Oran Milo Roberts was at the center of every important event in Texas between 1857 and 1883. He served on the state supreme court on three separate occasions, twice as chief justice. As president of the 1861 Secession Convention he was instrumental in leading Texas out of the Union. He then raised and commanded an infantry regiment in the Confederate Army. After the Civil War, Roberts was a delegate to the 1866 Constitutional Convention and was elected by the state legislature to the United States Senate, though Republicans in Congress refused to seat him. He served two terms as governor from 1879 to 1883. Despite being a major figure in Texas history, there are no published biographies of Roberts. This dissertation seeks to examine Roberts's place in Texas history and analyze the factors that drove him to seek power. It will also explore the major events in which he participated and determine his historical legacy to the state.

The relationship between Texas Baptists and slavery is studied with an emphasis on the official statements made about the institution in denominational sources combined with a statistical analysis of the extent of slaveholding among Baptists. A data list of over 5,000 names was pared to 1100 names of Baptists in Texas prior to 1865 and then cross-referenced on slaveownership through the use of federal censuses and county tax rolls. Although Texas Baptists participated economically in the slave system, they always maintained that blacks were children of God worthy of religious instruction and salvation. The result of these disparate views was a paradox between treating slaves as chattels while welcoming them into mixed congregations and allowing them some measure of activity within those bodies. Attitudes expressed by white Baptists during the antebellum period were continued into the post-war years as well. Meanwhile, African-American Baptists gradually withdrew from white dominated congregations, forming their own local, regional, and state organizations. In the end, whites had no choice but to accept the new-found status of the Freedmen, cooperating with black institutions on occasion. The problem of this study concerns the role and functions of diversity affairs centers' chief personnel officers at public universities in Texas. Because of the political and evolving nature of diversity affairs offices, it is important to understand the functions and types of services these centers provide with respect to institutional goals, missions, and student retention at public universities in Texas.

The problem of this study was to ascertain the role and status of the specialist in human relations in the desegregation of selected public schools in Texas. Its purpose was to review human relations literature in order to compile a list of representative criteria for human relations programs in industry and to describe the human relations programs and roles of the directors in selected schools. An analysis of available information indicated that industrial organizations have given more attention to human relations programs than have the educational institutions of this country, although their problems have been similar. It was in the workshops of the factories, rather than in the classrooms of America, that social scientists developed human relations skills and techniques. The social issue of desegregation of the races has been a battle often fought on public school campuses. These racial confrontations, coupled with conflicts spawned by the rigidity of traditional schools, have signaled the urgent call for human relations programs to alleviate human problems. The problem with which this study is concerned is that of analyzing the implementation of the stated purposes of Lon Morris College of Jacksonville, Texas from 1847 to 1973. Histories and journals of the period, records and publications of the school and other institutions, and oral interviews of persons involved in its development provide data for the study. As a historical analysis, the study is divided according to successive periods in the school's development.

The problem of this study was to determine specific competencies associated with the superintendent's role in public relations and to determine the relationship between school district size and public relations competencies needed by the superintendent. Conclusions of the study were Public relations competencies for superintendents can be identified in seven competency areas with specific competencies within each area. The seventy-seven specific public relations competencies identified in this study are all needed by practicing superintendents. There is a priority of importance among the seventy seven specific competencies with the competency area of "Relations With the Board of Education" receiving top priority and the competency area of "Personality Traits" receiving second priority. Superintendents from differing size school districts generally do not vary in their perceptions of the competency areas. Differences do exist between perceptions of superintendents of different size schools to specific competencies within competency areas.

The problem of this study was to analyze the role of the principal in open plan elementary schools in Texas. The analysis was limited to the principals' perception of their role in these schools.

The problem of this study is to determine whether or not Texas public schools lost revenue when constitutionally mandated tax relief measures were implemented. The study also traces the evolution of tax relief legislation in Texas from 1969 to 1980. Superintendents from randomly selected school districts identified educational program adjustments required if revenues were reduced. Superintendents also identified educational and property tax issues of concern to district constituents.

Using a case study approach, this investigation focused on the decision-making processes involved in developing budgets in two Texas school districts following a tax limitation, or rollback, election. Factors influencing the decision-making processes included the rollback election's outcome in each district, the participants, the perceptions participants held of themselves, the perceptions participants held of others in the district and community, the decisions made, and the factors influencing participants' decisions. Two Texas school districts were selected as subjects of this study which used qualitative data collection methods. In one school district, the rollback election passed. In the other, it failed. Data collection included observations of school board meetings and budget workshops. Structured interviews of school board members and administrators, pro- and antirollback proponents, and newspaper editors were conducted. Questions focused on the budgetary decision-making processes before and after the rollback elections. They also solicited information fromsubjects regarding rollback elections, the factors precipitating the rollback elections and the impact of the rollback election campaign upon each school district. Document analyses were triangulated with the observations and interviews to identify the factors influencing the budgetary decision-making process. Following the rollback elections, school officials in both districts adopted a conservative approach to budgetary decision-making. …

This study used a critical discourse analysis (CDA) to examine the Texas Essential Knowledge and Skills for government. These are the learning standards that public schools are required to use as the curriculum in Texas. Additionally, the study critically examined the Texas State Board of Education meeting minutes from the spring of 2010, when the board revised all social studies TEKS. James Gee’s framework for conducting CDA was used to analyze the government TEKS and meeting minutes to uncover the ways in which the language in the documents defines democratic and citizenship education in Texas, determine if the language creates an imbalance of power among participants in education, and do these documents agree with educational philosophers’ construct of citizenship and democratic education? The results of the CDA concluded that the Texas learning standards, and the words of many SBOE members reveal a preference toward right-wing, conservative beliefs. The construct of citizenship and democratic education created by the Texas government TEKS and SBOE meeting minutes contradicts these notions, as defined by educational theorists, and excludes those participants who do not embrace these beliefs.

This study gives a historical analysis of the life and career of John F. Walvoord. He has served Dallas Theological Seminary for over fifty years in various capacities. The process of gathering information included a review of literature, a review of the institutional records of the Seminary, and a systematic search of the Archives, providing a chronological history of personal correspondence from the Office of the President from 1924 through 1954. An interviewing process concluded the study and served as the means of evaluation and review.

There were two purposes of this study. The first was that of determining, through an analysis of Texas and Thai biology textbooks, which objectives -- cognitive, affective, manual skill, processes of scientific inquiry, and orientation—were emphasized in three major and twenty-seven minor fields of biology. The second purpose was to determine if significant differences exist in the frequency distribution of these objectives. Only one biology program is used in schools throughout Thailand. This program, which was published by the Ministry of Education, consists of four textbooks with 1977 copyright date. The five Texas textbooks used in this study were those adopted under the provisions of the Textbook Law. The contents of each of the six texts included in the study were classified by using the criteria of Klopfer's Table of Specifications for Science Education.
