ACCELERATING CLOSURE AT DOE SITES WITH EM'S SCIENCE AND TECHNOLOGY PROGRAM

Technical support is important for all U.S. Department of Energy (DOE) facilities facing difficult technical issues, aggressive remediation schedules, and tight budgets. It is especially vital for closure sites, which typically are smaller and have fewer resources available to apply to remediation activities. In many cases, closure sites and other small sites no longer have staff with the expertise required to overcome technical barriers on their own. As closure deadlines approach, special technical expertise is needed to identify, evaluate, and implement new and innovative approaches that will result in significant cost and schedule improvement for the waste disposition pathway. Site ''problem holders'' must have access to world-class scientific and engineering expertise from DOE national laboratories and research facilities, private industry, and universities to address immediate critical problems. In order to have confidence in the feasibility and results of innovative approaches, site contractors need to have the benefit of the valuable experiences of technicians who have faced similar problems and found solutions. The DOE Environmental Management (EM) Science and Technology (S&T) program recognizes the need of the closure sites to solve problems aggressively and is highly responsive to this need. On Developing a Multifidelity Modeling Algorithm for System-Level Engineering Analysis

Multifidelity modeling, in which one component of a system is modeled at a significantly different level of fidelity than another, has several potential advantages. For example, a higher-fidelity component model can be evaluated in the context of a lower-fidelity full system model that provides more realistic boundary conditions and yet can be executed quickly enough for rapid design changes or design optimization. Developing such multifidelity models presents challenges in several areas, including coupling models with differing spatial dimensionalities. In this report we describe a multifidelity algorithm for thermal radiation problems in which a three-dimensional, finite-element model of a system component is embedded in a system of zero-dimensional (lumped-parameter) components. We tested the algorithm on a prototype system with three problems: heating to a constant temperature, cooling to a constant temperature, and a simulated fire environment. The prototype system consisted of an aeroshell enclosing three components, one of which was represented by a three-dimensional finite-element model. We tested two versions of the algorithm; one used the surface-average temperature of the three dimensional component to couple it to the system model, and the other used the volume-average temperature. Using the surface-average temperature provided somewhat better temperature predictions than using the volume-average temperature. …

Evaluation of slurry injection technology for management of drilling wastes.

Each year, thousands of new oil and gas wells are drilled in the United States and around the world. The drilling process generates millions of barrels of drilling waste each year, primarily used drilling fluids (also known as muds) and drill cuttings. The drilling wastes from most onshore U.S. wells are disposed of by removing the liquids from the drilling or reserve pits and then burying the remaining solids in place (called pit burial). This practice has low cost and the approval of most regulatory agencies. However, there are some environmental settings in which pit burial is not allowed, such as areas with high water tables. In the U.S. offshore environment, many water-based and synthetic-based muds and cuttings can be discharged to the ocean if discharge permit requirements are met, but oil-based muds cannot be discharged at all. At some offshore facilities, drilling wastes must be either hauled back to shore for disposal or disposed of onsite through an injection process.

Fluid-Rock Characterization and Interactions in NMR Well Logging

The objective of this project was to characterize the fluid properties and fluid-rock interactions which are needed for formation evaluation by NMR well logging. NMR well logging is finding wide use in formation evaluation. The formation parameters commonly estimated were porosity, permeability, and capillary bound water. Special cases include estimation of oil viscosity, residual oil saturation, location of oil/water contact, and interpretation on whether the hydrocarbon is oil or gas.

NCSX Plasma Heating Methods

The NCSX (National Compact Stellarator Experiment) has been designed to accommodate a variety of heating systems, including ohmic heating, neutral-beam injection, and radio-frequency. Neutral beams will provide one of the primary heating methods for NCSX. In addition to plasma heating, beams are also expected to provide a means for external control over the level of toroidal plasma rotation velocity and its profile. The plan is to provide 3 MW of 50 keV balanced neutral-beam tangential injection with pulse lengths of 500 msec for initial experiments, and to be upgradeable to pulse lengths of 1.5 sec. Subsequent upgrades will add 3 MW of neutral-beam injection. This Chapter discusses the NCSX neutral-beam injection requirements and design issues, and shows how these are provided by the candidate PBX-M (Princeton Beta Experiment-Modification) neutral-beam injection system. In addition, estimations are given for beam-heating efficiencies, scaling of heating efficiency with machine size an d magnetic field level, parameter studies of the optimum beam-injection tangency radius and toroidal injection location, and loss patterns of beam ions on the vacuum chamber wall to assist placement of wall armor and for minimizing the generation of impurities by the energetic beam ions. The Murmansk Initiative-RF: Completion

The Murmansk Initiative-RF (MI) was conceived to provide the Russian Federation (RF) with the capacity to manage low-level liquid radioactive waste (LLRW) and comply with the requirements of the London Convention that prohibit ocean dumping of these wastes. The Initiative, under a trilateral agreement begun in 1994/95, has upgraded an existing low-level liquid radioactive waste treatment facility, increased its capacity from 1,200 m3 /year to 5,000 m3 /year, and expanded the capability of the facility to treat liquids containing salt (up to 20 g/L). The three parties to the agreement, the Russian Federation, Norway, and the United States, have split the costs for the project. It was the first project of its kind to utilize exclusively Russian subcontractors in the upgrade and expansion of the LLRW treatment plant on the premises of FGUP Atomflot (now FGUP Atomflot) in Murmansk, Russia. The project advanced into the test-operation phase. These start-up activities have include d processing of actual radioactive liquid waste from the Arctic icebreaker fleet, and incorporation of these wastes into a cementation process of Russian design. Hydrologic Characterization Using Vadose Zone Monitoring Tools: Status Report

Hydrologic characterization of the vadose zone (from soil surface to the underlying water table) is needed to assess contaminant migration from buried wastes. The Pacific Northwest National Laboratory, under contract with the U. S. Department of Energy's EM-50 (Subsurface Contamination Focus Area), and in collaboration with CH2MHILL Hanford Group, the Idaho National Engineering and Environmental Laboratory (INEEL), and Duratek Federal Services (DFS), deployed a suite of vadose-zone instruments at the Hanford Site near Richland, Washington. Several new instruments were tested.

Results of Performance Evaluation Testing of Electrical Leak-Detection Methods at the Hanford Mock Tank Site--FY 2002-2003

Application of two electrical resistivity methods at the Hanford Site Mock Tank during 2002, indicate the viability of the methods as possible leak-detection tools for SST retrieval operations. Electrical Resistivity Tomography and High-Resolution Resistivity were used over a 109-day period to detect leakage of a waste simulant beneath the tank. The results of the test indicate that both of these two methods, and subset methods may be applicable to SST leak detection.
