Dark Matter Constraints from a Cosmic Index of Refraction

The dark-matter candidates of particle physics invariably possess electromagnetic interactions, if only via quantum fluctuations. Taken en masse, dark matter can thus engender an index of refraction which deviates from its vacuum value. Its presence is signaled through frequency-dependent effects: the real part yields dispersive effects in propagation, and the imaginary part yields such in attenuation. We discuss theoretical constraints on the expansion of the index of refraction with frequency, the physical interpretation of the terms, and the particular observations needed to isolate its coefficients. This, with the advent of new opportunities to view gamma-ray bursts at cosmological distance scales, gives us a new probe of dark matter. As a first application we use the time delay determined from radio afterglow observations of gamma-ray bursts to limit the charge-to-mass ratio of dark matter to |{var_epsilon}|/M < 1.8 x 10{sup -5} eV{sup -1} at 95% CL.

Novel High Transverse Momentum Phenomena in Hadronic and Nuclear Collisions

I discuss a number of novel phenomenological features of QCD in high transverse momentum reactions. The presence of direct higher-twist processes, where a proton is produced directly in the hard subprocess, can explain the 'baryon anomaly' - the large proton-to-pion ratio seen at RHIC in high centrality heavy ion collisions. Direct hadronic processes can also account for the deviation from leading-twist PQCD scaling at fixed x{sub T} = 2 p{sub T}/{radical}s. I suggest that the 'ridge' --the same-side long-range rapidity correlation observed at RHIC in high centrality heavy ion collisions is due to the imprint of semihard DGLAP gluon radiation from initial-state partons which have transverse momenta biased toward the trigger. A model for early thermalization of the quark-gluon medium is also outlined. Rescattering interactions from gluon-exchange, normally neglected in the parton model, have a profound effect in QCD hard-scattering reactions, leading to leading-twist single-spin asymmetries, diffractive deep inelastic scattering, diffractive hard hadronic reactions, the breakdown of the Lam-Tung relation in Drell-Yan reactions, nuclear shadowing--all leading-twist dynamics not incorporated in the light-front wavefunctions of the target computed in isolation. Impact of drought on U.S. steam electric power plant cooling water intakes and related water resource management issues.

This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements their overall research effort by evaluating water availability at power plants under drought conditions. While there are a number of competing demands on water uses, particularly during drought conditions, this report focuses solely on impacts to the U.S. steam electric power plant fleet. Included are both fossil-fuel and nuclear power plants. One plant examined also uses biomass as a fuel. The purpose of this project is to estimate the impact on generation capacity of a drop in water level at U.S. steam electric power plants due to climatic or other conditions. While, as indicated above, the temperature of the water can impact decisions to halt or curtail power plant operations, this report specifically examines impacts as a result of a drop in water levels below power plant submerged cooling water intakes. DEMONSTRATION OF THE DWPF FLOWSHEET IN THE SRNL SHIELDED CELLS WITH TANK 40 AND H CANYON NEPTUNIUM

The Defense Waste Processing Facility (DWPF) is currently processing Sludge Batch 5 (SB5) from Tank 40. SB5 contains the contents of Tank 51 from November 2008, qualified by the Savannah River National Laboratory (SRNL) and the heel in Tank 40 remaining from Sludge Batch 4. Current Liquid Waste Operations (LWO) plans are to (1) decant supernatant from Tank 40 to remove excess liquid caused by a leaking slurry pump and (2) receive a Np stream from H Canyon It should be noted that the Np stream contains significant nitrate requiring addition of nitrite to Tank 40 to maintain a high nitrite to nitrate ratio for corrosion control. SRNL has been requested to qualify the proposed changes; determine the impact on DWPF processability in terms of hydrogen generation, rheology, etc.; evaluate antifoam addition strategy; and evaluate mercury stripping. Therefore, SRNL received a 3 L sample of Tank 40 following the transfer of Tank 51 to Tank 40 (Tank Farm Sample HTF-40-08-157 to be used in testing and to perform the required Waste Acceptance Product Specifications radionuclide analyses). Evidence for Nodal Superconductivity in LaFePO from Scanning SQUID Susceptometry

We measure changes in the penetration depth {lambda} of the T{sub c} {approx} 6 K superconductor LaFePO. In the process scanning SQUID susceptometry is demonstrated as a technique for accurately measuring local temperature-dependent changes in {lambda}, making it ideal for studying early or difficult-to-grow materials. {lambda} of LaFePO is found to vary linearly with temperature from 0.36 to {approx} 2 K, with a slope of 143 {+-} 15 {angstrom}/K, suggesting line nodes in the superconducting order parameter. The linear dependence up to {approx} T{sub c}/3 is similar to the cuprate superconductors, indicating well-developed nodes.

Counter-Rotating Tandem Motor Drilling System

Gas Technology Institute (GTI), in partnership with Dennis Tool Company (DTC), has worked to develop an advanced drill bit system to be used with microhole drilling assemblies. One of the main objectives of this project was to utilize new and existing coiled tubing and slimhole drilling technologies to develop Microhole Technology (MHT) so as to make significant reductions in the cost of E&P down to 5000 feet in wellbores as small as 3.5 inches in diameter. This new technology was developed to work toward the DOE's goal of enabling domestic shallow oil and gas wells to be drilled inexpensively compared to wells drilled utilizing conventional drilling practices. Overall drilling costs can be lowered by drilling a well as quickly as possible. For this reason, a high drilling rate of penetration is always desired. In general, high drilling rates of penetration (ROP) can be achieved by increasing the weight on bit and increasing the rotary speed of the bit. As the weight on bit is increased, the cutting inserts penetrate deeper into the rock, resulting in a deeper depth of cut.
