Testimony issued by the General Accounting Office with an abstract that begins "E-government refers to operations that enhance delivery of government information and services. Enterprise architectures provides for successful delivery of e-government applications, which in turn promise improved government performance and accountability. Under the Office of Management and Budget's (OMB) leadership, the president's fiscal year 2003 budget proposes 24 e-government initiatives, most involving multiple agencies. These initiatives have laudable goals, including the elimination of redundant, nonintegrated business operations and systems which could save billions of dollars. The success of these initiatives depends in large part on whether they are pursued within the context of enterprise architectures. Approved architectures for most of these initiatives do not currently exist. OMB has been a proponent of enterprise architectures and has recently devoted increased attention to them. However, it can and should play a larger role. The maturity framework and benchmark data about 116 departments, component agencies, and independent agencies GAO reviews in this testimony provide important baseline information against which targeted improvement across the government can be defined and measured."

The U. S. Department of Energy's Atmospheric Radiation Measurement Program is running a small network of 915-MHz radar wind profilers (RWPs) at its Southern Great Plains Cloud and Radiation Testbed site in northern Oklahoma and southern Kansas. Seasonal migration of passerines may cause significant interference with the operation of 915-MHz RWPs. The extent of this ''bird jamming'' depends on the radar's parameters, the place of deployment, the season, and the time of day. This poster presents a new diagnostic method for detecting possible bird contamination in RWP data, along with an evaluation of the method using a three-year data set for two RWPs.

This document was prepared at the request of the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP) under its Technical Guidance and Assistance and Project Financing Programs. The purpose was to provide an estimate of the national potential for combined heat and power (also known as CHP; cogeneration; or cooling, heating, and power) applications at federal facilities and the associated costs and benefits including energy and emission savings. The report provides a broad overview for the U.S. Department of Energy (DOE) and other agencies on when and where CHP systems are most likely to serve the government's best interest. FEMP's mission is to reduce the cost to and environmental impact of the federal government by advancing energy efficiency and water conservation, promoting the use of renewable energy, and improving utility management decisions at federal sites. This protocol serves as a framework to determine energy and water savings resulting from the implementation of an energy efficiency program. It is also intended to help monitor the performance of renewable energy systems and to enhance indoor environmental quality in buildings.

The Yakima/Klickitat Fisheries Project (YKFP or Project) is an all stock initiative that is responding to the need for scientific knowledge for rebuilding and maintaining naturally spawning anadromous fish stocks in both basins. The Yakama Nation, as the Lead Agency, in coordination with the co-managers, Washington Department of Fish and Wildlife and in cooperation with the Bonneville Power Administration, the funding agency, is pursuing this. We are testing the principles of supplementation as a means to rebuild fish populations through the use of locally adapted broodstock in an artificial production program. This concept is being utilized on the Spring Chinook within the Yakima River Basin. The coho and fall chinook programs were approved and implemented in the Yakima Basin. The coho programs principle objective is to determine if naturally spawning coho populations can be reintroduced throughout their biological range in the basin. The objective of the fall chinook program is to determine if supplementation is a viable strategy to increase fall chinook populations in the Yakima subbasin. The coho and fall chinook programs are under the three step process that was established by the Northwest Power Planning Council. The Klickitat subbasin management program is combined with the Yakima subbasin program. …

This report describes research and development of the large eddy simulation (LES) turbulence modeling approach conducted as part of Sandia's laboratory directed research and development (LDRD) program. The emphasis of the work described here has been toward developing the capability to perform accurate and computationally affordable LES calculations of engineering problems using unstructured-grid codes, in wall-bounded geometries and for problems with coupled physics. Specific contributions documented here include (1) the implementation and testing of LES models in Sandia codes, including tests of a new conserved scalar--laminar flamelet SGS combustion model that does not assume statistical independence between the mixture fraction and the scalar dissipation rate, (2) the development and testing of statistical analysis and visualization utility software developed for Exodus II unstructured grid LES, and (3) the development and testing of a novel new LES near-wall subgrid model based on the one-dimensional Turbulence (ODT) model.

This Closure Report (CR) has been prepared for the Area 25 Contaminated Waste Dumps (CWD), Corrective Action Unit (CAU) 143 in accordance with the Federal Facility Agreement and Consent Order [FFACO] (FFACO, 1996) and the Nevada Division of Environmental Protection (NDEP)-approved Corrective Action Plan (CAP) for CAU 143: Area 25, Contaminated Waste Dumps, Nevada Test Site, Nevada. CAU 143 consists of two Corrective Action Sites (CASs): 25-23-09 CWD No.1, and 25-23-03 CWD No.2. The Area 25 CWDs are historic disposal units within the Area 25 Reactor Maintenance, Assembly, and Disassembly (R-MAD), and Engine Maintenance, Assembly, and Disassembly (E-MAD) compounds located on the Nevada Test Site (NTS). The R-MAD and E-MAD facilities originally supported a portion of the Nuclear Rocket Development Station in Area 25 of the NTS. CWD No.1 CAS 25-23-09 received solid radioactive waste from the R-MAD Compound (East Trestle and West Trench Berms) and 25-23-03 CWD No.2 received solid radioactive waste from the E-MAD Compound (E-MAD Trench).
