This report summarizes FY 1993 progress in biological and general life sciences research programs conducted for the Department of Energy`s Office of Health and Environmental REsearch (OHER) at Pacific Northwest Laboratory (PNL). This research provides knowledge of fundamental principles necessary to identify, understand, and anticipate the long-term health consequences of exposure to energy-related radiation and chemicals. The Biological Research section contains reports of studies using laboratory animals, in vitro cell systems, and molecular biological systems. This research includes studies of the impact of radiation, radionuclides, and chemicals on biological responses at all levels of biological organization. The General Life Sciences Research section reports research conducted for the OHER human genome program.

Kootenai River Fisheries Investigations; Stock Status of Burbot and Rainbow Trout and Fisheries Inventory, 1993 Annual Report.

Seventeen burbot Lota lota were caught in the Kootenai River with two sizes of hoop nets baited with fish. One burbot was a recapture. Burbot catch from March 19 through May 10, 1993 averaged 0.03 fish/net/day. Total length ranged from 367 to 701 mm and weight from 369 to 2,610 g (mean = 916 g). Nearly all burbot were caught at Ambush Rock. Preliminary findings are that burbot abundance in the Kootenai River is substantially less than it was in the late 1970s. Rainbow trout Oncorhynchus mykiss and seven other species of fish were sampled in tributary streams of the Kootenai River. A single pass was made with a backpack electroshocker. Species diversity ranged from two found in Cascade Creek to eight each in Snow and Caribou creeks. Most streams were partially channelized in their lower reaches, and these segments were lower in species richness. Sculpins Cottus sp. were often the only species found in channelized segments. Trout were caught in all streams. Rainbow trout were the most abundant salmonid. Cutthroat trout 0. clarki numbers were highest in Cascade Creek. Phase I Archaeological Investigation Cultural Resources Survey, Hawaii Geothermal Project, Makawao and Hana Districts, South Shore of Maui, Hawaii (DRAFT )

This report details the archaeological investigation of a 200 foot wide sample corridor extending approximately 9 miles along the southern portion of Maui within the present districts of Hana and Makawao. A total of 51 archaeological sites encompassing 233 surface features were documented. A GPS receiver was used to accurately and precisely plot locations for each of the documented sites. Analysis of the locational information suggests that archaeological sites are abundant throughout the region and only become scarce where vegetation has been bulldozed for ranching activities. At the sea-land transition points for the underwater transmission cable, both Ahihi Bay and Huakini Bay are subjected to seasonal erosion and redeposition of their boulder shorelines. The corridor at the Ahihi Bay transition point runs through the Moanakala Village Complex which is an archaeological site on the State Register of Historic Places within a State Natural Area Reserve. Numerous other potentially significant archaeological sites lie within the project corridor. It is likely that rerouting of the corridor in an attempt to avoid known sites would result in other undocumented sites located outside the sample corridor being impacted. Emphasis on information-driven processes, concurrent engineering and multi-functional team communications makes computer-supported cooperative work critical to achieving significantly faster product development cycles. This report describes analyses conducted in developing communications requirements and a communications plan that addresses the unique communications demands of an agile enterprise.

UNLV Information Science Research Institute quarterly progress report

Sections of this report include: symposium activity, staff activity, document analysis program, text-retrieval program, institute activity, etc. It is believed that as large, complete collections of documents become available in digital libraries, users will demand complete interaction with the information; document access mechanisms will have to grow beyond keywords and full-text searches to include browsing, searching of images, and searching on basis of abstract concepts. It is proposed to study the microform document conversion process, including image preprocessing, recognition, postprocessing for extracting information, and natural language techniques. Characterization of algorithms will allow generation of a system that automatically adapts to a wide range of image quality, thereby allowing large-scale conversion efforts. It is proposed to focus first on the NSF Antarctic database (approx. 55,000 documents).

An autonomous mobil robot to perform waste drum inspections

A mobile robot is being developed by the Savannah River Technology Center (SRTC) Robotics Group of Westinghouse Savannah River company (WSRC) to perform mandated inspections of waste drums stored in warehouse facilities. The system will reduce personnel exposure and create accurate, high quality documentation to ensure regulatory compliance. Development work is being coordinated among several DOE, academic and commercial entities in accordance with DOE`s technology transfer initiative. The prototype system was demonstrated in November of 1993. A system is now being developed for field trails at the Fernald site.

Compliance status report for the Waste Isolation Pilot Plant

The US Department of Energy (DOE) is responsible for the disposition of transuranic (TRU) waste generated through national defense-related activities. Approximately 53,700 m{sup 2} of these wastes have been generated and are currently stored at government defense installations across the country. The Waste Isolation Pilot Plant (WIPP), located in southeastern New Mexico, has been sited and constructed to meet the criteria established by the scientific and regulatory community for the safe, long-term disposal of TRU and TRU-mixed wastes. This Compliance Status Report (CSR) provides an assessment of the progress of the WIPP Program toward compliance with long-term disposal regulations, set forth in Title 40 CFR 191 (EPA, 1993a), Subparts B and C, and Title 40 CFR {section}268.6 (EPA, 1993b), in order to focus on-going and future experimental and engineering activities. The CSR attempts to identify issues associated with the performance of the WIPP as a long-term repository and to focus on the resolution of these issues. This report will serve as a tool to focus project resources on the areas necessary to ensure complete, accurate, and timely submittal of the compliance application. This document is not intended to constitute a statement of compliance or a demonstration of compliance.

Chemical flooding in a virtual environment - a survivor`s guide to VR development

Building something which could be called {open_quotes}virtual reality{close_quotes} (VR) is something of a challenge, particularly when nobody really seems to agree on a definition of VR. The author wanted to combine scientific visualization with VR, resulting in an environment useful for assisting scientific research. He demonstrates the combination of VR and scientific visualization in a prototype application. The VR application constructed consists of a dataflow based system for performing scientific visualization (AVS), extensions to the system to support VR input devices and a numerical simulation ported into the dataflow environment. The VR system includes two inexpensive, off-the-shelf VR devices and some custom code. A working system was assembled with about two man-months of effort. The system allows the user to specify parameters for a chemical flooding simulation as well as some viewing parameters using VR input devices, as well as view the output using VR output devices. In chemical flooding, there is a subsurface region that contains chemicals which are to be removed. Secondary oil recovery and environmental remediation are typical applications of chemical flooding. Long-Term Surveillance Plan for the Bodo Canyon Disposal Site, Durango, Colorado

This long-term surveillance plan (LTSP) for the Durango, Colorado, Uranium Mill Tailings Remedial Action (UMTRA) Project disposal site describes the surveillance activities for the Durango (Bodo Canyon) disposal site, which will be referred to as the disposal site throughout this document. The US Department of Energy (DOE) will carry out these activities to ensure that the disposal site continues to function as designed. This LTSP was prepared as a requirement for acceptance under the US Nuclear Regulatory Commission (NRC) general license for custody and long-term care of residual radioactive materials (RRM). RRMs include tailings and other uranium ore processing wastes still at the site, which the DOE determines to be radioactive. This LTSP is based on the DOE`s Guidance for Implementing the UMTRA Project Long-term Surveillance Program (DOE, 1992).

This document provides radiological, physical, and chemical characterization data for low-level alpha-contaminated radioactive and low-level alpha-contaminated radioactive and hazardous (i.e., mixed) wastes stored at the Idaho National Engineering Laboratory and considered for treatment under the Private Sector Participation Initiative Program. Waste characterization data are provided in the form of INEL Waste Profile Sheets. These documents provide, for each content code, information on waste identification, waste description, waste storage configuration, physical/chemical waste composition, radionuclide and associated alpha activity waste characterization data, and hazardous constituents present in the waste. Information is provided for 97 waste streams which represent an estimated total volume of 25,450 m 3 corresponding to a total mass of approximately 12,000,000 kg. In addition, considerable information concerning alpha, beta, gamma, and neutron source term data specific to Rocky Flats-generated waste forms stored at the INEL are provided to assist in facility design specification.

National Geoscience Data Repository System. Final report

The American Geological Institute (AGI) has completed the first phase of a study to assess the feasibility of establishing a National Geoscience Data Repository System to capture and preserve valuable geoscientific data. The study was initiated in response to the fact that billions of dollars worth of domestic geological and geophysical data are in jeopardy of being irrevocably lost or destroyed as a consequence of the ongoing downsizing of the US energy and minerals industry. This report focuses on two major issues. First, it documents the types and quantity of data available for contribution to a National Geoscience Data Repository System. Second, it documents the data needs and priorities of potential users of the system. A National Geoscience Data Repository System would serve as an important and valuable source of information for the entire geoscience community for a variety of applications, including environmental protection, water resource management, global change studies, and basic and applied research. The repository system would also contain critical data that would enable domestic energy and minerals companies to expand their exploration and production programs in the United States for improved recovery of domestic oil, gas, and mineral resources.

Los Alamos Waste Management Cost Estimation Model; Final report: Documentation of waste management process, development of Cost Estimation Model, and model reference manual

This final report completes the Los Alamos Waste Management Cost Estimation Project, and includes the documentation of the waste management processes at Los Alamos National Laboratory (LANL) for hazardous, mixed, low-level radioactive solid and transuranic waste, development of the cost estimation model and a user reference manual. The ultimate goal of this effort was to develop an estimate of the life cycle costs for the aforementioned waste types. The Cost Estimation Model is a tool that can be used to calculate the costs of waste management at LANL for the aforementioned waste types, under several different scenarios. Each waste category at LANL is managed in a separate fashion, according to Department of Energy requirements and state and federal regulations. The cost of the waste management process for each waste category has not previously been well documented. In particular, the costs associated with the handling, treatment and storage of the waste have not been well understood. It is anticipated that greater knowledge of these costs will encourage waste generators at the Laboratory to apply waste minimization techniques to current operations. Expected benefits of waste minimization are a reduction in waste volume, decrease in liability and lower waste management costs.

Evaluation of soil washing for radiologically contaminated soils

Soil washing has been applied internationally to decontaminate soils due to the widespread increase in environmental awareness manifested in the United States by promulgation of the Comprehensive Environmental Response, Compensation and Liability Act, yet we continue to lack understanding on why the technique works in one application and not in another. A soil washing process typically integrates a variety of modules, each designed to decontaminate the matrix by destroying a particular phase or segregating a particle size fraction in which the contaminants are concentrated. The more known about how the contaminants are fixed, the more likely the process will succeed. Much can be learned from bioavailability studies on heavy metals in soils. Sequential extraction experiments designed to destroy one fixation mechanism at a time can be used to determine how contaminants are bound. This knowledge provides a technical basis for designing a processing strategy to efficiently decontaminate soil while creating a minimum of secondary wastes. In this study, a soil from the Idaho National Engineering Laboratory was physically and chemically characterized, then sequentially extracted to determine if soil washing could be effectively used to remove cesium, cobalt and chromium.

Innovation Investment Area: Technology Summary

The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

This Mined Geologic Disposal System Requirements Document (MGDS-RD) describes the functions to be performed by, and the requirements for, a Mined Geologic Disposal System (MGDS) for the permanent disposal of spent nuclear fuel (SNF) (including SNF loaded in multi-purpose canisters (MPCs)) and commercial and defense high-level radioactive waste (HLW) in support of the Civilian Radioactive Waste Management System (CRWMS). The purpose of the MGDS-RD is to define the program-level requirements for the design of the Repository, the Exploratory Studies Facility (ESF), and Surface Based Testing Facilities (SBTF). These requirements include design, operation, and decommissioning requirements to the extent they impact on the physical development of the MGDS. The document also presents an overall description of the MGDS, its functions (derived using the functional analysis documented by the Physical System Requirements (PSR) documents as a starting point), its segments as described in Section 3.1.3, and the requirements allocated to the segments. In addition, the program-level interfaces of the MGDS are identified. As such, the MGDS-RD provides the technical baseline for the design of the MGDS.

Reflecting Secretary O`Leary`s focus on occupational safety and health, the Office of Occupational Safety is pleased to provide you with the latest update to the DOE Interpretations Guide to OSH Standards. This Guide was developed in cooperation with the Occupational Safety and Health Administration, which continued its support during this last revision by facilitating access to the interpretations found on the OSHA Computerized Information System (OCIS). This March 31, 1994 update contains 123 formal interpretation letters written OSHA. As a result of the unique requests received by the 1-800 Response Line, this update also contains 38 interpretations developed by DOE. This new occupational safety and health information adds still more important guidance to the four volume reference set that you presently have in your possession.
