This report identifies several significant eras and events in the evolution of American federalism and provides a capsule description or discussion of each. It should be noted that among experts in the field of federalism there may be a general consensus concerning the evolution of American federalism; however, the choice of events and scholarly interpretations of such events may vary and are by nature subjective.

The National Defense Authorization Act for Fiscal Years 1992 and 1993 allows U.S. special operations forces (SOF) to train under the Joint Combined Exchange Training (JCET) program in foreign countries, and does not prohibit training in nations where human rights violations have been reported. Such training includes instructing host government military units in lethal and nonlethal skills. Controversy has erupted over JCET missions in countries whose militaries are suspected or known to have committed human rights abuses. This report describes relevant legislation, SOF, JCET, alleged human rights abuses, and recent congressional initiatives and discusses further options and issues.

Since the violent military crackdown around Tiananmen Square, most Western observers have struggled to understand and explain three major questions concerning the Chinese situation: first, why a forward-looking and reform-minded Chinese leadership chose such violent force over a more accommodating approach toward the peaceful public protests of June 1989; second, how to assess current political and economic conditions in China in light of Tiananmen Square; and third, what the events of the last two years mean for China's future prospects.
