File Sharing Program: Users of Peer-to-Peer Networks Can Readily Access Child Pornography

Testimony issued by the General Accounting Office with an abstract that begins "The availability of child pornography has dramatically increased in recent years as it has migrated from printed material to the World Wide Web, becoming accessible through Web sites, chat rooms, newsgroups, and now the increasingly popular peer-to-peer file sharing programs. These programs enable direct communication between users, allowing users to access each other's files and share digital music, images, and video. GAO was requested to determine the ease of access to child pornography on peer-to-peer networks; the risk of inadvertent exposure of juvenile users of peerto- peer networks to pornography, including child pornography; and the extent of federal law enforcement resources available for combating child pornography on peer-to-peer networks. Today's testimony is based on GAO's report on the results of that work (GAO- 03-351). Because child pornography cannot be accessed legally other than by law enforcement agencies, GAO worked with the Customs Cyber- Smuggling Center in performing searches: Customs downloaded and analyzed image files, and GAO performed analyses based on keywords and file names only."

Making JFK Matter: Popular Memory and the 35th President

In Making JFK Matter, Paul Santa Cruz examines how popular memory of John F. Kennedy has been used politically by various interest groups, primarily the city of Dallas, Lyndon Johnson, and Robert Kennedy, as well as how the memory of Kennedy has been portrayed in various museums. Santa Cruz argues that we have memorialized JFK not simply out of love for him or admiration for the ideals he embodied, but because invoking his name carries legitimacy and power. Memory can be employed to accomplish particular ends: for example, the passage of long overdue civil rights legislation, or even successfully running for political office. Santa Cruz demonstrates the presence and use of popular memory in an extensive analysis of what was being said, and by whom, about the late president through White House memoranda and speech material, museum exhibits (such as the Sixth Floor Museum in Dallas and the JFK Presidential Library and Museum in Boston), public correspondence, newspapers and periodicals of the time, memoirs, and archival research. The West Gulf Blockade, 1861-1865: An Evaluation

This investigation resulted from a pilot research paper prepared in conjunction with a graduate course on the Civil War. This study suggested that the Federal blockade of the Confederacy may not have contributed significantly to its defeat. Traditionally, historians had assumed that the Union's Anaconda Plan had effectively strangled the Confederacy. Recent studies which compared the statistics of ships captured to successful infractions of the blockade had somewhat revised these views. While accepting these revisionist findings as broadly valid, this investigation strove to determine specifically the effectiveness of Admiral Farragut's West Gulf Blockading Squadron. Since the British Foreign Office maintained consulates in three blockaded southern ports and in many Caribbean ports through which blockade running was conducted, these consular records were vital for this study. Personal research in Great Britain's Public Record Office disclosed valuable consular reports pertaining to the effectiveness of the Federal blockade. American consular records, found in the National Archives in Washington, D.C. provided excellent comparative reports from those same Gulf ports. Official Confederate reports, contained in the National Archives, various state archives and in the published Official Records of the Union and Confederate Armies revealed valuable statistical data on foreign imports.
