Inspectors General: Proposals to Strengthen Independence and Accountability

Testimony issued by the Government Accountability Office with an abstract that begins "H.R. 928, Improving Government Accountability Act, contains proposals intended to enhance the independence of the inspectors general and to create a Council of the Inspectors General on Integrity and Efficiency. This testimony provides information and views about the specific proposals based on GAO's prior work. We believe that effective, ongoing coordination of the federal oversight efforts of GAO and the Inspectors General (IG) is more critical than ever, due to the challenges and risks currently facing our nation including our immediate and long-term fiscal challenges, increasing demands being made for federal programs, and changing risk. Close strategic planning and ongoing coordination of audit efforts between GAO and the IGs would help to enhance the effectiveness and impact of work performed by federal auditors. In May of this year the Comptroller General hosted a meeting with the IGs for the principal purpose of improving the coordination of federal oversight between the IGs and GAO. Working together, and in their respective areas, GAO and the IGs can leverage each other's work and provide valuable input on the broad range of high-risk programs and management challenges across government."

Oral History Interview with Ruben Peterson, June 30, 2007

The National Museum of the Pacific War presents an oral interview with Ruben Peterson. Peterson grew up in Madrid, Iowa and attended Iowa State College under the Navy’s V-5 Aviation Program, where he enrolled in flight training. He was transferred to the University of Georgia in January 1943 where he continued flight training. After three months he was transferred to Pensacola where he received his wings. He trained in Douglas SBD Dauntless dive bombers, but he preferred fighter aircraft and volunteered to fly night fighters. In June 1943 Peterson was transferred to Quonset Point, Rhode Island, where the Navy established a base to train night flying on carriers in Grumman Hellcats. He qualified in carrier night flying and was transferred to Barbers Point, Hawaii. He embarked on the USS Independence (CVL-22) on 1 September 1943 and sailed to the South Pacific. While there, he shot down a Japanese bomber, and made bombing runs on freighters and ships near Leyte, flying only in daylight due to Admiral Halsey’s aversion to night carrier missions. Admiral Halsey’s relief had no such reluctance, and night flying became common. He remembers one close call at night in thick fog when he could not locate the …

The National Museum of the Pacific War presents an oral interview with Jerry Weasmer. Weasmer was drafted into the Army in June or July 1943 and sent to Camp Roberts, California for basic training. He sailed from San Francisco in late 1943 on the USS America, a big luxury liner that had been converted to a troop ship, to New Caledonia. Not long after, he was sent to New Zealand and put into a rifle company in the 43rd Infantry Division. He was a replacement and after training in New Zealand, the 43rd was sent to Wewak, New Guinea. After a while, Weasmer transferred to an intelligence and reconnaissance platoon and received additional training on New Guinea. The division was relieved by the Australians and he was shipped to the Philippines on the USS DuPage (APA-41), going ashore at Lingayen Gulf, Luzon on 9 January 1945. Weasmer was in the first wave. As soon as they hit the beach, they received heavy artillery fire. His intelligence and reconnaissance platoon went inland about a mile and a half but saw nothing. The 43rd Division was on the left flank. Weasmer was on Luzon for about five months and provides a good …

Oral History Interview with Sydney Pinkston, June 13, 2007 (open access)

Oral History Interview with Sydney Pinkston, June 13, 2007

The National Museum of the Pacific War presents an oral interview with Sydney Pinkston. Pinkston joined the National Guard in the 1930s, before he was old enough, but he was paid in cash and no one asked any questions. After the war started, he joined the Army at Fort Sill. From there he was assigned to a muleskinner outfit at Fort Carson, chosen for his size and strength, hoisting 121-pound Howitzer pieces onto mule’s backs. During the 45-day trip to Port Moresby, Pinkston shoveled manure into the ocean, doing so at night so as to avoid detection by submarines. He arrived with the 6th Ranger Battalion and helped train an Australian pack artillery unit. At times, he encountered the enemy, but he was always able to evade them. While participating in campaigns at Luzon and Leyte, Pinkston contracted malaria and worms, the latter treated by fasting, followed by a meal of porridge and castor oil. When the war ended, Pinkston was sent to Japan on occupation duty. He removed his Sixth Army patch, as Tokyo Rose had dispersed misinformation about them that terrified locals. He returned home and remained in the Army until the 1950s. He then helped to form …

Optical Network Testbeds Workshop (open access)

Optical Network Testbeds Workshop

This is the summary report of the third annual Optical Networking Testbed Workshop (ONT3), which brought together leading members of the international advanced research community to address major challenges in creating next generation communication services and technologies. Networking research and development (R&D) communities throughout the world continue to discover new methods and technologies that are enabling breakthroughs in advanced communications. These discoveries are keystones for building the foundation of the future economy, which requires the sophisticated management of extremely large qualities of digital information through high performance communications. This innovation is made possible by basic research and experiments within laboratories and on specialized testbeds. Initial network research and development initiatives are driven by diverse motives, including attempts to solve existing complex problems, the desire to create powerful new technologies that do not exist using traditional methods, and the need to create tools to address specific challenges, including those mandated by large scale science or government agency mission agendas. Many new discoveries related to communications technologies transition to wide-spread deployment through standards organizations and commercialization. These transition paths allow for new communications capabilities that drive many sectors of the digital economy. In the last few years, networking R&D has increasingly focused …
