This report consists of the groundwater screening evaluation required by Section S.8 of the State Waste Discharge Permit for the 200 Area TEDF. Chapter 1.0 describes the purpose of the groundwater monitoring plan. The information in Chapter 2.0 establishes a water quality baseline for the facility and is the groundwater screening evaluation. The following information is included in Chapter 2.0: Facility description;Well locations, construction, and development data; Geologic and hydrologic description of the site and affected area; Ambient groundwater quality and current use; Water balance information; Hydrologic parameters; Potentiometric map, hydraulic gradients, and flow velocities; Results of infiltration and hydraulic tests; Groundwater and soils chemistry sampling and analysis data; Statistical evaluation of groundwater background data; and Projected effects of facility operation on groundwater flow and water quality. Charm production physics from Fermilab fixed-target experiments

Recent analyses of charm quark production mechanisms from Fermilab fixed-target experiments are summarized. Measurements of single inclusive differential cross sections for hadroproduced and photoproduced D mesons are compared to next-to-leading order QCD calculations. New data from hadroproduction and previous photoproduction measurements of charm meson pair correlations are compared to NLO calculations and also to parton shower Monte Carlo models. Nonperturbative effects, such as intrinsic k{sub t} and fragmentation, are seen to play an important role in most of these comparisons. Results on charm production asymmetries in both hadroproduction and photoproduction are summarized.

Environmental Chamber Studies of Atmospheric Reactivities of Volatile Organic Compounds: Effects of Varying Chamber and Light Source

Photochemical oxidant models are essential tools for assessing effects of emissions changes on ground-level ozone formation. Such models are needed for predicting the ozone impacts of increased alternative fuel use. The gas-phase photochemical mechanism is an important component of these models because ozone is not emitted directly, but is formed from the gas-phase photochemical reactions of the emitted volatile organic compounds (VOCs) and oxides of nitrogen (NO{sub x}) in air. The chemistry of ground level ozone formation is complex; hundreds of types of VOCs being emitted into the atmosphere, and most of their atmospheric reactions are not completely understood. Because of this, no chemical model can be relied upon to give even approximately accurate predictions unless it has been evaluated by comparing its predictions with experimental data. Therefore an experimental and modeling study was conducted to assess how chemical mechanism evaluations using environmental chamber data are affected by the light source and other chamber characteristics. Xenon arc lights appear to give the best artificial representation of sunlight currently available, and experiments were conducted in a new Teflon chamber constructed using such a light source. Linac-driven spallation-neutron source

Strong interest has arisen in accelerator-driven spallation-neutron sources that surpass existing facilities (such as ISIS at Rutherford or LANSCE at Los Alamos) by more than an order of magnitude in beam power delivered to the spallation target. The approach chosen by Los Alamos (as well as the European Spallation Source) provides the full beam energy by acceleration in a linac as opposed to primary acceleration in a synchrotron or other circular device. Two modes of neutron production are visualized for the source. A short-pulse mode produces 1 MW of beam power (at 60 pps) in pulses, of length less than 1 ms, by compression of the linac macropulse through multi-turn injection in an accumulator ring. A long-pulse mode produces a similar beam power with 1-ms-long pulses directly applied to a target. This latter mode rivals the performance of existing reactor facilities to very low neutron energies. Combination with the short-pulse mode addresses virtually all applications.

This report describes organic and inorganic results from vapors of the Hanford single-shell waste storage Tank 241-BY-105 (referred to as Tank BY-105). The results described here were obtained to support safety and toxicological evaluations. Quantitative results were obtained for the inorganic compounds ammonia (NH{sub 3}), nitrogen dioxide (NO{sub 2}), nitric oxide (NO), and water (H{sub 2}O). Sampling for hydrogen cyanide (HCN) and sulfur oxides (SO{sub x}) was not requested. Several organic analytes were quantitatively determined, but quantities of non-TO-14 analytes were only estimated. Approximately 40 tentatively identified organic analytes were observed above the detection limit of (ca.) 10 ppb, but standards for most of these were not available at the time of analysis, and their quantitative determination is beyond the scope of this study. The SUMMA{trademark} Canisters were also analyzed for components listed in U.S. Environmental Protection Agency (EPA) compendium Method TO-14. Of these only a few were observed above the 2-ppb detection limits. These are summarized in Table 3.1. Estimated quantitations also determined were of tentatively identified compounds (TICs). Effects of Enhanced Chromatic Nonlinearity During the AGS {gamma}{sub t}-jump

The {gamma}{sub t}-jump de-signed to reduce the bunch self-field mismatch and intensity loss during the AGS transition crossing can cause significant orbit and lattice distortions and dramatically enhance chromatic nonlinear effects. Employing a low-intensity, small emittance proton bunch crossing transition with the {gamma}{sub t}-jump quadrupoles excited, we found that the nonlinear momentum-compaction factor {alpha}{sub 1} increases from 2.2 to about 90 in the presence of the {gamma}{sub t}-jump. On the other hand, this enhancement can be effectively suppressed by properly exciting the chromaticity sextupoles, reducing {alpha}{sub 1} from 90 to 16. The experimental measurement agrees well with computer simulations using MAD and TIBETAN.

This report describes inorganic and organic analyses results from in situ samples obtained from the tank headspace of the Hanford waste storage Tank 241-BY-105 (referred to as Tank BY-105). The results described here were obtained to support safety and toxicological evaluations. A summary of the results for inorganic and organic analytes is listed. Detailed descriptions of the results appear in the text. Quantitative results were obtained for the inorganic compounds NH{sub 3}, NO{sub 2}, NO, HCN, and H{sub 2}O. Sampling for sulfur oxides was not requested. Results of the inorganic samples were affected by sampling errors that led to an undefined uncertainty in sample volume. Consequently, tank-headspace concentrations are estimated only. Thirty-nine tentatively identified organic analytes were observed above the detection limit of (ca.) 10 ppbv, but standards for most of these were not available at the time of analysis, and their quantitation is beyond the scope of this study. In addition, we looked for the 41 standard TO-14 analytes. Of these, only a few were observed above the 2-ppbv detection limit. The 16 organic analytes with the highest estimated concentrations are listed. These 16 analytes account for approximately 68% of the total or organic components in Tank BY-105.

Use of a variable frequency source with a single-mode cavity to process ceramic filaments

=Rapid feedback control is needed for practical microwave processing of continuous ceramic oxide filaments to regulate the process temperature where the dielectric properties of the filaments change rapidly with temperature. A broadband traveling wave tube (TWT) amplifier provides a highly versatile process control platform for filament processing. By comparing a rf signal from the cavity to a reference signal from the TWT, phase information can be used in a negative feedback loop to allow the oscillator to track the cavity frequency as it shifts due to the changing dielectric constant in the filaments being heated. By sampling the field level in the cavity with a detector, amplitude control can be done to maintain a consistent electric field level in the cavity, which is important for controlling the filament heating and temperature. The system design will be discussed along with application data for commercial ceramic samples.

Environmental Geochemistry for Surface and Subsurface Waters in the Pajarito Plateau and Outlying Areas, New Mexico

This report provides background information on waters in the Los Alamos and Santa Fe regions of northern New Mexico. Specifically, the presented data include major element, trace element, and isotope analyses of 130 water samples from 94 different springs, wells, and water bodies in the area. The region considered in this study extends from the western edge of the Valles Caldera to as far east as Santa Fe Lake. For each sample, the presented analysis includes fourteen different major elements, twenty-six trace elements, up to five stable isotopes, and tritium. In addition, this data base contains certain characteristics of the water that are calculated from the aforementioned raw data, including the water`s maximum and minimum residence times, as found from tritium levels assuming no contamination, the water`s recharge elevation, as found from stable isotopes, and the charge balance of the water. The data in this report are meant to provide background information for investigations in groundwater hydrology and geochemistry, and for environmental projects. For the latter projects, the presented information would be useful for determining the presence of contamination it any one location by enabling one to compare potential contaminant levels to the background levels presented here. In the original mixed Waste Management Options (DOE/LLW-134) issued in December 1991, the question was posed, ``Can mixed waste be managed out of existence?`` That study found that most, but not all, of the Nation`s mixed waste can theoretically be managed out of existence. Four years later, the Nation is still faced with a lack of disposal options for commercially generated mixed waste. However, since publication of the original Mixed Waste Management Options report in 1991, limited disposal capacity and new technologies to treat mixed waste have become available. A more detailed estimate of the Nation`s mixed waste also became available when the US Environmental Protection Agency (EPA) and the US Nuclear Regulatory Commission (NRC) published their comprehensive assessment, titled National Profile on Commercially Generated Low-Level Radioactive Mixed Waste (National Profile). The interaction of intense subpicosecond laser pulses with underdense plasmas

Laser-plasma interactions have been of interest for many years not only from a basic physics standpoint, but also for their relevance to numerous applications. Advances in laser technology in recent years have resulted in compact laser systems capable of generating (psec), 10{sup 16} W/cm{sup 2} laser pulses. These lasers have provided a new regime in which to study laser-plasma interactions, a regime characterized by L{sub plasma} {ge} 2L{sub Rayleigh} > c{tau}. The goal of this dissertation is to experimentally characterize the interaction of a short pulse, high intensity laser with an underdense plasma (n{sub o} {le} 0.05n{sub cr}). Specifically, the parametric instability known as stimulated Raman scatter (SRS) is investigated to determine its behavior when driven by a short, intense laser pulse. Both the forward Raman scatter instability and backscattered Raman instability are studied. The coupled partial differential equations which describe the growth of SRS are reviewed and solved for typical experimental laser and plasma parameters. This solution shows the growth of the waves (electron plasma and scattered light) generated via stimulated Raman scatter. Photoelectron holography applied to surface structural determination

Photoemitted electron waves are used as coherent source waves for angstrom-scale holographic imaging of local atomic geometry at surfaces. Electron angular distribution patterns are collected above a sample surface and serve as a record of the interference between source wave and waves scattered from surrounding ion cores. Using a mathematical imaging integral transformation, the three-dimensional structural information is obtained directly from these collected patterns. Patterns measured with different electron kinetic energies are phase-summed for image improvement. Pt (111) surface is used as a model system. A pattern 9.6{angstrom}{sup {minus}1} (351 eV) is used to generate a full 3-D image of atom locations around an emitter with nearest neighbors within 0.l{angstrom} of the expected bulk positions. Atoms several layers beyond the nearest neighbors are also apparent. Twin-image reduction and artifact suppression is obtained by phase-summing eight patterns measured from 8.8 to 10.2{angstrom}{sup {minus}1} (295 to 396 eV). 32 were measured in 0.2{angstrom}{sup {minus}1} steps from 6.0 to 12.2{angstrom}{sup {minus}1} (137 to 567 eV) are presented here. Simple models of two-slit interference are compared with electron scattering to illuminate understanding of holographic recording of the structural information. The Frequency of Growing Season Frost in the Subalpine Environment (Medicine Bow Mountains, Southeastern Wyoming), the Interaction of Leaf Morphology and Infrared Radiational Cooling and the Effects of Freezing on Native Vegetation

The subalpine environment is characterized by the possibility of frost throughout the summer. The frequency and severity of summertime frost episodes appeared particularly dependent on net losses of infrared energy to a cold night sky (radiation frost), as well as air temperature and wind speed. Longwave radiation minima from the night sky were strongly correlated with the occurrence of leaf temperature minima. Leaf temperatures were modeled using an energy balance simulation that quantified the specific effects of ambient air temperature, wind speed, sky infrared radiation, and sky exposure characteristic of this high-elevation environment. Plants growing in exposed and sheltered habitats have characteristic leaf structures (smaller, thicker leaves in more exposed locations) that have been traditionally associated with the total amount of incident sunlight. However, smaller leaves also appear adaptive for reducing the susceptibility to radiation frosts. Larger, more exposed leaves resulted in colder nocturnal leaf temperatures and greater frost frequencies. Microsite sky radiation, microtopography, plant habit and leaf structure all have important implications for estimating growing season length and plant distribution patterns, especially at higher elevations where summer frosts are common. Proposed Casey`s Pond Improvement Project, Fermi National Accelerator Laboratory

The U.S. Department of Energy (DOE) has prepared an Environmental Assessment (EA), evaluating the impacts associated with the proposed Casey`s Pond Improvement Project at the Fermi National Accelerator Laboratory (Fermilab) in Batavia, Illinois. The improvement project would maximize the efficiency of the Fermilab Industrial Cooling Water (ICW) distribution system, which removes (via evaporation) the thermal load from experimental and other support equipment supporting the high energy physics program at Fermilab. The project would eliminate the risk of overheating during fixed target experiments, ensure that the Illinois Water Quality Standards are consistently achieved and provide needed additional water storage for fire protection. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement is not required.

The main objective of this research project is to investigate dispersion as a method of quantifying geological characterization and defining reservoir heterogeneity in order to enhance crude oil recovery. The dispersion of flow of a reservoir rock (dispersion coefficient and dispersivity) was identified as one of the physical properties of a reservoir rock by measuring the mixing of two miscible fluids, one displacing the other in a porous medium. A rock was 100% saturated with a resident fluid and displaced by a miscible fluid of equal viscosity and equal density. Some specific experiments were performed with unequal densities. Produced fluid was analyzed by refractometer, nuclear reaction, electrical conductivity and X-ray scan. Several physical and flow characteristics were measured on the sand rock sample in order to establish correlations with the measured dispersion property. Absolute permeability, effective porosity, relative permeability, capillary pressure, the heterogeneity factor and electrical conductivity were used to better understand the flow system. Linear, transverse, 2-D and 3-D dispersions were measured and used to characterize the rock heterogeneity of the flow system. This annual report describes the progress during the second year of the project on Integrated Approach Towards the Application of Horizontal Wells to Improve Waterflooding Performance. This project is funded under the Department of Energy`s Class I program which is targeted towards improving the reservoir performance of mature oil fields located in fluvial-dominated deltaic deposits. The project involves an integrated approach to characterize the reservoir followed by the drilling of horizontal injection wells to improve production performance. The type of data we have integrated include cross bore hole seismic surveys, geological interpretation based on logs and cores, and engineering information. This report covers the second phase of the project which includes a detailed reservoir description of the field by integrating all the available information, followed by flow simulation of the Self Unit under various operating conditions. Based on an examination of the various operating parameters, we observed that the best possible solution to improve the Self Unit performance is to recomplete and stimulate most of the wells followed by an increase in the water injection rate. During the first quarter of CY 1995, four of the WHC sitewide ALARA performance goals were completed on or ahead of schedule. One of the completed goals related to reduction of radiological areas at WHC-managed facilities. Due to anticipated resource reductions and increased scope of work, several facilities escalated their reduction schedule. This allowed the ALARA goal to be completed and exceeded ahead of schedule. Industrial Safety and Health initiatives are being pursued in areas such as workplace ergonomics, safety training, and standards development. Positive efforts are ongoing in the areas of management commitment and employee involvement through the WHC Voluntary Protection Program. Successful implementation continues through the President`s Accident Prevention Council (PAPC) and division employee Accident Prevention Councils. The Company now has established CY 1995 PAPC goals. Major programmatic accomplishments completed during this reporting period include the Department of Energy-Headquarters (DOE-HQ) formally endorsing the Radiological Control organization`s approach toward development of the Radiation Protection Program (RPP) document. Coal: Energy for the future

This report was prepared in response to a request by the US Department of energy (DOE). The principal objectives of the study were to assess the current DOE coal program vis-a-vis the provisions of the Energy Policy Act of 1992 (EPACT), and to recommend the emphasis and priorities that DOE should consider in updating its strategic plan for coal. A strategic plan for research, development, demonstration, and commercialization (RDD and C) activities for coal should be based on assumptions regarding the future supply and price of competing energy sources, the demand for products manufactured from these sources, technological opportunities, and the need to control the environmental impact of waste streams. These factors change with time. Accordingly, the committee generated strategic planning scenarios for three time periods: near-term, 1995--2005; mid-term, 2006--2020; and, long-term, 2021--2040. The report is divided into the following chapters: executive summary; introduction and scope of the study; overview of US DOE programs and planning; trends and issues for future coal use; the strategic planning framework; coal preparation, coal liquid mixtures, and coal bed methane recovery; clean fuels and specialty products from coal; electric power generation; technology demonstration and commercialization; advanced research programs; conclusions and recommendations; appendices; and glossary. …
