The public health risk and economic impact of dampness and mold exposures was assessed using current asthma as a health endpoint. Individual risk of current asthma from exposure to dampness and mold in homes from Fisk et al. (2007), and asthma risks calculated from additional studies that reported the prevalence of dampness and mold in homes were used to estimate the proportion of U.S. current asthma cases that are attributable to dampness and mold exposure at 21% (95% confidence internal 12-29%). An examination of the literature covering dampness and mold in schools, offices, and institutional buildings, which is summarized in the appendix, suggests that risks from exposure in these buildings are similar to risks from exposures in homes. Of the 21.8 million people reported to have asthma in the U.S., approximately 4.6 (2.7-6.3) million cases are estimated to be attributable to dampness and mold exposure in the home. Estimates of the national cost of asthma from two prior studies were updated to 2004 and used to estimate the economic impact of dampness and mold exposures. The Department of Energy’s (DOE) Transmission Reliability Program is supporting the research, deployment, and demonstration of various wide area measurement system (WAMS) technologies to enhance the reliability of the Nation’s electrical power grid. Pacific Northwest National Laboratory (PNNL) was tasked by the DOE National SCADA Test Bed Program to conduct a study of WAMS security. This report represents achievement of the milestone to develop a generic WAMS model description that will provide a basis for the security analysis planned in the next phase of this study.

Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Commerce's U.S. Census Bureau (Bureau) seeks updated information on the addresses and maps of housing units from state, local, and tribal governments through the Local Update of Census Addresses (LUCA) program. This testimony discusses (1) the status of the LUCA program, and (2) the Bureau's response to prior issues raised by GAO as well as new challenges related to the program. The testimony is based on a GAO report issued on June 14, 2007. GAO reviewed LUCA program documents, met with and surveyed participants in the LUCA Dress Rehearsal, and interviewed Bureau officials and local officials."

Testimony issued by the Government Accountability Office with an abstract that begins "In April 2004, President Bush called for the Department of Health and Human Services (HHS) to develop and implement a strategic plan to guide the nationwide implementation of health information technology (IT). The plan is to recommend methods to ensure the privacy of electronic health information. GAO was asked to summarize its January 2007 report. The report describes the steps HHS is taking to ensure privacy protection as part of its national health IT strategy and identifies challenges associated with protecting electronic health information exchanged within a nationwide health information network."

The following is an addendum to the 'Closure Report for Corrective Action Unit 92: Area 6 Decontamination Pond, Nevada Test Site, Nevada', DOE/NV/11718--306, dated April 1999. This addendum includes Use Restriction Information forms and survey maps for CAS 06-04-01, Decon Pad Oil/Water Separator, and CAS 06-05-02, Decontamination Pond (RCRA), that were inadvertently left out of the Closure Report when it was published as a final document.

Open Access to particle physics literature does not sound particularly new or exciting, since particle physicists have been reading preprints for decades, and arXiv.org for 15 years. However new movements in Europe are attempting to make the peer-reviewed literature of the field fully Open Access. This is not a new movement, nor is it restricted to this field. However, given the field's history of preprints and eprints, it is well suited to a change to a fully Open Access publishing model. Data shows that 90% of HEP published literature is freely available online, meaning that HEP libraries have little need for expensive journal subscriptions. As libraries begin to cancel journal subscriptions, the peer review process will lose its primary source of funding. Open Access publishing models can potentially address this issue. European physicists and funding agencies are proposing a consortium, SCOAP3, that might solve many of the objections to traditional Open Access publishing models in Particle Physics. These proposed changes should be viewed as a starting point for a serious look at the field's publication model, and are at least worthy of attention, if not adoption.

Testimony issued by the Government Accountability Office with an abstract that begins "H.R. 928, Improving Government Accountability Act, contains proposals intended to enhance the independence of the inspectors general and to create a Council of the Inspectors General on Integrity and Efficiency. This testimony provides information and views about the specific proposals based on GAO's prior work. We believe that effective, ongoing coordination of the federal oversight efforts of GAO and the Inspectors General (IG) is more critical than ever, due to the challenges and risks currently facing our nation including our immediate and long-term fiscal challenges, increasing demands being made for federal programs, and changing risk. Close strategic planning and ongoing coordination of audit efforts between GAO and the IGs would help to enhance the effectiveness and impact of work performed by federal auditors. In May of this year the Comptroller General hosted a meeting with the IGs for the principal purpose of improving the coordination of federal oversight between the IGs and GAO. Working together, and in their respective areas, GAO and the IGs can leverage each other's work and provide valuable input on the broad range of high-risk programs and management challenges across government."

This is the summary report of the third annual Optical Networking Testbed Workshop (ONT3), which brought together leading members of the international advanced research community to address major challenges in creating next generation communication services and technologies. Networking research and development (R&D) communities throughout the world continue to discover new methods and technologies that are enabling breakthroughs in advanced communications. These discoveries are keystones for building the foundation of the future economy, which requires the sophisticated management of extremely large qualities of digital information through high performance communications. This innovation is made possible by basic research and experiments within laboratories and on specialized testbeds. Initial network research and development initiatives are driven by diverse motives, including attempts to solve existing complex problems, the desire to create powerful new technologies that do not exist using traditional methods, and the need to create tools to address specific challenges, including those mandated by large scale science or government agency mission agendas. Many new discoveries related to communications technologies transition to wide-spread deployment through standards organizations and commercialization. Testimony issued by the Government Accountability Office with an abstract that begins "In the early 1980s, volatile organic compounds (VOC) were discovered in some of the water systems serving housing areas on Marine Corps Base Camp Lejeune. Exposure to certain VOCs may cause adverse health effects, including cancer. Since 1991, the Department of Health and Human Services' Agency for Toxic Substances and Disease Registry (ATSDR) has been examining whether individuals who were exposed to the contaminated drinking water are likely to have adverse health effects. ATSDR's current study is examining whether individuals who were exposed in utero are more likely to have developed certain childhood cancers or birth defects. GAO was asked to testify on its May 11, 2007 report: Defense Health Care: Activities Related to Past Drinking Water Contamination at Marine Corps Base Camp Lejeune (GAO-07-276). This testimony summarizes findings from the report about (1) efforts to identify and address the past drinking water contamination, (2) the provision of funding and information from the Department of Defense (DOD) to ATSDR, and (3) an assessment of the design of the current ATSDR study.
