Wildlife Impact Assessment: Anderson Ranch, Black Canyon, and Boise Diversion Projects, Idaho. Final Report.

This report presents an analysis of impacts on wildlife and their habitats as a result of construction and operation of the US Bureau of Reclamation's Anderson Ranch, Black Canyon, and Boise Diversion Projects in Idaho. The objectives were to: (1) determine the probable impacts of development and operation of the Anderson Ranch, Black Canyon, and Boise Diversion Projects to wildlife and their habitats; (2) determine the wildlife and habitat impacts directly attributable to hydroelectric development and operation; (3) briefly identify the current major concerns for wildlife in the vicinities of the hydroelectric projects; and (4) provide for consultation and coordination with interested agencies, tribes, and other entities expressing interest in the project.

The Nuclear Waste Policy Act of 1982 (42 USC sections 10101-10226) requires the environmental assessment of a proposed site to include a statement of the basis for nominating a site as suitable for characterization. Volume 2 provides a detailed statement evaluating the site suitability of the Deaf Smith County Site under DOE siting guidelines, as well as a comparison of the Deaf Smith County Site to the other sites under consideration. The evaluation of the Deaf Smith County Site is based on the impacts associated with the reference repository design, but the evaluation will not change if based on the Mission Plan repository concept. The second part of this document compares the Deaf Smith County Site to Davis Canyon, Hanford, Richton Dome and Yucca Mountain. This comparison is required under DOE guidelines and is not intended to directly support subsequent recommendation of three sites for characterization as candidate sites. 259 refs., 29 figs., 66 refs. In February 1983, the US Department of Energy (DOE) identified the Yucca Mountain site in Nevada as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. The site is in the Great Basin, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Yucca Mountain site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE`s General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. On the basis of the evaluations reported in this EA, the DOE has found that the Yucca Mountain site is not disqualified under the guidelines. The DOE has also found that is is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines.
