Report that gives a summary of the usage of the War Powers Resolution (WPR) and various issues related to proposals to modify or repeal the resolution. The report summarizes most recent developments and background, and gives an overview of United Nations actions, and WPR activities in former Yugoslavia/Bosnia, Kosovo, Iraq (post-1991), Haiti, and Somalia.

The British entered the War of the First Coalition against Revolutionary France in 1793 diplomatically isolated and militarily unprepared for a major war. Nonetheless, a French attack on the Dutch Republic in February 1793 forced the British to dispatch a small expeditionary force to defend their ally. Throughout the Flanders campaign of 1793, the British expeditionary force served London as a tool to end British isolation and enlist Austrian commitment to securing British war objectives. The 1793 Flanders campaign and the Allied war effort in general have received little attention from historians, and they generally receive dismissive condemnation in general histories of the French Revolutionary Wars. This thesis examines the British participation in the 1793 Flanders campaign a broader diplomatic context through the published correspondence of relevant Allied military and political leaders. Traditional accounts of this campaign present a narrative of defeat and condemn the Allies for their failure to achieve in 1793 the accomplishments of the sixth coalition twenty years later. Such a perspective obscures a clear understanding of the reasons for Allied actions. This thesis investigates federalism and civil conflict. Past work linking federalism and civil conflict has investigated the factors that pacify or aggravate conflict, but most such studies have examined the effect of decentralization on conflict onset, as opposed to the form federalism takes (such as congruent vs incongruent forms, for example). I collect data on civil conflict, the institutional characteristics of federalist states and fiscal decentralization. My theoretical expectations are that federations who treat federal subjects differently than others, most commonly in an ethnically based manner, are likely to experience greater levels of conflict incidence and more severe conflict. I find support for these expectations, suggesting more ethnically based federations are a detriment to peace preservation. I close with case studies that outline three different paths federations have taken with regards to their federal subunits.

In 1863, Fort Bascom was built along the Canadian River in the Eroded Plains of Territorial New Mexico. Its unique location placed it between the Comanches of Texas and the Comancheros of the Sangre de Cristo Mountains. This post was situated within Comanchería during the height of the United States Army's war against the Southern Plains Indians, yet it has garnered little attention. This study broadens the scholarly understanding of how the United States Army gained control of the Southwest by examining the role Fort Bascom played in this mission. This includes an exploration of the Canadian River Valley environment, an examination of the economic relationship that existed between the Southern Plains Indians and the mountain people of New Mexico, and an account of the daily life of soldiers posted to Fort Bascom. This dissertation thus provides an environmental and cultural history of the Canadian River Valley in New Mexico, a social history of the men stationed at Fort Bascom, and proof that the post played a key role in the Army's efforts to gain control of the Southern Plains Indians. In “Sounds for Adventurous Listeners,” I argue that Conover’s role in the dissemination of jazz through the Music USA Jazz Hour was more influential on an educational level than what literature on Conover currently provides. Chapter 2 begins with an examination of current studies regarding the role of jazz in Cold War diplomacy, the sociopolitical implications of avant-garde jazz and race, the convergence of fandom and propaganda, the promoter as facilitator of musical trends, and the influence of international radio during the Cold War. In chapter 3 I introduce the Friends of Music USA Newsletter and explain its function as a record of overseas jazz reception and a document that cohered a global network of fans. I then focus on avant-garde debates of the 1960s and discuss Conover’s role overseas and in the United States. Chapter 4 engages social purpose and jazz criticism in the 1960s. I discuss Conover’s philosophy on social responsibility, and how his contributions intersected with other relevant discourses on race on the eve of the civil rights movement. In 1874, the Texas legislature created the Frontier Battalion, the first formal, budgeted organization as an arm of state government of what historically had been periodic groups loosely referred to as Texas Rangers. Initially created to combat the menace of repeated raids of Indians from the north and from Mexico into frontier counties, the Battalion was led by an unusual choice: a frail, humorless Confederate veteran from Navarro County, John B. Jones. Under Jones’s leadership, the Battalion grew in sophistication, moving from Indian fighting to capturing Texas’s bad men, such as John Wesley Hardin and Sam Bass. Established during the unsettled time of Reconstruction, the Rangers effectively filled a local law enforcement void until competency was returned to local sheriffs’ and marshals’ offices. Numerous books cover individual Texas Rangers of note, but only a few have dealt with the overall history of the Rangers, and, strangely, none about Jones specifically. For the first time, author Rick Miller presents the story of the Frontier Battalion as seen through the eyes of its commander, John B. This dissertation examines the role of Cardinal Giovanni Battista de Luca in the reform of nepotism in the seventeenth-century Catholic Church. Popes gave very large amounts of money to their relatives and the burden of nepotism on the Catholic Church was very onerous. The Catholic Church was crippled by nepotism and unable to carry out its traditional functions. Although Cardinal de Luca and Pope Innocent XI worked tirelessly to end nepotism, they were thwarted in their attempts by apprehension among the Cardinals concerning conciliarism and concerning the use of reform measures from the Council of Trent; by Gallicanism and the attempts of the French King to exercise power over the French Church; and by the entrenchment of nepotism and its long acceptance within the Church. Cardinal de Luca and Innocent XI were not able to push through reforms during their lifetimes but Pope Innocent XII was able to complete this reform and pass a reform Bull. This dissertation has two complementary themes. First, a confluence of circumstances allowed for the unfettered growth of nepotism in the seventeenth-century Church to the point of threatening the well-being of the Catholic Church.
