WIPP Case Study - Compliance Monitoring, Passive Institutional Controls, and Record Keeping

The WIPP Case Study describes the compliance monitoring program, record keeping requirements, and passive institutional controls that are used to help ensure the Waste Isolation Pilot Plant (WIPP) will safety contain radioactive waste and indicate dangers and location of the wastes. The radioactive components in the waste are regulated by the U.S. Environmental Protection Agency (EPA) while the hazardous components in the waste are regulated by the New Mexico Environment Department (NMED). This paper addresses monitoring relating to radionuclide containment performance, passive institutional controls, and record keeping over a 10,000-year time frame. Monitoring relating to the hazardous components and the associated regulator are not addressed in this paper. The WIPP containment performance is mandated by release limits set by regulation. Regulations also require the radioactive waste containment performance of the WIPP to be predicted by a ''Performance Assessment.'' The EPA did not base the acceptance of the WIPP solely on predicted containment but included additional assurance measures. One such assurance measure is monitoring, which may be defined as the on-going measurement of conditions in and around the repository. Corridor One: An Integrated Distance Visualization Environment for SSI and ASCI Applications

Scenarios describe realistic uses of DVC/Distance technologies in several years. Four scenarios are described: Distributed Decision Making; Remote Interactive Computing; Remote Visualization: (a) Remote Immersive Visualization and (b) Remote Scientific Visualization; Remote Virtual Prototyping. Scenarios serve as drivers for the road maps and enable us to check that the functionality and technology in the road maps match application needs. There are four major DVC/Distance technology areas we cover: Networking and QoS; Remote Computing; Remote Visualization; Remote Data. Each “road map” consists of two parts, a “functionality” matrix (what can be done) and a “technology” matrix (underlying technology). That is, functionality matrices show the desired operational characteristics, while technology matrices show the underlying technology needed. In practice, there isn’t always a clean break between “functionality” and “technology,” but it still seems useful to try and separate things this way.

Photovoltaics (PV) for buildings system applications are experiencing exponential growth. This increased activity is the result of building owners becoming more confident with this new technology, designers becoming more comfortable incorporating PV into architectural and building electrical designs, decreasing PV system cost, the heightened public awareness of depleting conventional energy resources, and issues related to power reliability and stability. Usually, these systems meet primary objectives to offset building electrical loads, decrease building electrical demand, or provide continuous power supply during utility grid outages; but because of design flaws, installation errors, or improper maintenance, these systems can perform below the design expectations.

Zion National Park Visitor Center: Significant Energy Savings Achieved through a Whole-Building Design Process: Preprint

The National Park Service (NPS) applied a whole-building design process developed at the National Renewable Energy Laboratory (NREL) to create a building that performs more than 70% better than a comparable code-compliant building at no additional construction cost. This whole-building design process involves a committed design team, including the energy consultant, in the earliest conceptual design phase and continues through building commissioning. The design team for this project included the architect, engineer, energy consultant, landscape architect, owner, operator, and others who could influence the building design and operation. Extensive whole-building energy and lighting computer simulations were conducted throughout the process, which included the integration of energy efficient and renewable energy technologies into the building. The design team, inspired by natural cooling within the canyon, developed simple solutions to create an extremely energy efficient building. The se strategies included natural ventilation cooling, cooltowers for evaporative cooling without distribution fans, daylighting, massive building materials, Trombe walls and direct solar gains for heating, engineered window overhangs for solar load control, a building automation system to maintain comfort and control the energy-efficient lighting system, and a roof-mounted photovoltaic system to offset building electrical loads and ensure a power supply during the frequent utility grid …

This document provides a status report on the Z39.50 Interoperability Testbed Project (Z-Interop) covering the period of April 1, 2002 through June 30, 2002. The previous status report covered a ten-month period from May 1, 2001 through March 31, 2002. The Principal Investigator (PI) requested a no-cost extension for this project, which the Institute of Museum and Library Services approved. With the letter of approval, IMLS set a revised schedule for project status reports. Beginning July 1, 2002, status reports are due every six months. To respond to the revised schedule of status reports, this document highlights activities and accomplishments to communicate to IMLS progress on this project since the last status report.

Testimony issued by the General Accounting Office with an abstract that begins "This testimony summarizes previous GAO work that identified gaps in information needed to reconcile Individual Indian Moneys (IIM) trust accounts, and the rationale that led GAO to suggest that the Department of the Interior seek alternatives to reconciliation, such as a negotiated agreement. Congress established an Indian trust fund account reconciliation requirement in the Supplemental Appropriations Act of 1987 in response to tribal concerns that (1) Interior had not consistently provided them with statements on their account balances, (2) their trust fund accounts had never been reconciled, and (3) Interior planned to contract with a third party for management of trust fund accounts. There are many obstacles that will complicate Interior's ability to document the amount and source of funds deposited to, managed in, and disbursed from their IIM accounts. Interior's July 2002 report enumerates among those obstacles known discrepancies in the balances, at the trust fund level, reported by Treasury and Interior, as well as the potential for (1) errors in the electronic accounting system data, (2) missing paper transaction records, and (3) missing land ownership information and revenue instruments."
