Analysis of natural gas supply strategies at Fort Drum

This analysis investigates strategies for Fort Drum to acquire a reliable natural gas supply while reducing its gas supply costs. The purpose of this study is to recommend an optimal supply mix based on the life-cycle costs of each strategy analyzed. In particular, this study is intended to provide initial guidance as to whether or not the building and operating of a propane-air mixing station is a feasible alternative to the current gas acquisition strategy. The analysis proceeded by defining the components of supply (gas purchase, gas transport, supplemental fuel supply); identifying alternative options for each supply component; constructing gas supply strategies from different combinations of the options available for each supply component and calculating the life-cycle costs of each supply strategy under a set of different scenarios reflecting the uncertainty of future events.

Is there a large risk of radiation? A critical review of pessimistic claims

A number of situations where it has been claimed that moderate radiation doses cause leukemia or other cancers are carefully reviewed. We look at cases in the United States, Great Britain, and the Soviet Union. Usually it can be demonstrated that there is an alternative, more probable, explanation for the effect seen. In several cases the authors of the papers have fallen into statistical traps. The most frequent is a posteriori selection of cohort boundaries in both space and time: a trap illustrated dramatically by Feynman. The next most common trap is to arbitrarily select one out of many ways of looking at the data, against which we were warned by Tippett. Several cohorts are compared with respect to the number of persons at risk, average dose, and the number of cancers expected. Of these, only the cohort of A-bomb survivors in Japan and the recently unclassified data on the very large occupational doses for early Soviet nuclear workers at Chelyabinsk provide evidence of clearly visible excess cancers.

Hanford Environmental Dose Reconstruction Project

The objective of the Hanford Environmental Dose Reconstruction (HEDR) Project is to estimate the radiation doses that individuals and populations could have received from nuclear operations at Hanford since 1944. The TSP consists of experts in environmental pathways, epidemiology, surface-water transport, ground-water transport, statistics, demography, agriculture, meteorology, nuclear engineering, radiation dosimetry, and cultural anthropology. Included are appointed technical members representing the states of Oregon, Washington, and Idaho, a representative of Native American tribes, and an individual representing the public. The project is divided into the following technical tasks. These tasks correspond to the path radionuclides followed from release to impact on humans (dose estimates): Source terms, environmental transport, environmental monitoring data, demography, food consumption, and agriculture, and environmental pathways and dose estimates. Progress is discussed.

The processing and potential applications of porous silicon

Stability of a cylindrical pore under the influence of surface energy is important for porous silicon (PS) processing in the integrated circuit industry. Once the zig-zag cylindrical pores of porous silicon or oxidized porous silicon (OPS) are unstable and breakup into rows of isolated spherical pores, oxidation of PS and densification/nitridation of OPS become difficult. Swing to difficulty transport of reactant gas (O{sub 2}, NH{sub 3}) or the trapped gas (for densification of OPS). A first order analysis of the stability of a cylindrical pore or cylinder is considered first. Growth of small sinusoidal perturbations by viscous flow or evaporation/condensation result in dependence of perturbation growth rate on perturbation wavelength. Rapid thermal oxidation (RTO) of porous silicon is proposed as an alternative for the tedious two-step 300 and 800C oxidation process. Transmission electron microscopy, energy dispersive spectroscopy ESCA are used for quality control. Also, rapid thermal nitridation of oxidized porous silicon in ammonia is proposed to enhance OPS resistance to HF solution. Pores breakup of OPS results in a trapped gas problem during densification. Wet helium is proposed as OPS densification ambient gas to shorten densification time. Finally, PS is proposed to be an extrinsic gettering center in silicon wafers. …

Handbook for Small-Scale Densified Biomass Fuel (Pellets) Manufacturing for Local Markets.

Wood pellet manufacturing in the Intermountain West is a recently founded and rapidly expanding energy industry for small-scale producers. Within a three-year period, the total number of manufacturers in the region has increased from seven to twelve (Folk et al., 1988). Small-scale industry development is evolving because a supply of raw materials from small and some medium-sized primary and secondary wood processors that has been largely unused. For the residue producer considering pellet fuel manufacturing, the wastewood generated from primary products often carries a cost associated with residue disposal when methods at-e stockpiling, landfilling or incinerating. Regional processors use these methods for a variety of reasons, including the relatively small amounts of residue produced, residue form, mixed residue types, high transportation costs and lack of a local market, convenience and absence of regulation. Direct costs associated with residue disposal include the expenses required to own and operate residue handling equipment, costs for operating and maintaining a combustor and tipping fees charged to accept wood waste at public landfills. Economic and social costs related to environmental concerns may also be incurred to include local air and water quality degradation from open-air combustion and leachate movement into streams and drinking water.

The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) ceramics, (2) development and corrosion resistance of iron aluminide, advanced austenitic and chromium-niobium alloys, and (3) technology assessment and technology transfer.
