Detecting and monitoring UCG subsidence with InSAR

The use of interferometric synthetic aperture radar (InSAR) to measure surface subsidence caused by Underground Coal Gasification (UCG) is tested. InSAR is a remote sensing technique that uses Synthetic Aperture Radar images to make spatial images of surface deformation and may be deployed from satellite or an airplane. With current commercial satellite data, the technique works best in areas with little vegetation or farming activity. UCG subsidence is generally caused by roof collapse, which adversely affects UCG operations due to gas loss and is therefore important to monitor. Previous studies have demonstrated the usefulness of InSAR in measuring surface subsidence related to coal mining and surface deformation caused by a coal mining roof collapse in Crandall Canyon, Utah is imaged as a proof-of-concept. InSAR data is collected and processed over three known UCG operations including two pilot plants (Majuba, South Africa and Wulanchabu, China) and an operational plant (Angren, Uzbekistan). A clear f eature showing approximately 7 cm of subsidence is observed in the UCG field in Angren. Cyber threat metrics. (open access)

Cyber threat metrics.

Threats are generally much easier to list than to describe, and much easier to describe than to measure. As a result, many organizations list threats. Fewer describe them in useful terms, and still fewer measure them in meaningful ways. This is particularly true in the dynamic and nebulous domain of cyber threats - a domain that tends to resist easy measurement and, in some cases, appears to defy any measurement. We believe the problem is tractable. In this report we describe threat metrics and models for characterizing threats consistently and unambiguously. The purpose of this report is to support the Operational Threat Assessment (OTA) phase of risk and vulnerability assessment. To this end, we focus on the task of characterizing cyber threats using consistent threat metrics and models. In particular, we address threat metrics and models for describing malicious cyber threats to US FCEB agencies and systems.

Antebellum Jefferson, Texas: Everyday Life in an East Texas Town

Founded in 1845 as a steamboat port at the entryway to western markets from the Red River, Jefferson was a thriving center of trade until the steamboat traffic dried up in the 1870s. During its heyday, the town monopolized the shipping of cotton from all points west for 150 miles. Jefferson was the unofficial capital of East Texas, but it was also typical of boom towns in general. For this topical examination of a frontier town, Bagur draws from many government documents, but also from newspaper ads and plats. These sources provide intimate details of the lives of the early citizens of Jefferson, Texas. A letter report issued by the Government Accountability Office with an abstract that begins "The Army could not readily identify the population of Army military payroll accounts given its existing procedures and systems. The Army and DFAS-IN did not have an effective, repeatable process for identifying the population of active duty payroll records. For example, it took 3 months and repeated attempts before DFAS-IN could provide a population of service members who received active duty Army military pay in fiscal year 2010. Further, because the Army does not have an integrated military personnel and payroll system, it was necessary to compare the payroll file to active Army personnel records. However, the Defense Manpower Data Center (DMDC), DOD’s central repository for information on DOD-affiliated personnel, did not have an effective process for comparing military pay account files with military personnel files to identify a valid population of military payroll transactions. It took DMDC over 2 months and labor-intensive research to compare and reconcile the total number of fiscal year 2010 active duty payroll accounts to its database of personnel files. The Federal Networking and Information Technology Research and Development Program: Background, Funding, and Activities

In the early 1990s, Congress recognized that several federal agencies had ongoing high performance computing programs, but no central coordinating body existed to ensure long-term coordination and planning. To provide such a framework, Congress passed the High-Performance Computing and Communications Program Act of 1991 to enhance the effectiveness of the various programs. In conjunction with the passage of the act, the White House Office of Science and Technology Policy released Grand Challenges: High-Performance Computing and Communications. Current concerns are the role of the federal government in supporting IT R&D and the level of funding to allot to it. This report also looks at federal budgets for the Networking and Information Technology Research and Development Program.

Interview with Cece Cox, Executive Director of Resource Center of Dallas and longtime activist in the LGBT community. The interview includes Cox's personal experiences of childhood in Bartlesville, Oklahoma, her college years at Northwestern University, and coming out the family, friends, and co-workers. Cox talks about the awareness of her sexual orientation, the supportive reactions of family, her decision to move to Dallas, Texas for a job, her involvement in the Dallas LGBT community, thoughts on Texas Penal Code 21.06-the Sodomy Law, the struggle for gay men to receive AIDS treatment at Parkland Memorial Hospital, Dallas Gay Alliance's activism in AIDS treatment and care as well as in the struggle for equal treatment and human rights. Additionally, Cox talks about her impressions of Don Baker, Judge Jerry Buchmeyer and his decision to overturn penal code 21.06, changes in Dallas's LGBT community, family life, and Resource Center Dallas's history and services. The interview also includes an appendix with articles, Vol. 4, No. 2 of the THRF News newsletter, and a certificate of incorporation for the Foundation For Human Understanding.

ROUGHNESS LENGTHS FOR THE SAVANNAH RIVER SITE

Surface roughness values for the areas surrounding the H, D and N-Area meteorological towers were computed from archived 2010 meteorological data. These 15-minute-averaged data were measured with cup anemometers and bidirectional wind vanes (bivanes) 61 m above the surface. The results of the roughness calculation using the standard deviation of elevation angle {sigma}{sub E}, and applying the simple formula based on tree canopy height, gave consistent estimates for roughness around the H-Area tower in the range of 1.76 to 1.86 m (95% confidence interval) with a mean value of 1.81 m. Application of the {sigma}{sub E} method for the 61-m level at D and N-Areas gave mean values of 1.71 and 1.81 with confidence ranges of 1.62-1.81 and 1.73-1.88 meters, respectively. Roughness results are azimuth dependent, and thus are presented as averages over compass sectors spanning 22.5 degrees. Calculated values were compared to other methods of determining roughness, including the standard deviation of the azimuth direction, {sigma}{sub A}, and standard deviation of the wind speed, {sigma}{sub U}. Additional data was obtained from a sonic anemometer at 61-m on the H-Area tower during a period of a few weeks in 2010. Results from the sonic anemometer support our use of {sigma}{sub …
