Environmental Analysis of Endocrine Disrupting Effects from Hydrocarbon Contaminants in the Ecosystem

This annual report summarizes the progress of three years of a three-year grant awarded to the Center for Bioenvironmental Research (CBR) at Tulane and Xavier Universities. The objective of this project is to determine how environmental contaminants, namely hydrocarbons, can act as hormones or anti-hormones in different species present in aquatic ecosystems. The three major areas of research include (1) a biotechnology based screening system to identify potential hormone mimics and antagonists; (2) an animal screening system to identify biomarkers of endocrine effects; and (3) a literature review to identify compounds at various DOE sites that are potential endocrine disruptors. Species of particular focus in this study are those which can serve as sentinel species (e.g., amphibians) and, thus, provide early warning signals for more widespread impacts on an ecosystem and its wildlife and human inhabitants. The focus of the literature research was to provide an analysis of the contaminants located on or around various Department of Energy (DOE) sites that are or have the potential to function as endocrine disruptors and to correlate the need for studying endocrine disruptors to DOE's programmatic needs. Using the whole-building design approach to incorporate daylighting into a retail space: Preprint

This paper focuses on implementation of daylighting into the Bighorn Center, a collection of home improvement retail spaces in Silverthorne, Colorado, which were constructed in three phases. Daylighting was an integral part of the design of the Phase 3 building. Energy consultants optimized the daylighting design through detailed modeling using an hourly building energy simulation tool. Energy consultants also used this tool to address the building owner's concerns related to customer comfort and increased product sales.

Water resources development in Santa Clara Valley, California: insights into the human-hydrologic relationship

Groundwater irrigation is critical to food production and, in turn, to humankind's relationship with its environment. The development of groundwater in Santa Clara Valley, California during the early twentieth century is instructive because (1) responses to unsustainable resource use were largely successful; (2) the proposals for the physical management of the water, although not entirely novel, incorporated new approaches which reveal an evolving relationship between humans and the hydrologic cycle; and (3) the valley serves as a natural laboratory where natural (groundwater basin, surface watershed) and human (county, water district) boundaries generally coincide. Here, I investigate how water resources development and management in Santa Clara Valley was influenced by, and reflective of, a broad understanding of water as a natural resource, including scientific and technological innovations, new management approaches, and changing perceptions of the hydrologic cycle. Market demands and technological advances engendered reliance on groundwater. This, coupled with a series of dry years and laissez faire government policies, led to overdraft. Faith in centralized management and objective engineering offered a solution to concerns over resource depletion, and a group dominated by orchardists soon organized, fought for a water conservation district, and funded an investigation to halt the decline of well …

Designing for sustainability: Preprint

In addition to impacting non-renewable energy supplies, buildings world wide contribute to climate change by being responsible for the release of carbon dioxide, either directly through combustion of carbon-based fuels or indirectly through electricity consumption from carbon fuels. Engineers and architects have an obligation to design for sustainability. This paper addresses each step in the building design process from inception to occupancy. Recommendations and examples of how sustainability can be achieved are given using two examples of actual buildings that have low energy use and minimal impact on the environment. In addition, these buildings have life cycle costs comparable to conventional buildings and provide comfortable, healthy, and productive indoor environments.

Corrective Action Plan for Corrective Action Unit 321: Area 22 Weather Station Fuel Storage Nevada Test Site, Nevada

The purpose of this Corrective Action Plan (CAP) is to provide the strategy and methodology to close the Area 22 Weather Station Fuel Storage. The CAU will be closed following state and federal regulations and the FFACO (1996). Site characterization was done during February 1999. Soil samples were collected using a direct-push method. Soil samples were collected at 0.6-m (2-ft) intervals from the surface to 1.8 m (6 ft) below ground surface. The results of the characterization were reported in the Corrective Action Decision Document (CADD) (DOE, 1999b). Soil sample results indicated that two locations in the bermed area contain total petroleum hydrocarbons (TPH) as diesel at concentrations of 124 milligrams per kilogram (mg/kg) and 377 mg/kg. This exceeds the Nevada Division of Environmental Protection (NDEP) regulatory action level for TPH of 100 mg/kg (Nevada Administrative Code, 1996). The TPH-impacted soil will be removed and disposed as part of the corrective action.

As a Department of Energy (DOE) Facility whose operations involve the use of radionuclides, Lawrence Livermore National Laboratory (LLNL) is subject to the requirements of 40 CFR 61, the National Emission Standards for Hazardous Air Pollutants (NESHAPs). Subpart H of this Regulation establishes standards for exposure of the public to radionuclides (other than radon) released from DOE Facilities (Federal Register, 1989). These regulations limit the emission of radionuclides to ambient air from DOE facilities (see Section 2.0). Under the NESHAPs Subpart H Regulation (hereafter referred to as NESHAPs), DOE facilities are also required to establish a quality assurance program for radionuclide emission measurements; specific requirements for preparation of a Quality Assurance Program Plan (QAPP) are given in Appendix B, Method 114 of 40 CFR 61. Throughout this QAPP, the specific Quality Assurance Method elements of 40 CFR 61 Subpart H addressed by a given section are identified. In addition, the US Environmental Protection Agency (US EPA) (US EPA, 1994a) published draft requirements for QAPP's prepared in support of programs that develop environmental data. Housekeeping Closure Report for Corrective Action Unit 119: Storage Tanks, Nevada Test Site, Nevada

The Federal Facility Agreement and Consent Order was entered into by the State of Nevada, US Department of Energy, and US Department of Defense to identify sites of potential historical contamination and implement corrective actions based on public health and environmental considerations. The facilities subject to this agreement include the Nevada Test Site (NTS), parts of the Tonopah Test Range, parts to the Nellis Air Force Range, the Central Nevada Test Area, and the Project Shoal Area. Corrective Action Sites (CASs) are areas potentially requiring corrective actions and may include solid waste management units, individual disposal, or release sites. Based on geography, technical similarity, agency responsibility, or other appropriate reasons, CASs are grouped together into Corrective Action Units (CAUs) for the purpose of determining appropriate corrective actions. This report contains the Closure Verification Forms for cleanup activities that were performed at 19 CASs with in CAU 119 on the NTS. The form for each CAS provides the location, directions to the site, general description, and photographs of the site before and after cleanup activities. SITE GENERATED RADIOLOGICAL WASTE HANDLING SYSTEM DESCRIPTION DOCUMENT

The Site Generated Radiological Waste Handling System handles radioactive waste products that are generated at the geologic repository operations area. The waste is collected, treated if required, packaged for shipment, and shipped to a disposal site. Waste streams include low-level waste (LLW) in solid and liquid forms, as-well-as mixed waste that contains hazardous and radioactive constituents. Liquid LLW is segregated into two streams, non-recyclable and recyclable. The non-recyclable stream may contain detergents or other non-hazardous cleaning agents and is packaged for shipment. The recyclable stream is treated to recycle a large portion of the water while the remaining concentrated waste is packaged for shipment; this greatly reduces the volume of waste requiring disposal. There will be no liquid LLW discharge. Solid LLW consists of wet solids such as ion exchange resins and filter cartridges, as-well-as dry active waste such as tools, protective clothing, and poly bags. Solids will be sorted, volume reduced, and packaged for shipment. The generation of mixed waste at the Monitored Geologic Repository (MGR) is not planned; however, if it does come into existence, it will be collected and packaged for disposal at its point of occurrence, temporarily staged, then shipped to government-approved off-site facilities for disposal. …

Chemical and Radiochemical Constituents in Water from Wells in the Vicinity of the Naval Reactors Facility, Idaho National Engineering and Environmental Laboratory, Idaho, 1997-98

The US Geological Survey, in response to a request from the U.S Department of Energy's Pittsburgh Naval Reactors Office, Idaho Branch Office, sampled water from 13 wells during 1997-98 as part of a long-term project to monitor water quality of the Snake River Plain aquifer in the vicinity of the Naval Reactors Facility, Idaho National Engineering and Environmental Laboratory, Idaho. Water samples were analyzed for naturally occurring constituents and man-made contaminants. A total of 91 samples were collected from the 13 monitoring wells. The routine samples contained detectable concentrations of total cations and dissolved anions, and nitrite plus nitrate as nitrogen. Most of the samples also had detectable concentrations of gross alpha- and gross beta-particle radioactivity and tritium. Fourteen quality-assurance samples were also collected and analyzed; seven were field-blank samples, and seven were replicate samples. Most of the field blank samples contained less than detectable concentrations of target constituents; however some blank samples did contain detectable concentrations of calcium, magnesium, barium, copper, manganese, nickel, zinc, nitrite plus nitrate, total organic halogens, tritium, and selected volatile organic compounds.

Corrective Action Investigation Plan for Corrective Action Unit 490: Station 44 Burn Area, Tonopah Test Range, Nevada (with Record of Technical Change No.1)

This Corrective Action Investigation Plan (CAIP) contains the U.S. Department of Energy, Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 490 under the Federal Facility Agreement and Consent Order. Corrective Active Unit 490 consists of four Corrective Action Sites (CASs): 03-56-001-03BA, Fire Training Area (FTA); RG-56-001-RGBA, Station 44 Burn Area; 03-58-001-03FN, Sandia Service Yard; and 09-54-001-09L2, Gun Propellant Burn Area. These CASs are located at the Tonopah Test Range near Areas 3 and 9. Historically, the FTA was used for training exercises where tires and wood were ignited with diesel fuel. Records indicate that water and carbon dioxide were the only extinguishing agents used during these training exercises. The Station 44 Burn Area was used for fire training exercises and consisted of two wooden structures. The two burn areas (ignition of tires, wood, and wooden structures with diesel fuel and water) were limited to the building footprints (10 ft by 10 ft each). The Sandia Service Yard was used for storage (i.e., wood, tires, metal, electronic and office equipment, construction debris, and drums of oil/grease) from approximately 1979 to 1993.
