 2}{sup {minus}} {minus} C{sub 11}{sup {minus}}), and van der Waals clusters (X{sup {minus}}(CO{sub 2}){sub n}, X = I, Br, Cl; n {le} 13 and I{sup {minus}} (N{sub 2}O){sub n=1--11}). Primarily linear clusters are observed for the smaller carbon clusters, while the spectra of the larger clusters contain contribution from cyclic anion photodetachment. This report was sponsored by the Mixed Waste Integrated Program (MWIP), which was established by the Department of Energy (DOE), Office of Environmental Restoration and Waste Management (EM), Office of Technology Development (OTD). DOE/EM carries the charter to direct and coordinate waste management and site remediation throughout the DOE complex. Within EM, the OTD established the MWIP to identify and develop new technologies for treatment of DOE low-level mixed waste. This report represents the second TASR for the Second-Stage Destruction and Offgas Treatment technical area. This TASR updates technology information, a design methodology for air pollution control systems for mixed waste treatment, and technology development needs for DOE/EM. The TASRs form the basis of a technology development program that addresses the highest priority DOE environmental needs and is coordinated with other technology development efforts both inside and outside DOE. The main functions of the second-stage destruction and offgas treatment system are to treat the gaseous effluent from the primary treatment process to acceptable levels for release to the atmosphere. The FY84 Program comprises nine projects in four thrust areas in the ME Department. The thrust areas are: Surface Measurements and Characterization; Fabrication Technology; Materials Characterization and Behavior; and Computer-Aided Engineering. In the past, our research was supported almost exclusively by weapons programs; recently, however, we significantly increased our involvement in other Laboratory programs as well. The purpose of this handbook is to furnish guidance for planning and conducting a"high-performance building" charrette, sometimes called a"greening charrette." The handbook answers typical questions that will arise, such as"What is a charrette?""Why conduct a charrette?""What topics should we cover during the charrette?" and"Whom should we invite?" It also contains samples of agendas, invitation letters, and other commonly used charrette materials. This handbook also outlines the characteristics of a good charrette facilitator. It gives suggestions for the types of experts to invite to the event to motivate participants and answer their questions. The handbook includes sample presentations that can be used by these experts to ensure they address the required technical content. It suggests the types of participants, including technical, political, and community representatives, to invite to the charrette. It offers advice for forming effective breakout groups to ensure that a broad range of complementary expertise is represented in each group. We have also included guidance on how best to include key decision makers and stakeholders who are able to attend only portions of the event.

A secondary purpose is to help identify possible discrepancies or inconsistencies in the component data sets developed elsewhere or in the scenario data sets. This plan covers activities involved in assembling aircraft emission scenario data sets and by the component data set producers in supplying information to support evaluation of the component data sets. It does not cover work by the data producers to validate their work in developing the component data sets or to establish the fundamental soundness of the component data sets.

This is an engineering study providing reliability numbers for various design configurations as well as computer analyses (Captor/Dapper) of the existing distribution system to the 480V side of the unit substations. The objective of the study was to assure the adequacy of the existing electrical system components from the connection at the high voltage supply point through the transformation and distribution equipment to the point where it is reduced to its useful voltage level. It also was to evaluate the reasonableness of proposed solutions of identified deficiencies and recommendations of possible alternate solutions. The electrical utilities are normally considered the most vital of the utility systems on a site because all other utility systems depend on electrical power. The system accepts electric power from the external sources, reduces it to a lower voltage, and distributes it to end-use points throughout the site. By classic definition, all utility systems extend to a point 5 feet from the facility perimeter. An exception is made to this definition for the electric utilities at this site. The electrical Utility System ends at the low voltage section of the unit substation, which reduces the voltage from 13.8 kV to 2,400, 480, 277/480 or 120/208 volts. …

Inhalation reproductive toxicology studies: Sperm morphology study of n-hexane in B6C3F1 mice: Final report

The straight-chain hydrocarbon, n-hexane, is a volatile, ubiquitous solvent routinely used in industrial environments. Although myelinated nerve tissue is the primary target organ of hexane, the testes have also been identified as being sensitive to hexacarbon exposure. The objective of this study was to evaluate the epididymal sperm morphology of male B6D3F1 mice 5 weeks after exposure to 0, 200, 1000, or 5000 ppM n-hexane, 20 h/day for 5 consecutive days. Two concurrent positive control groups of animals were injected intraperitoneally with either 200 or 250 mg/kg ethyl methanesulfonate, a known mutagen, once each day for 5 consecutive days. The mice were weighed just prior to the first day of exposure and at weekly intervals until sacrifice. During the fifth post-exposure week the animals were killed and examined for gross lesions of the reproductive tract and suspensions of the epididymal sperm were prepared for morphological evaluations. The appearance and behavior of the mice were unremarkable throughout the experiment and there were no deaths. No evidence of lesions in any organ was noted at sacrifice. Mean body weights of male mice exposed to n-hexane were not significantly different from those for the 0-ppM animals at any time during the study. Analyses …
