Electronic Records: Management and Preservation Pose Challenges

Testimony issued by the General Accounting Office with an abstract that begins "The difficulties of managing, preserving, and providing access to the vast and rapidly growing volumes of electronic records produced by federal agencies present challenges to the National Archives and Records Administration (NARA), the nation's recordkeeper and archivist. Complex electronic records are being created in volumes that make them difficult to organize and keep accessible. These problems are compounded as computer hardware, application software, and even storage media become obsolete, as they may leave behind electronic records that can no longer be read. As a result, valuable government information may be lost. GAO was requested to testify, among other things, on NARA's recent actions to address the challenges of electronic records management, including its effort to address the problem of preserving electronic records by acquiring an advanced Electronic Records Archive (ERA)."

This report describes the technical progress on a project to design and construct a multichannel geophone array that improves tomographic imaging capabilities in both surface and underground mines. No work was completed during this reporting period as project personnel are waiting for the mine to become available for final field testing of the array. Improved imaging capabilities will produce energy, environmental, and economic benefits by increasing exploration accuracy and reducing operating costs.

Hanford Cultural Resources Laboratory Oral History and Ethnography Task Annual Report

This report summarizes the work completed by Pacific Northwest National Laboratory Hanford Cultural Resource Laboratory's (HCRL) Oral History and Ethnography Task through fiscal year 2002. This work was designed to collect focused, systematic, and formal oral histories to help identify and evaluate historic properties at the Hanford Site, which has a history stretching from prehistoric times to the atomic age. This task has become imperative as the people who contributed to Hanford's history age and pass away. The information gained by the oral histories is essential to the U.S. Department of Energy Richland Operations Office's (DOE-RL) Hanford Cultural and Historical Resources Program. This program supports the Department's National Historic Preservation Act responsibilities as Site staff work to end the environmental legacy from plutonium production and other activities. In addition to summarizing the work performed by the task, the report lists specific recommendations regarding future and ongoing work: More individuals related to Hanford's history should be identified and interviewed. The HCRL should work with the community and interest groups and employ their help in collecting oral histories. Oral History Interview with Allen McKean, July 21, 2003

The National Museum of the Pacific War presents an oral interview with Allen McKean. McKean was born in Staples, Texas 20 May 1924. Joining the Navy in December 1942, he underwent boot camp at San Diego, California. He was then sent to Norton Heights, Connecticut to attend Merchants Signal School. Upon completion, he was assigned to the SS Glen White (1918) as a signalman. Later, he was assigned to a Joint Assault Signal Company (JASCO) beach party team. McKean tells of landing with the 6th Marine Division on Okinawa on 1 April 1945 and the duties they performed. He was discharged soon after the surrender of Japan.

This report (1) summarizes provisions of several laws and regulations, including the Patent Law, the Atomic Energy Act, International Traffic in Arms Control regulations, the USA PATRIOT Act (P.L. 107-56), the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (P.L. 107-188), and the Homeland SecurityAct (P.L. 107-296), that permit the federal government to restrict disclosure of scientific and technical information that could harm national security; (2) describes the development of federal controls on “sensitive but unclassified” (SBU) scientific and technical information; (3) summarizes current controversies about White House policy on “Sensitive But Unclassified Information,” and “Sensitive Homeland Security Information” (SHSI) issued in March 2002; and (4) identifies controversial issues which might affect the development of Office of Management and Budget (OMB) and agency guidelines for sensitive unclassified information, which are expected to be released during 2003.
