War Powers Resolution: Presidential Compliance
Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

This report gives a summary of the usage of the War Powers Resolution (WPR) and various issues related to proposals to modify or repeal the resolution. The report summarizes most recent developments and background, and gives an overview of United Nations actions, and WPR activities in former Yugoslavia/Bosnia, Kosovo, Iraq (post-1991), Haiti, and Somalia. It also includes commentary on the instances formally reported under the WPR, consultation with Congress, and the current issues which Congress is considering.

Stilwell and Mountbatten in Burma: Allies at War, 1943-1944

Stilwell and Mountbatten in Burma explores the relationship between American General Joseph “Vinegar Joe” Stilwell and British Admiral Lord Louis Mountbatten in the China-Burma-India Theater (CBI) and the South East Asia Command (SEAC) between October 1943 and October 1944, within the wider context of Anglo-American relations during World War II. Using original material from both British and American archives, Jonathan Templin Ritter discusses the military, political, and diplomatic aspects of Anglo-American cooperation, the personalities involved, and where British and American policies both converged and diverged over Southeast Asia. Although much has been written about CBI, Stilwell and China, and Mountbatten, no published comparison study has focused on the relationship between the two men during the twelve-month period in which their careers overlapped. This book bridges the gap in the literature between Mountbatten’s earlier naval career and his later role as the last Viceroy of British India. It also presents original archival material that explains why Stilwell was so anti-British, including his 1935 memorandum titled “The British,” and his original margin notes to Mountbatten’s farewell letter to him in 1944. A Machine-Gunner in France: The Memoirs of Ward Schrantz, 35th Division, 1917-1919

This is the WWI memoir of Ward Schrantz, a National Guard officer and machine gun company commander in the Kansas-Missouri 35th Division. He extensively documents his experiences and those of his men, from training at Camp Doniphan to their voyage across the Atlantic, and to their time in the trenches in France’s Vosges Mountains and ultimately to their return home. He devotes much of his memoir to the Meuse-Argonne Offensive, in which the 35th Division suffered heavy casualties and made only moderate gains before being replaced by fresh troops. Schrantz also describes the daily life of a soldier, including living conditions, relations between officers and enlisted men, and the horrific experience of combat. Editor Jeffrey Patrick combines his narrative with excerpts from a detailed history of the unit that Schrantz wrote for his local newspaper, and also provides an editor’s introduction and annotations.

Armed Conflict in Syria: U.S. and International Response
The popular-uprising-turned-armed-rebellion in Syria has entered its third year, and seems poised to continue, with the government and a bewildering array of militias locked in a bloody struggle of attrition. U.S. officials and many analysts believe that Asad and his supporters will ultimately be forced from power, but few offer specific, credible timetables for a resolution to the crisis. The Military Commissions Act of 2009: Overview and Legal Issues
This report provides a background and analysis comparing military commissions as envisioned under the revised Military Commissions Act (MCA) to those established in 2006. Detention of U.S. Persons as Enemy Belligerents
The detainee provisions passed as part of the National Defense Authorization Act for FY2012 affirm that the Authorization for Use of Military Force in response to the terrorist attacks of September 11, 2001, authorizes the detention of persons captured in connection with hostilities. This report provides a background to the legal issues presented, followed by a brief introduction to the law of war pertinent to the detention of different categories of individuals. Américo Paredes: in His Own Words, an Authorized Biography

Américo Paredes (1915-1999) was a folklorist, scholar, and professor at the University of Texas at Austin who is widely acknowledged as one of the founding scholars of Chicano Studies. Born in Brownsville, Texas, along the southern U.S.-Mexico Border, Paredes grew up between two worlds—one written about in books, the other sung about in ballads and narrated in folktales. After service in World War II, Paredes entered the University of Texas at Austin, where he completed his Ph.D. in 1956. With the publication of his dissertation, “With His Pistol in His Hand”: A Border Ballad and Its Hero in 1958, Paredes soon emerged as a challenger to the status quo. His book questioned the mythic nature of the Texas Rangers and provided an alternative counter-cultural narrative to the existing traditional narratives of Walter Prescott Webb and J. Frank Dobie. For the next forty years Paredes was a brilliant teacher and prolific writer who championed the preservation of border culture and history. He was a soft-spoken, at times temperamental, yet fearless professor. The Original Guitar Hero and the Power of Music: the Legendary Lonnie Johnson, Music, and Civil Rights

Lonnie Johnson (1894–1970) was a virtuoso guitarist who influenced generations of musicians from Django Reinhardt to Eric Clapton to Bill Wyman and especially B. B. King. Born in New Orleans, he began playing violin and guitar in his father’s band at an early age. When most of his family was wiped out by the 1918 flu epidemic, he and his surviving brother moved to St. Louis, where he won a blues contest that included a recording contract. His career was launched. Johnson can be heard on many Duke Ellington and Louis Armstrong records, including the latter’s famous “Savoy Blues” with the Hot Five. He is perhaps best known for his 12-string guitar solos and his ground-breaking recordings with the white guitarist Eddie Lang in the late 1920s. After World War II he began playing rhythm and blues and continued to record and tour until his death. This is the first full-length work on Johnson. Dean Alger answers many biographical mysteries, including how many members of Johnson’s large family were left after the epidemic. Côte d'Ivoire Post-Gbagbo: Crisis Recovery
Côte d'Ivoire is emerging from a severe political crisis that followed a disputed November 28, 2010, presidential runoff election between former president Laurent Gbagbo and his, former Prime Minister Alassane Ouattara. Both claimed electoral victory and formed opposing governments. Their rivalry spurred a full-scale civil military conflict in early March 2011, after months of growing political violence. The main conflict died down days after Gbagbo's arrest by pro-Ouattara forces, aided by United Nations (U.N.) and French peacekeepers, but limited residual fighting was continuing to occur as of April 20.
