This study is an analysis of trends in public higher education and their probability and desirability for the 1970's as perceived by persons in positions of leadership in public higher education. The purposes of this study were (1) to identify the major trends in public higher education in the United States, (2) to assess the opinions of persons in positions of leadership in the public four-year colleges and universities in Texas, (3) to determine if there were significant differences in opinions of the probability and desirability of trends for the 1970's, and (4) to develop projections of the most probable and the most desirable trends for the 1970's.

This study compares present policies and procedures for selection of school board members in districts of The Council of Great City Schools with those advocated by board members, professional educators, and representatives of lay organizations. To determine present selection policies for school board members, a questionnaire was sent to the business manager of each participating district. Replies were received from twenty-one of the districts and presented in tables including number and percentage of respondents for each item. To determine opinions of board members, professional educators, and members of lay organizations, a thirty-five-item questionnaire was mailed to 190 board members, 22 school superintendents, 19 college professors, 19 PTA representatives, 22 NAACP representatives, and 11 chamber of commerce representatives. After a return of 200 usable questionnaires, data were presented in separate tables including number of respondents and percentage of respondents. Using the contingency coefficient technique for statistical analysis, null hypotheses were formulated to test relationships between the opinion of respondent groups and selection policies and procedures actually in use. The problem of this study was to ascertain the role and status of the specialist in human relations in the desegregation of selected public schools in Texas. Its purpose was to review human relations literature in order to compile a list of representative criteria for human relations programs in industry and to describe the human relations programs and roles of the directors in selected schools. An analysis of available information indicated that industrial organizations have given more attention to human relations programs than have the educational institutions of this country, although their problems have been similar. It was in the workshops of the factories, rather than in the classrooms of America, that social scientists developed human relations skills and techniques. The social issue of desegregation of the races has been a battle often fought on public school campuses. These racial confrontations, coupled with conflicts spawned by the rigidity of traditional schools, have signaled the urgent call for human relations programs to alleviate human problems. The purpose of this study is to explore the administrative setting of the Office for Civil Rights, treating especially the functional requisites of agencies: namely, the development of a viable role within its set and the internal necessity of developing among its functionaries a degree of cohesion and sense of common purpose. This case study is designed, moreover, to challenge the naturalistic assumptions of the pluralist model of administrative theory. Chapter I develops the theme of "social engineering agencies" as a distinctively new genre of public agency in the American political setting and adumbrates the theoretical challenges which these organizations present to the conventional pluralist paradigm.

The problem of this study concerns the effects of a Parent Education Program upon parents' self-esteem, parental acceptance, and perceived self-concept of children. The purposes of this study were to investigate the effects of the Parent Education Program upon parents' self-esteem, parental acceptance, and children's perceived self-concept; and to investigate the relationships between parental acceptance, parents' self-esteem, children's perceived self-concept, and parents', teachers' and counselors' perception of children's self-concept.

The problem under investigation was the predictive value of a preschool screen. The subjects were 111 kindergartners. First, the need for a preschool screen was established. Second, the literature concerning other preschool devices was reviewed. Third, a specific screen was assessed in terms of validity. Fourth, a consideration of the predictive value of this screen in relation to scholastic achievement as indicated by the Metropolitan Readiness Test was made. A multiple regression analysis was performed, and the cross-validation of a number of prediction equations and cutoff scores was significant. Although statistical significance was achieved, high-risk youngsters could not be accurately identified. This research indicated that the instrument evaluated shows promise if refined by additional research.

The purpose of the investigation was to determine the effect of the tonic neck posture upon fatigue induced by exhaustive exercise of the knee extensor muscles of college women. The subjects were college females enrolled in physical education activity classes at North Texas State University. The F ratio was used to determine significance of the difference in fatigue measures in the three head positions. The results of the present investigation revealed no statistically significant difference between the three head positions with respect to their influence on endurance of the leg extensors. Conclusions were that the tonic neck reflex does not facilitate or inhibit leg extensor endurance.

The purpose of this study is to present a historical account of the Dallas County Community College District and to analyze and interpret the role of the political process in the District's relations with governmental agencies and civic groups. On May 25, 1965, the voters approved a $41.5 million bond issue, established a county-wide junior college district, and appointed a seven-member Board of Trustees. Secondary accounts were consulted, but the emphasis was on such primary sources as official documents of the District, publications of the District, newspaper accounts, interviews, and relevant materials from the Office of Public Information. It may be concluded that the Dallas District is a recognized leader in the community college movement. A key to its success is that it is student- and community centered. The district has experienced a rapid and tranquil growth but there may be a greater diversity of views expressed with the change in the composition of the Board.

NT uses fast-paced montage and contemporary music, and for contrast and historic perspective, it opens and closes with sepia photographs depicting the early days of NTSU. An accompanying production book describes the making of NTN, examines the background against which NT2 was proposed, describes problems and procedures of production, analyzes the film, and offers recommendations for other university film productions,

The problem with which this investigation is concerned is that of determining the existing and ideal perceived roles of college financial aid directors in Texas, the preparation of financial aid directors, the scope of their work, status, degree of job satisfaction, and attitudes toward selected financial aid concepts. A self-report questionnaire, which had been validated by a selected panel of financial aid directors, and for which reliability had been established by the test re-test method, provided the necessary data for the research report. Replies were received from more than seventy-five per cent of the financial aid directors in the colleges of Texas. Chapter I, Introduction, includes the subject of the study, purposes, research questions, background and significance, definition of terms, basic assumptions, instruments, and procedures for analysis of data. Chapter II is the review of related research. Chapter III gives procedures for collection and treatment of data. Chapter IV contains the report of the responses to the questionnaire, and Chapter V contains a summary of the findings, the conclusions reached, recommendations, and implications for further study.

The focus of this study was the status of accounting instruction in public junior (community) colleges in the United States. The purposes were: (1) to make a survey and comparison of the accounting instruction which was being offered by the four types of post-secondary public institutions as listed in the Directory of Junior Colleges, (2) to determine the extent to which specially prepared materials were being utilized, (3) to determine the methods of instruction which were being utilized, and (4) to determine the work experience and educational level of the average full-time instructor who taught accounting in these institutions. The following conclusions have been drawn from an analysis of the findings: 1. The post-secondary institutions in the United States have accepted the challenge to provide technical accounting instructional programs provided this acceptance is indicated by the number of courses in accounting offered. 2. Although the institutions reported extensive offerings of different accounting courses, the instructional materials and methods were found to be the same as those in traditional accounting classes at four-year institutions which offer only degree programs in accounting. 3. The problem was to develop a concept of teaching English for the adult (24 years old or older) undergraduate. The purposes were to make a statement on teaching the adult, survey adults for their perceptions of their needs and the ways the courses met them, review findings of schools offering special adult degree programs, and develop a typology of the adult undergraduate in English with teaching implications. Chapter I states the problem, purposes, significance, and limitations of the study. Chapter II develops the historical background. Chapter III covers the survey and its implications. Chapter IV presents teachers' views of teaching English for adults. Chapter V summarizes the study and sets forth a conceptual structure for teaching the adult undergraduate in such courses.
