Intelligent design using expertise knowledge, manufacturing data, and legacy codes

The mission of the national laboratories has changed from weapon design and production to stockpile maintenance. Design engineers are becoming few in number and years worth of experience is about to be lost. What will happen when new weapons are designed or retrofits need to be made? Who will know the lessons learned in the past? What process will be followed? When and what software codes should be used? Intelligent design is the answer to the questions posed above for weapon design; for any design. An interactive design development environment will allow the designers of the future access to the knowledge of yesterday, today and tomorrow. Design guides, rules of thumb, lessons learned, production capabilities, production data, process flow, and analysis codes will be included in intelligent design. An intelligent design environment is being developed as a heuristic, knowledge based system and as a diagnostic design tool. The system provides the framework for incorporating rules of thumb from experienced design engineers, available manufacturing processes, including the newest ones, and manufacturing databases, with current data, to help reduce design margins. Massive subcritical compact arrays of plutonium metal

Two experimental critical-approach programs are reported. Both were performed at the Rocky Flats Plant near Denver, Colorado; and both date back to the late 1960s. Both involve very large arrays of massive plutonium ingots. These ingots had been cast in the foundry at the Rocky Flats Plant as part of their routine production operations; they were not specially prepared for either study. Consequently, considerable variation in ingot mass is encountered. This mass varied between approximately 7 kg and a little more than 10 kg. One program, performed in the spring of 1969, involved stacked arrays of ingots contained within cylindrical, disk-shaped, thin, steel cans. This program studied four arrays defined by the pattern of steel cans in a single layer. The four were: 1 x N, 3 x N, 2 x 2 x N, and 3 x 3 x N. The second was a tightly-packed, triangular-pitched patterns; the last two were square-pitched patterns. The other program, performed about a year earlier, involved similar ingots also contained in similar steel cans, but these canned plutonium ingots were placed in commercial steel drums. Status of radiation damage measurements in room temperature semiconductor radiation detectors

The literature of radiation damage measurements on cadmium zinc telluride (CZT), cadmium telluride (CT), and mercuric iodide (HgI{sub 2}) is reviewed for the purpose of determining their applicability to space applications. CZT strip detectors exposed to intermediate energy (1.3 MeV) proton fluences exhibit increased interstrip leakage after 10{sup 10} p/cm{sup 2} and significant bulk leakage after 10{sup 12} p/cm{sup 2}. CZT exposed to 200 MeV protons shows a two-fold loss in energy resolution after a fluence of 5 {times} 10{sup 9} p/cm{sup 2} in thick (3 mm) planar devices but little effect in 2 mm devices. No energy resolution effects were noted from moderated fission spectrum neutrons after fluences up to 10{sup 10} n/cm{sup 2}, although activation was evident. CT detectors show resolution losses after fluences of 3 {times} 10{sup 9} p/cm{sup 2} at 33 MeV for chlorine-doped detectors. Indium doped material may be more resistant. Neutron exposures (8 MeV) caused resolution losses after fluences of 2 {times} 10{sup 10} n/cm{sup 2}. Mercuric iodide has been studied with intermediate energy protons (10 to 33 MeV) at fluences up to 10{sup 12} p/cm{sup 2} and with 1.5 GeV protons at fluences up to 1.2 {times} 10{sup 8} p/cm{sup 2}. On enabling secure applications through off-line biometric identification

In developing secure applications and systems, the designers often must incorporate secure user identification in the design specification. In this paper, the authors study secure off line authenticated user identification schemes based on a biometric system that can measure a user`s biometric accurately (up to some Hamming distance). The schemes presented here enhance identification and authorization in secure applications by binding a biometric template with authorization information on a token such as a magnetic strip. Also developed here are schemes specifically designed to minimize the compromise of a user`s private biometrics data, encapsulated in the authorization information, without requiring secure hardware tokens. In this paper the authors furthermore study the feasibility of biometrics performing as an enabling technology for secure system and application design. The authors investigate a new technology which allows a user`s biometrics to facilitate cryptographic mechanisms.

Streamlined Approach for Environmental Restoration Closure Report for Corrective Action Unit 464: Historical Underground Storage Tank Release Sites, Nevada Test Site, Nevada

This report addresses the site characterization of two historical underground storage tank petroleum hydrocarbon release sites identified by Corrective Action Site (CAS) Numbers 02-02-03 and 09-02-01. The sites are located at the Nevada Test Site in Areas 2 and 9 and are concrete bunker complexes (Bunker 2-300, and 9-300). Characterization was completed using drilling equipment to delineate the extent of petroleum hydrocarbons at release site 2-300-1 (CAS 02-02-03). Based on site observations, the low hydrocarbon concentrations detected, and the delineation of the vertical and lateral extent of subsurface hydrocarbons, an ``A through K`` evaluation was completed to support a request for an Administrative Closure of the site.

Strontium Distribution Coefficients of Surficial and Sedimentary Interbed Samples from the Idaho National Engineering and Environmental Laboratory, Idaho

The transport and fate of waste constituents in geologic media is dependent on physical and chemical processes that govern the distribution of constituents between the solid, geologic, stationary phase and an aqueous, mobile phase. This distribution often is quantified, at thermodynamic equilibrium by an empirically determined parameter called the distribution coefficient (Kd). Kd's can be used effectively to summarize the chemical factors that affect transport efficiency of ground-water constituents. Strontium distribution coefficients (Kd's) were measured for 21 surficial and 17 sedimentary interbed samples collected from sediment cores from selected sites at the Idaho National Engineering and Environmental Laboratory (INEEL) to help assess the variability of strontium Kd's at the INEEL as part of an ongoing investigation of strontium chemical-transport properties. Batch experimental techniques were used to determine strontium Kd's of the sediments. Measured strontium Kd's of th e surficial and interbedded sediments ranged from 26{+-}1 to 328{+-}41 milliliters per gram. These results indicate significant variability in the strontium sorptive capacities of surficial and interbedded sediments at the INEEL. Streamlined Approach for Environmental Restoration Closure Report for Corrective Action Unit 452: Historical Underground Storage Tank Release Sites, Nevada Test Site, Nevada

This report addresses the site characterization of three historical underground storage tank (UST) petroleum hydrocarbon release sites identified as 25-3101-1, 25-3102-3, and 25-3152-1. The sites are located within the Nevada Test Site in Area 25 at Buildings 3101, 3102, and 3152. The characterization was completed to support administrative closure of the sites. Characterization was completed using drilling equipment to delineate the extent of hydrocarbon impact. Clean closure had been previously attempted at each of these sites using backhoe equipment without success due to adjacent structures, buried utilities, or depth restrictions associated with each site. Although the depth and extent of hydrocarbon impact was determined to be too extensive for clean closure, it was verified through drilling that the sites should be closed through an administrative closure. The Nevada Administrative Code ``A Through K`` evaluation completed for each site supports that there is no significant risk to human health or the environment from the impacted soils remaining at each site.

This report addresses the characterization of three historical underground storage tank (UST) petroleum hydrocarbon release sites identified as 12-B-1, 12-B-3, and 12-COMM-1. The sites are located within the Nevada Test Site in Area 12 at B Tunnel and a former Communications/Power Maintenance Shop. Release Site 12-B-1 was not able to be clean-closed as proposed in the SAFER Plan. However, hydrocarbon impacted soils were excavated down to bedrock. Release Site 12-B-3 was evaluated to verify that the identified release was not associated with the UST removed from the site. Analytical results support the assumption that wood or possibly a roof sealant used as part of the bunker construction could have been the source of hydrocarbons detected. Release Site 12-COMM-1 was not clean closed as proposed in the SAFER Plan. The vertical extent of impacted soils was determined not to extend below a depth of 2.7 m (9 ft) below ground surface (bgs). The lateral extent could not be defined due to the presence of a discontinuous lens of hydrocarbon-impacted soil.

National Geoscience Data Repository System, Phase II. Final report, January 30, 1995--January 28, 1997

The American Geological Institute (AGI) has completed Phase II of a project to establish a National Geoscience Data Repository System (NGDRS). The project`s primary objectives are to preserve geoscience data in jeopardy of being destroyed and to make that data available to those who have a need to use it in future investigations. These data are available for donation to the public as a result of the downsizing that has occurred in the major petroleum and mining companies in the United States for the past decade. In recent years, these companies have consolidated domestic operations, sold many of their domestic properties and relinquished many of their leases. The scientific data associated with those properties are no longer considered to be useful assets and are consequently in danger of being lost forever. The national repository project will make many of these data available to the geoscience community for the first time. To address this opportunity, AGI sought support from the Department of Energy (DOE) in 1994 to initiate the NGDRS Phase I feasibility study to determine the types and quantity of data that companies would be willing to donate. The National Ignition Facility Project The mission of the National Ignition Facility (NIF) is to produce ignition and modest energy gain in inertial confinement fusion (ICF) targets. Achieving these goals will maintain U.S. world leadership in ICF and will directly benefit the U.S. Department of Energy (DOE) missions in national security, science and technology, energy resources, and industrial competitiveness. Development and operation of the NIF are consistent with DOE goals for environmental quality, openness to the community, and nuclear nonproliferation and arms control. Although the primary mission of inertial fusion is for defense applications, inertial fusion research will provide critical information for the development of inertial fusion energy. The NIF, under construction at Lawrence Livermore National Laboratory (LLNL), is a cornerstone of the DOE's science-based Stockpile Stewardship Program for addressing high-energy-density physics issues in the absence of nuclear weapons testing. In pursuit of this mission, the DOE's Defense Programs has developed a state-of-the-art capability with the NIF to investigate high-energy-density physics in the laboratory with a microfusion capability for defense and energy applications. As a Strategic System Acquisition, the NIF Project has a separate and disciplined reporting chain to DOE as shown below.

This issue of the Natural Gas Monthly presents the most recent estimates of natural gas data from the Energy Information Administration (EIA). Estimates extend through April 1998 for many data series. The report highlights activities, events, and analyses of interest to public and private sector organizations associated with the natural gas industry. Volume and price data are presented each month for natural gas production, distribution, consumption, and interstate pipeline activities. Producer-related activities and underground storage data are also reported. From time to time, feature articles are presented designed to assist readers in using and interpreting natural gas information.
