Instrumentation of LOTIS: Livermore Optical Transient Imaging System; a fully automated wide field of view telescope system searching for simultaneous optical counterparts of gamma ray bursts

LOTIS is a rapidly slewing wide-field-of-view telescope which was designed and constructed to search for simultaneous gamma-ray burst (GRB) optical counterparts. This experiment requires a rapidly slewing ({lt} 10 sec), wide-field-of-view ({gt} 15{degrees}), automatic and dedicated telescope. LOTIS utilizes commercial tele-photo lenses and custom 2048 x 2048 CCD cameras to view a 17.6 x 17.6{degrees} field of view. It can point to any part of the sky within 5 sec and is fully automated. It is connected via Internet socket to the GRB coordinate distribution network which analyzes telemetry from the satellite and delivers GRB coordinate information in real-time. LOTIS started routine operation in Oct. 1996. In the idle time between GRB triggers, LOTIS systematically surveys the entire available sky every night for new optical transients. This paper will describe the system design and performance.

Explorer at Los Alamos: A library for the future

Since 1993, Los Alamos National Laboratory, has been developing World Wide Web (WWW) applications to facilitate access to vast quantities of information critical to the successful operation of a nuclear weapons facility Explorer is a web-based tool that integrates full-text search and retrieval technology, custom user in interface faces, user-friendly navigation tools, extremely large document collections, and data collection and workflow applications. Explorer`s first major thrust was to enable quick access to regulatory and policy information used by Department of Energy facilities throughout the country. Today, Explorer users can easily search document collections containing, millions of pages of information scattered across Web sites around the country. Over fifteen large applications containing multiple collections are searchable through Explorer, and the subject areas range from DOE regulations to quality management-related resources to technology transfer opportunities. Explorer has succeeded because it provides quick and easy access to stored data across the Web; it saves time and reduces costs in comparison with traditional information distribution, access, and retrieval methods.

Siachen Science Center: A concept for cooperation at the top of the world

India and Pakistan have engaged in a long-running military dispute in the Siachen Glacier region of the northern Kashmir since 1984. In recent years, several unsuccessful attempts have been made to end the conflict. Despite continuing hostilities, there remains a strong interest in resolving the dispute and eliminating the human and financial costs associated with maintaining troops on the highest battlefield in the world. One resolution to the problem could be the establishment of a scientific research center in the region. The military forces in the region would be replaced with scientists and engineers from both countries who would advance knowledge in science and engineering by operating a high-altitude research station for the study of basic sciences, engineering, and human physiology. The high altitude, remote location, and unique geology would provide an unprecedented opportunity for ground-breaking research. The paper discusses options for such research and precedents, such as the Antarctic Treaty, for research in other hostile environments. 7 figs.

SCANS (Shipping Cask ANalysis System) a microcomputer-based analysis system for shipping cask design review: User`s manual to Version 3a. Volume 1, Revision 2

SCANS (Shipping Cask ANalysis System) is a microcomputer-based system of computer programs and databases developed at the Lawrence Livermore National Laboratory (LLNL) for evaluating safety analysis reports on spent fuel shipping casks. SCANS is an easy-to-use system that calculates the global response to impact loads, pressure loads and thermal conditions, providing reviewers with an independent check on analyses submitted by licensees. SCANS is based on microcomputers compatible with the IBM-PC family of computers. The system is composed of a series of menus, input programs, cask analysis programs, and output display programs. All data is entered through fill-in-the-blank input screens that contain descriptive data requests. Analysis options are based on regulatory cases described in the Code of Federal Regulations 10 CFR 71 and Regulatory Guides published by the US Nuclear Regulatory Commission in 1977 and 1978.

Corral Monitoring System assessment results

This report describes the results of a functional and operational assessment of the Corral Monitoring Systems (CMS), which was designed to detect and document accountable items entering or leaving a monitored site. Its development was motivated by the possibility that multiple sites in the nuclear weapons states of the former Soviet Union might be opened to such monitoring under the provisions of the Strategic Arms Reduction Treaty. The assessment was performed at three levels. One level evaluated how well the planned approach addressed the target application, and which involved tracking sensitive items moving into and around a site being monitored as part of an international treaty or other agreement. The second level examined the overall design and development approach, while the third focused on individual subsystems within the total package. Unfortunately, the system was delivered as disassembled parts and pieces, with very poor documentation. Thus, the assessment was based on fragmentary operating data coupled with an analysis of what documents were provided with the system. The system design seemed to be a reasonable match to the requirements of the target application; however, important questions about site manning and top level administrative control were left unanswered. This Corrective Action Decision Document (CADD) has been prepared for the Area 9 Unexploded Ordnance (UXO) Landfill (Corrective Action Unit [CAU] 453) in accordance with the Federal Facility Agreement and Consent Order (FFACO) of 1996. Corrective Action Unit 453 is located at the Tonopah Test Range (TTR), Nevada, and is comprised of three individual landfill cells located northwest of Area 9. The cells are listed as one Corrective Action Site (CAS) 09-55-001-0952. The landfill cells have been designated as: � Cell A9-1 � Cell A9-2 � Cell A9-3 The purpose of this CADD is to identify and provide a rationale for the selection of a recommended corrective action alternative for CAU 453. The scope of this CADD consists of the following tasks: � Develop corrective action objectives. � Identify corrective action alternative screening criteria. � Develop corrective action alternatives. � Perform detailed and comparative evaluations of the corrective action alternatives in relation to the corrective action objectives and screening criteria. � Recommend and justify a preferred corrective action alternative for the CAU. System design description for the SY-101 hydrogen mitigation test project data acquisition and control system (DACS-1)

There is no new activity or procedure associated with the updating of this reference document. The updating of this system design description maintains an agreed upon documentation program initiated within the test program and carried into operations at time of turnover to maintain configuration control as outlined by design authority practicing guidelines. Any changes made to controlled components in the field will be updated after the time of implementation to support the engineers and operators understand, maintain, train to and operate the system. There are no new credible failure modes associated with the updating of information in a support description document. The failure analysis of each change was reviewed at the time of implementation of the Systems Change Request for all the processes changed. This document simply provides a history of implementation and current system status. The incorporation of the two documents, Computer Systems Design Description (HNF-SD-WMCSDD-008) and the Input/Output Channel List (HNF-SD-WM-EL-001), as appendices allow for fewer errors in changes. Because the documents are all together, they will be approved as one document, not three separate entities which could be updated at different times, creating a situation which does not accurately depict field conditions.

Workshop proceedings: Developing the scientific basis for long-term land management of the Idaho National Engineering and Environmental Laboratory

Responses to a survey on the INEEL Comprehensive Facility and Land Use Plan (US DOE 1996a) indicated the need for additional discussion on environmental resources, disturbance, and land use issues on the Idaho National Engineering and Environmental Laboratory (INEEL). As a result, in September 1997, a workshop evaluated the existing scientific basis and determined future data needs for long-term land management on the INEEL. This INEEL Long-Term Land Management Workshop examined existing data on biotic, abiotic, and heritage resources and how these resources have been impacted by disturbance activities of the INEEL. Information gained from this workshop will help guide land and facility use decisions, identify data gaps, and focus future research efforts. This report summarizes background information on the INEEL and its long-term land use planning efforts, presentations and discussions at the workshop, and the existing data available at the INEEL. In this document, recommendations for future INEEL land use planning, research efforts, and future workshops are presented. The authors emphasize these are not policy statements, but comments and suggestions made by scientists and others participating in the workshop. Evaluation of the WIPP Project`s compliance with the EPA radiation protection standards for disposal of transuranic waste

The US Environmental Protection Agency`s (EPA) proposed rule to certify that the Waste Isolation Pilot Plant (WIPP) meets compliance with the long-term radiation protection standards for geologic repositories (40CFR191 Subparts B and C), is one of the most significant milestones to date for the WIPP project in particular, and for the nuclear waste issue in general. The Environmental Evaluation Group (EEG) has provided an independent technical oversight for the WIPP project since 1978, and is responsible for many improvements in the location, design, and testing of various aspects of the project, including participation in the development of the EPA standards since the early 1980s. The EEG reviewed the development of documentation for assessing the WIPP`s compliance by the Sandia National Laboratories following the 1985 promulgation by EPA, and provided many written and verbal comments on various aspects of this effort, culminating in the overall review of the 1992 performance assessment. For the US Department of Energy`s (DOE) compliance certification application (CCA), the EEG provided detailed comments on the draft CCA in March, 1996, and additional comments through unpublished letters in 1997 (included as Appendices 8.1 and 8.2 in this report). As described in 413.2, LDRD is research and development of a creative and innovative nature which is selected by the Laboratory Director or his or her designee, for the purpose of maintaining the scientific and technological vitality of the Laboratory and to respond to scientific and technological opportunities in conformance with the guidelines in this Order. DOE Order 413.2 requires that each laboratory submit an annual report on its LDRD activities to the cognizant Secretarial Officer through the appropriate Operations Office Manager.
