Groundwater temperature is sensitive to the competing processes of heat flow from below the advective transport of heat by groundwater flow. Because groundwater temperature is sensitive to conductive and advective processes, groundwater temperature may be utilized as a tracer to further constrain the uncertainty of predictions of advective radionuclide transport models constructed for the Nevada Test Site (NTS). Since heat transport, geochemical, and hydrologic models for a given area must all be consistent, uncertainty can be reduced by devaluing the weight of those models that do not match estimated heat flow. The objective of this study was to identify the quantity and quality of available heat flow data at the NTS. One-hundred-forty-five temperature logs from 63 boreholes were examined. Thirteen were found to have temperature profiles suitable for the determination of heat flow values from one or more intervals within the boreholes. If sufficient spatially distributed heat flow values are obtained, a heat transport model coupled to a hydrologic model may be used to reduce the uncertainty of a nonisothermal hydrologic model of the NTS.

This report discusses the Library Services and Technology Act (LSTA), which consolidated and replaced the former Library Services and Construction Act (LSCA) and other federal library assistance legislation. LSTA grants to the states are allocated to state library administrative agencies (SLAAs), and may be used for two basic purposes: developing and improving electronic or other linkages and networks connecting providers and consumers of library services and resources; and/or targeting library services to under served or disadvantaged populations, such as persons with disabilities, those with limited literacy skills, or children from poor families.

This report contains a guide describing selected printed and electronic reference sources that provide directory information about current Members of Congress and congressional committees. An appendix indexes each category and lists which sources include that type of directory information.

The interaction of radionuclides and other contaminants with minerals and other aquifer materials controls the rate of migration of these contaminants in groundwater. The stronger these interactions, the more a radionuclide will be retarded. Processes such as sorption and diffusion often control the migration of inorganic compounds in aquifers. In addition, these processes are often controlled by the nature of ions of interest, the nature of the aquifer materials, and the specific geochemical conditions. Parameters describing sorption and diffusion of radionuclides and other inorganic ions on aquifer materials are used in transport codes to predict the potential for migration of these contaminants into the accessible environment. Sorption and diffusion studies can help reduce the uncertainty of radionuclide transport modeling on the Nevada Test Site (NTS) and other nuclear testing areas. For example, reliable sorption equilibrium constants, obtained under a variety of conditions, can be used to suggest a plausible sorption mechanism and to provide retardation parameters that can be used in transport models. In addition, these experiments, performed under a variety of conditions, can lead to models that can accommodate changing geochemical conditions. This report discusses recent development and background issues, superfund issues, revenue issues, comprehensive reauthorization, and legislation regarding superfund program.

This report examines judicial case law which has considered the doctrine of fair use in relation to the First Amendment, the Digital Millennium Copyright Act, and as a means of protecting private, noncommercial use of digital music and film by consumers. It concludes that when the potential to infringe is great, as it almost always will be in a digital environment, the courts have not been willing to expand fair use to encompass subsidiary uses such as time shifting, space shifting, or personal noncommercial use.

Audio information stored in the undulations of grooves in a medium such as a phonograph record may be reconstructed, with no or minimal contact, by measuring the groove shape using precision metrology methods and digital image processing. The effects of damage, wear, and contamination may be compensated, in many cases, through image processing and analysis methods. The speed and data handling capacity of available computing hardware make this approach practical. Various aspects of this approach are discussed. A feasibility test is reported which used a general purpose optical metrology system to study a 50 year old 78 r.p.m. phonograph record. Comparisons are presented with stylus playback of the record and with a digitally re-mastered version of the original magnetic recording. A more extensive implementation of this approach, with dedicated hardware and software, is considered.

U.S.-Vietnam diplomatic and economic relations remained essentially frozen for more than a decade after the 1975 communist victory in South Vietnam. Washington and Hanoi have incrementally normalized relations over the past decade. The pace has been relatively slow due to continued debate in the United States and Vietnam over improved relations. Congress has played a significant role in the normalization process.

Conducted research in the following major focus areas: (1) Development of mild extraction approaches to estimate bioavailable fraction of crude oil residues in contaminated soils; (2) Application of these methods to understand decreases in toxicity and increases in sequestration of hydrocarbons over time, as well as the influence of soil properties on these processes; (3) Measurements of the abilities of various bacteria (PAH-degraders and others more representative of typical soil bacteria) to withstand oxidative treatments (i.e. Fenton's reaction) which would occur in CBT; and (4) Experiments into the biochemical/genetic inducibility of PAH degradation by compounds formed by the chemical oxidation of PAH.
