Effects of resource activities upon repository siting and waste containment with reference to bedded salt

The primary consideration for the suitability of a nuclear waste repository site is the overall ability of the repository to safely contain radioactive waste. This report is a discussion of the past, present, and future effects of resource activities on waste containment. Past and present resource activities which provide release pathways (i.e., leaky boreholes, adjacent mines) will receive initial evaluation during the early stages of any repository site study. However, other resource activities which may have subtle effects on containment (e.g., long-term pumping causing increased groundwater gradients, invasion of saline water causing lower retardation) and all potential future resource activities must also be considered during the site evaluation process. Resource activities will affect both the siting and the designing of repositories. Ideally, sites should be located in areas of low resource activity and low potential for future activity, and repository design should seek to eliminate or minimize the adverse effects of any resource activity. Buffer zones should be created to provide areas in which resource activities that might adversely affect containment can be restricted or curtailed. Fourth Personnel Dosimetry Intercomparison Study

The fourth Personnel Dosimetry Intercomparison Study was held at the Oak Ridge National Laboratory's Dosimetry Applications Research Facility during March 15-23, 1978. The Health Physics Research Reactor (HPRR) used unshielded, with a 12-cm-thick Lucite shield, a 20-cm-thick concrete shield, or a 5-cm-thick steel and 15-cm-thick concrete shield, and provided four neutron and gamma-ray spectra. Then the dose was calculated based on the HPRR neutron spectra and dose conversion factors which had been determined previously for the four spectra. The results of these personnel dosimetry intercomparison studies reveal that estimates of dose equivalent vary over a wide range. The standard deviation of the mean of participants data for gamma measurements was in the range of 29 to 43%; for neutrons it was 57 to 188%. (PCS)

Maximizing the life cycle of plastics. Final report

The Plastics Research Institute has conducted a coordinated research program designed to extend the useful life of plastics. Since feedstock for practically all synthetic plastics is derived from fossil fuel, every effort should be made to obtain the maximum useful life from these materials. Eventually, plastic scrap may be used as a fuel supplement, but this disposal route should be followed only after the scrap is no longer reusable in its polymeric form. The extent to which plastic scrap will be recovered and reused will be affected by the economic situation as well as the available supply of fossil fuel. The Institute's program was conducted at five major universities. Dedicated faculty members were assembled into a research team and met frequently with members of the Institute's Board of Trustees to review progress of the program. The research was conducted by graduate students in partial fulfillment of degree requirements. Summaries are presented of the following research projects: Improved Stabilization; Separation of Mixed Plastic Scrap; Compatibilizing Agents for Mixed Plastic Scrap; Controlled Degradation of Plastic Scrap; and Determination of Compatibility.

Multielement geochemistry of solid materials in geothermal systems and its applications. Part 1. Hot-water system at the Roosevelt Hot Springs KGRA, Utah

Geochemical studies of the geothermal system at Roosevelt Hot Springs, Utah, have led to development of chemical criteria for recognition of major features of the system and to a three-dimensional model for chemical zoning in the system. Based on this improved level of understanding several new or modified geochemical exploration and assessment techniques have been defined and are probably broadly applicable to evaluation of hot-water geothermal systems. The main purpose of this work was the development or adaptation of solids geochemical exploration techniques for use in the geothermal environment. (MHR)

Correlation and spectral measurements of fluctuating pressures and velocities in annular turbulent flow. [PWR; BWR]

An experimental study of the fluctuating velocity field, the fluctuating static wall pressure and the in-stream fluctuating static pressure in an annular turbulent air flow system with a radius ratio of 4.314 has been conducted. The study included direct measurements of the mean velocity profile, turbulent velocity field; fluctuating static wall pressure and in-stream fluctuating static pressure from which the statistical values of the turbulent intensity levels, power spectral densities of the turbulent quantities, the cross-correlation between the fluctuating static wall pressure and the fluctuating static pressure in the core region of the flow and the cross-correlation between the fluctuating static wall pressure and the fluctuating velocity field in the core region of the flow were obtained.

Distillate fuel-oil processing for phosphoric acid fuel-cell power plants

The current efforts to develop distillate oil-steam reforming processes are reviewed, and the applicability of these processes for integration with the fuel cell are discussed. The development efforts can be grouped into the following processing approaches: high-temperature steam reforming (HTSR); autothermal reforming (ATR); autothermal gasification (AG); and ultra desulfurization followed by steam reforming. Sulfur in the feed is a key problem in the process development. A majority of the developers consider sulfur as an unavoidable contaminant of distillate fuel and are aiming to cope with it by making the process sulfur-tolerant. In the HTSR development, the calcium aluminate catalyst developed by Toyo Engineering represents the state of the art. United Technology (UTC), Engelhard, and Jet Propulsion Laboratory (JPL) are also involved in the HTSR research. The ATR of distillate fuel is investigated by UTC and JPL. The autothermal gasification (AG) of distillate fuel is being investigated by Engelhard and Siemens AG. As in the ATR, the fuel is catalytically gasified utilizing the heat generated by in situ partial combustion of feed, however, the goal of the AG is to accomplish the initial breakdown of the feed into light gases and not to achieve complete conversion to CO and H/sub 2/. …

Pressure loading of aluminum and quartz using spray deposited light-initiated high explosive

A series of experiments was conducted for the purpose of evaluating the impulsive pressure loading generated at a material surface by the detonation of light-initiated high explosive on that surface. The explosive was sprayed and then detonated directly on both carbon and quartz pressure transducers. The output was recorded to allow determination of the characteristics of the pressure loading, as well as to evaluate the variability of this loading.

Studying the Implementation of Public Programs

This report describes and critically assesses approaches that have been employed to study the implementation of public programs. Implementation is defined as the process by which new policies and/or practices are installed in organizations. The report was produced because of the increased interest among researchers and policy makers alike in the linkages between policy and outcome. The study of implementation has barely begun, and it was recognized that methodological issues of a particularly complex nature arise because of certain unique characteristics of the implementation processes: (1) they involve a series of decisions that occur over a long period of time, with no clear beginning or end points; (2) their outcomes have direct or indirect implications that are too complex for single-factor theories; (3) they involve a large number of participants; and (4) they involve situations that are rather unique in terms of agency context, historical moment in time, and other key elements. The approach employed in the report was to examine the methods that have been used in a number of exemplary studies of implementation. The purpose of this directory is to provide a basis for market development activities through a location listing of key trade associations, trade periodicals, and key firms for three target groups. Potential industrial users and potential IPH system designers were identified as the prime targets for market development activities. The bulk of the directory is a listing of these two groups. The third group, solar IPH equipment manufacturers, was included to provide an information source for potential industrial users and potential IPH system designers. Trade associates and their publications are listed for selected four-digit Standard Industrial Code (SIC) industries. Since industries requiring relatively lower temperature process heat probably will comprise most of the near-term market for solar IPH systems, the 80 SIC's included in this chapter have process temperature requirements less than 350/sup 0/F. Some key statistics and a location list of the largest plants (according to number of employees) in each state are included for 15 of the 80 SIC's. References on the effects of ionizing radiation on aquatic organisms have been obtained from a number of sources. Many were obtained from reviews and other publications. Although the primary purpose of preparing this bibliography was to obtain information related to the nuclear wastes Seabed Disposal Biology Program of Sandia Laboratories, freshwater organisms are included as a matter of convenience and also with the belief that such a bibliography would be of interest to a wider audience than that restricted to the Seabed Program. While compilation of a list in an area broad in scope is often somewhat arbitrary, an attempt was made to reference publications that were related to field or laboratory studies of wild species of plants and animals with respect to radiation effects. Complete information concerning each reference are provided without excessive library search. Since one often finds references listed in the literature that are incompletely cited, it was not always possible to locate the reference for verification or completion of the citation. Such references are included where they appeared to be of possible value. When known, a reference is followed with its Nuclear Science Abstract designation, or rarely other abstract sources.
