Environmental Resources of Selected Areas of Hawaii: Climate, Ambient Air Quality, and Noise (DRAFT)

This report has been prepared to make available and archive background scientific data and related information on climate, ambient air quality, and ambient noise levels collected during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of hawaii in its April 1989 proposal to Congress. The US Department of Energy (DOE) published a notice in the Federal Register on May 17, 1994 withdrawing its Notice of Intent of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The report presents a general description of the climate and air quality for the islands of Hawaii (henceforth referred to as Hawaii), Maui, and Oahu. It also presents a literature review as baseline information on the health effects of hydrogen sulfide. the scientific background data and related information is being made available for use by others in conducting future scientific research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

Thermal flowmeter modification for the addition of a packer and pump

Measuring water movement in boreholes has achieved greater hydrogeologic importance in recent years. Most flowmeters can measure flows greater then 180 cm/min, with some specialized spinner flowmeters with stall velocities as low as 14 cm/min. However, in many cases the injection or removal of water from a well may not be acceptable. For example, groundwater contamination may prohibit ground-surface discharge of borehole fluids, borehole stability may be of concern in uncased boreholes, and cost may limit the use of a pump. Two geophysical logging tools have been developed to measure slow water velocities in boreholes: the thermal-pulse flowmeter (TFM), and the electromagnetic flowmeter. The TFM was used in this study. Measurement accuracy was increased by nearly one order of magnitude by outfitting the thermal-pulse flowmeter (TFM) with an inflatable packer. To accurately measure slow water velocities in boreholes greater than 15 cm diameter, it is necessary to divert borehole fluids through the TFM by inflating a packer. During calibration it was noted that the TFM`s accuracy decreased as the borehole diameter increased. With the packer inflated, the TFM has a useful flow measurement range of 0.08 to 15 l/min (with flow velocities of 0.24 {+-} 0.012 cm/min to 45.7 {+-} …

Impact analysis of the DC-1 shipping container

Containers used by the Department of Energy (DOE) for the transport of radioactive material components, including components and special assemblies, are required to meet certain impact requirements that are demonstrated by experimental testing, analytical modeling, or the combination of both. The Code of Federal Regulations (CFR) Part 49 Section 173.7(d) stipulates that, packages (containers) made by or under direction of the USDOE may be used for the transportation of radioactive materials when evaluated, approved, and certified by the DOE against packaging standards equivalent to those specified in 10 CFR Part 71.1 This paper gives an example of computer analysis of the impact simulation for a typical container in support of experimental testing performed to assure compliance of the container design with Federal Regulations. The paper includes details of the analysis performed and lists the advantages and disadvantages compared with experimental testing.

Design, operation, and application of the LLNL Portable Tritium Processing System

A Portable Tritium Processing System (PTPS) has been developed at LLNL that could be applied to fusion energy related tritium processing and decontamination operations. The PTPS has four basic capabilities. These are: oil-free pumping, oil-free gas transfer, gas analysis, and gas phase tritium scrubbing. The design of the PTPS takes into consideration today`s stringent release requirements, and utilizes secondary containment throughout the system. Because the system is portable, it can provide complete stand alone tritium processing, and can pass through a typical 36 inch laboratory door, and into confined spaces. This system can easily be moved to different locations within a facility such that the single tritium processing system can provide close-coupled support to multiple operations. Typical setup time for the PTPS is approximately two weeks. The PTPS has been in operation at LLNL for approximately one year. During this time, gram quantities of tritium have been successfully processed through the system. Releases to the stack attributable directly to the PTPS have been less than 0.1 curies, with most of this quantity being a product of maintenance operations.

A technical approach for determining the importance of information in computerized alarm systems

Computerized alarm and access control systems must be treated as special entities rather than as generic automated information systems. This distinction arises due to the real-time control and monitoring functions performed by these systems at classified facilities and the degree of centralization of a site`s safeguards system information in the associated databases. As an added requirement for these systems, DOE safeguards and security classification policy is to protect information whose dissemination has the potential for significantly increasing the probability of successful adversary action against the facility, or lowering adversary resources needed for a successful attack. Thus at issue is just how valuable would specific alarm system information be to an adversary with a higher order objective. We have developed and applied a technical approach for determining the importance of information contained in computerized alarm and access control systems. The methodology is based on vulnerability assessment rather than blanket classification rules. This method uses a system architecture diagram to guide the analysis and to develop adversary defeat methods for each node and link. These defeat methods are evaluated with respect to required adversary resources, technical difficulty, and detection capability. Low-energy beta spectroscopy using pin diodes to monitor tritium surface contamination

We show that tritium betas emitted from a surface can be counted using a pin photodiode as a solid state charged particle detector. Furthermore, we show that the range of tritium betas through air is sufficient to allow measurement of tritium on samples in air by this method. These two findings make possible a new method to survey tritium surface contamination which has advantages over existing methods. We have built and tested several prototype instruments which use this method to measure tritium surface contamination, including a compact portable unit. The design of these instruments and results from tests and calibrations are described. Potential applications of this new method to monitor tritium are discussed.

Integration of geographic information systems and logistic multiple regression for aquatic macrophyte modeling

Since aquatic macrophytes have an important influence on the physical and chemical processes of an ecosystem while simultaneously affecting human activity, it is imperative that they be inventoried and managed wisely. However, mapping wetlands can be a major challenge because they are found in diverse geographic areas ranging from small tributary streams, to shrub or scrub and marsh communities, to open water lacustrian environments. In addition, the type and spatial distribution of wetlands can change dramatically from season to season, especially when nonpersistent species are present. This research, focuses on developing a model for predicting the future growth and distribution of aquatic macrophytes. This model will use a geographic information system (GIS) to analyze some of the biophysical variables that affect aquatic macrophyte growth and distribution. The data will provide scientists information on the future spatial growth and distribution of aquatic macrophytes. This study focuses on the Savannah River Site Par Pond (1,000 ha) and L Lake (400 ha) these are two cooling ponds that have received thermal effluent from nuclear reactor operations. Par Pond was constructed in 1958, and natural invasion of wetland has occurred over its 35-year history, with much of the shoreline having developed extensive beds of …

Development of the Open Items Tracking System

The West Valley Demonstration Project, located on the site of the only commercial nuclear fuel reprocessing facility to have operated in USA, has the directed objectives of solidifying the high-level radioactive waste into a durable, solid form for shipment; decontaminating and decommissioning the tanks and facilities; and disposing of the resulting low-level and transuranic wastes. Since an escalating trend of open work items was noticed in the Fall of 1988, and there was no control mechanism for tracking and closing the open items, a Work Control System was developed for this purpose. It is self-contained system on a mainframe ARTEMIS 9000, which tracks, monitors, and closes out external commitments in a timely manner. Audits, surveillances, site appraisals, preventive maintenance, instrument calibration recall, and scheduling are covered.

This Baseline Risk Assessment of Ground Water Contamination at the Uranium Mill Tailings Site Near Grand Junction, Colorado evaluates potential impacts to public health or the environment resulting from ground water contamination at the former uranium mill processing site. The tailings and other contaminated material at this site were placed in an off-site disposal cell by the US Department of Energy`s (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The remedial activities at the site were conducted from 1989 to 1993. Currently, the UMTRA Project is evaluating ground water contamination. This risk assessment is the first document specific to this site for the Ground Water Project. This risk assessment evaluates the most contaminated ground water that flows beneath the processing site toward the Colorado River. The monitor wells that have consistently shown the highest concentrations of most contaminants are used to assess risk. This risk assessment will be used in conjunction with additional activities and documents to determine what remedial action may be needed for contaminated ground water at the site. Environmental assessment for the domestic water supply upgrades and consolidation on the Savannah River Site

The domestic water systems on the Savannah River Site (SRS) are currently in need of upgrading to ensure compliance with the Safe Drinking Water Act and South Carolina Department of Health and Environmental Control (SCDHEC) Drinking Water Regulations. The SRS has 28 separate goundwater-based drinking water systems in use across the site. These aging systems were designed and constructed in the 1950s and are now facing increasing difficulties in meeting cur-rent regulations. Audits of the systems conducted by SCDHEC in 1986, 1988, 1991, and 1993 identified shortfalls in meeting the requirements for secondary maximum containment levels (MCLS) and SCDHEC design standards. Secondary MCLs are those items, such as odor or appearance, that do not pose a direct health impact. SRS has committed to SCDHEC to correct the drinking water discrepancies and construct two new consolidated inter-area drinking water systems. Upgrading the SRS drinking water systems would be necessary to support site activities regardless of the makeup or the mission at SRS. As such, the proposed upgrade and consolidation of SRS domestic water systems is treated as part of the ``No Action`` alternative for the Programmatic Environmental Impact Statement for Reconfiguration of the Nuclear Weapons Complex .

Implications of the presence of petroleum resources on the integrity of the WIPP

The Waste Isolation Pilot Plant (WIPP) is a facility of the US Department of Energy (DOE), designed and constructed for the permanent disposal of transuranic (TRU) defense waste. The WIPP is surrounded by reserves of potash, crude oil, and natural gas. These are attractive targets for exploratory drilling which could disrupt the integrity of the transuranic waste repository. The performance assessment calculations published to date have identified future drilling for oil and gas reserves as an event that may disrupt the repository and may release radionuclides in excess of the standards. Therefore, the probability of inadvertent human intrusion into the repository by drilling and its impact on the integrity of the repository must be carefully assessed. This report evaluates: (1) the studies funded by the DOE to examine the crude oil potential in the immediate vicinity of the WIPP; (2) the use of an elicitation exercise to predict future drilling rates for use in the calculation of the repository performance; and (3) the observed limitations of institutional controls. This report identifies the following issues that remain to be resolved: (1) the limited performance of blowout preventers after drilling into high pressure zones immediately adjacent to the WIPP Site Boundary; (2) …

The U.S. Department of Energy, Nevada Operations Office (DOE/NV), Completion Report provides a summary of activities conducted at the Nevada Test Site (NTS) between October 1, 1992, and September 30, 1993, associated with Operation KLAXON. (In the past, each annual Completion Report dealt with a series of underground nuclear detonations; however, because no nuclear tests were conducted during FY 1993, this Report summarizes continuing nonnuclear and nuclear test readiness activities at the NTS sponsored by DOE/NV.) The report serves as a reference for those involved with the planning and execution of Operation KLAXON and also serves as a planning guide for future operations. Information in the report covers the logistics and management of activities. Scientific information and data associated with NTS activities are presented in technical documents published by participating agencies. In September 1992, Congress legislated a nine-month moratorium on the testing of nuclear weapons. The bill also provided for a resumption of testing (with no more than five tests per year, or a total of 15 during the next three years) in July 1993, and mandated an end to nuclear testing, entirely, by 1996. President Bush signed the bill into law in October 1992.

This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

Mexico City air quality research initiative, volume 3, modeling and simulation

The objective of the modeling and simulation task was to develop, test, and apply an appropriate set of models that could translate emission changes into air quality changes. Specifically, we wanted to develop models that could describe how existing measurements of ozone (O{sub 3}), carbon monoxide (CO), and sulfur dioxide (SO{sub 2}) would be expected to change if their emissions were changed. The modeling must be able to address the effects of difference in weather conditions and changes in land use as well as the effects of changes in emission levels. It must also be able to address the effects of changes in the nature and distribution of the emissions as well as changes in the total emissions. A second objective was to provide an understanding of the conditions that lead to poor air quality in Mexico City. We know in a general sense that Mexico City`s poor air quality is the result of large quantities of emissions in a confined area that is subject to light winds, but we did not know much about many aspects of the problem. The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. Incorporating ecological risk assessment into remedial investigation/feasibility study work plans

This guidance document (1) provides instructions on preparing the components of an ecological work plan to complement the overall site remedial investigation/feasibility study (RI/FS) work plan and (2) directs the user on how to implement ecological tasks identified in the plan. Under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA), and RI/FS work plan will have to be developed as part of the site-remediation scoping process. Specific guidance on the RI/FS process and the preparation of work plans has been developed by the US Environmental Protection Agency (EPA 1988a). This document provides guidance to US Department of Energy (DOE) staff and contractor personnel for incorporation of ecological information into environmental remediation planning and decision making at CERCLA sites.
