The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States of America. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In July 2007, ESnet and the Biological and Environmental Research (BER) Program Office of the DOE Office of Science organized a workshop to characterize the networking requirements of the science programs funded by the BER Program Office. These included several large programs and facilities, including Atmospheric Radiation Measurement (ARM) Program and the ARM Climate Research Facility (ACRF), Bioinformatics and Life Sciences Programs, Climate Sciences Programs, the Environmental Molecular Sciences Laboratory at PNNL, the Joint Genome Institute (JGI). National Center for Atmospheric Research (NCAR) also participated in the workshop and contributed a section to this report due to the fact that a large distributed data repository for climate data will be established at NERSC, ORNL …

The National Museum of the Pacific War presents an interview with Gordon Hurd. Hurd joined the Army in January of 1944. He was assigned to the 124th Cavalry Regiment as a second lieutenant in the China India Burma campaign. They deployed to India in August of 1944, and operated as dismounted cavalry alongside Chinese troops. He participated in battles with the Japanese to recapture sections of the Burma Road, and helped train Chinese troops to take over after the Japanese surrendered. Hurd was discharged in September of 1946.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Notification and Federal Employee Antidiscrimination and Retaliation (No FEAR) Act of 2002 has, since October 1, 2003, required federal agencies to reimburse the Judgment Fund for payments made to claimants to cover judgments, awards, and settlements in equal employment opportunity (EEO) and whistleblower cases. As we previously reported in 2004, the reimbursement provision of the No FEAR Act was intended to make agencies more accountable for their violations of employment discrimination and whistleblower protection laws brought against the agencies. Similarly, the Contract Disputes Act of 1978 (CDA) also has, since March 1, 1979, required agencies to reimburse the Judgment Fund for payments to claimants in cases involving federal contract disputes. The No FEAR Act mandated that we conduct a study of the payments, reimbursements, and effects of the reimbursement provisions of both No FEAR Act and CDA cases. In 1956, Congress established the Judgment Fund, which is a permanent, indefinite appropriation to pay judgments against federal agencies that are not otherwise provided for by other appropriations. In 1961, legislation was enacted allowing the Judgment Fund to pay, among other things, Department of Justice (DOJ) settlements of ongoing …

The primary objective of this study was to analyze the spatial variability of temperature and relative humidity across Kansas (KS) and Oklahoma (OK) for sparse and dense networks by comparing data from (1) the Surface Meteorological Observing System (SMOS) installations at the Atmospheric Radiation Measurement (ARM; Peppler et al. 2008) Program’s Southern Great Plains site and (2) the Oklahoma Mesonet (OKM; McPherson et al. 2007). Given the wealth of observations available from these networks, this study provided the unique opportunity to determine, within a quantifiable statistical limit, an optimal distance between stations deployed for observation of the climatological values of temperature and relative humidity. Average distances between a given station and its closest neighboring station for the ARM SMOS (~ 70 km) and the OKM (~ 30 km; Brotzge and Richardson 2003) networks provided an excellent framework for comparisons of sparse and dense observations (Figure 1). This study further lays groundwork for a future investigation to determine the necessary spacing between observations for initialization of gridded numerical models.

Scholes joined the U.S. Navy’s V-12 program in 1943, graduating with the rank of ensign from the Midshipman's School at Northwestern University in Chicago. Scholes trained in ordnance at the Washington Naval Gun Factory and Jacksonville Naval Air Station. He was assigned to the Aviation Construction Ordinance Repair Navy unit, ACORN-52, in Guam. The unit occupied the Japanese Naval Base at Truk Atoll, in the Pacific. They built an airstrip and repaired an airplane base once belonging to the Japanese. He served in the Navy for three years and was discharged in June of 1946.

This report provides background on Holocaust-Era compensation and restitution issues and an overview of ICHEIC, including criticism and support of its claims and administration policy on ICHEIC.It also provides an overview of litigation on Holocaust-Era Insurance claims and proposed legislation.
