The purposes of this study were (a) to examine the major reasons for the establishment of Paul Quinn College, (b) to examine the development of academic programs, and (c) to examine the reasons and processes involved in relocation of the campus to the Dallas-Fort Worth metroplex in 1990. Chapter 1 includes a statement of the problem, purposes of the study, and background and significance of the study; Chapter 2 traces the legal steps in establishing the college in the state of Texas; the original leaders, educational philosophy and mission statement, site selection and building program, first class offerings, and funding sources; Chapter 3 includes a profile of faculty, a profile of students, program origins, additional program offerings in nontraditional education, degrees conferred, accreditation process, and contributions to education; Chapter 4 examines the reasons for relocation, results of site changes, relocation to Dallas in 1990, and Paul Quinn College today; and Chapter 5 offers a summary of findings, conclusions, and recommendations. The purpose of this study is to examine historically the presidential administration of John Christopher Stevens at Abilene Christian University from 1969 to 1981. During this time the institution grew in enrollment, faculty, facilities, endowment, and quality of educational opportunity. Limited to selected experiences and accomplishments, this dissertation examines Stevens' personal and administrative characteristics through interviews with him and those who worked with him. Materials were also used from Stevens' Presidential Archives in the Callie Faye Milliken Special Collections of the Herman and Margaret Brown Library at Abilene Christian University.

The Historical Development of the Texas Academy of Mathematics and Science 1987-1992

This study is a historical analysis of the significant events that led to the creation and evolution of the Texas Academy of Mathematics and Science (TAMS), from 1987 through 1992, and a description of the key individuals contributing to the development of the program. Included is a historical review of early college entrance and acceleration practices in the American educational system. In addition, the development of residential programs for mathematically and scientifically precocious high school-aged youths is offered. On June 23, 1987, the Texas Academy of Mathematics and Science was established by the 70th Texas Legislature. Though fourth in a line of special programs created for mathematically and scientifically able high school-aged youths, the TAMS model significantly deviated from its predecessors. Only the accelerative TAMS model would offer a college curriculum taught by college faculty and the opportunity to concurrently complete the last two years of high school and the first two years of college. From the inception of the program in 1987 through 1992, changes would occur. This historical study chronicled events of the development and implementation of the Paris Small Business Development Center at Paris Junior College in Paris, Texas from 1986-2006. Data was collected from primary and secondary sources and oral histories through personal interviews. The analysis included a brief history of higher education and the service mission and situated the study in the broader context as an extension program in higher education. This study provided a brief history of the U.S. Small Business Administration and America’s Small Business Development Center Network as a background for the study. This study is significant to scholars in the field of higher education for a number of reasons. It provides a historical analysis of a service program that extends the college to the community and demonstrates higher education and its role in economic development. It adds to the current body of research by advancing an understanding of a past to contemporary knowledge. Finally, by integrating historical perspectives from multiple disciplines in higher education, what happened and the context in which it happened can be more fully appreciated. The University of Texas of the Permian Basin (UTPB) is a public university that serves over 4,500 undergraduate and graduate students as a branch of the University of Texas system located in Odessa, Ector County, Texas. The UTPB was established as an upper-division and graduate school on February 4, 1969, and first opened its doors to students in September, 1973. This historical study focuses on the development and progress of the UTPB from its inception until it was elevated from an upper-level institution to a four-year university twenty-two years later. The formation, mission, and curriculum are examined as well as are faculty and student characteristics and support. This study addresses the background history of higher education in the region, the role of community and college leaders in the UTPB's creation and struggle for four-year status, and the UTPB's unique features. The study was conducted by collecting data from available primary and secondary sources. The written data were then subjected to both external and internal criticism to determine the authorship and meaning of the documents. Ellis County has been the home to one or more institutions of higher education almost since its existence as a county. The attraction for these schools to Ellis County included one or more of the following: a small town atmosphere and setting, a proximity to large centers of population, a strong economy based largely on agriculture, a dry county (free from alcoholic sales) except in Ennis, a strong religious influence, and a desire for educating the citizens of the county. The early schools included: Waxahachie Academy, Marvin College, South West Normal College, Waxahachie Institute, Ferris Institute, and Polytechnic Academy. They were all entrepreneurial in nature. Located in every part of the county, they provided college level work, while some provided all levels of education. The next three schools, Texas Presbyterian College for Girls, Trinity University, and Southwestern Assemblies of God College, were religious in nature. Trinity and Southwestern were both located in Waxahachie and Texas Presbyterian located in Milford was a college for girls only. Navarro College is the only public institution and is a two-year community college. The Last Years of Dallas Bible College (1983-1985)

Dallas Bible College existed under several names from 1940 to 1985. It was a member of the American Association of Bible Colleges. Although never prosperous, the institution did have an educational niche. This study explores the reasons behind the close of the school in 1985. It surveys the previous history but emphasizes the events from 1983 to 1985. The study investigates the change of mission, location, and name which occurred in the final year of existence. Also included is an extended study of disunity on the board of directors. Exploration is made of reasons why no strong leadership emerged to step in and save the school as it was on its downward path.

Alternative Certification Teaching Programs in Texas: A Historical Analysis

Before 1984, nearly 975 of teachers entered the teaching profession after graduating from a traditional university-based program. However, beginning in the mid-1980s, alternative routes leading to teacher certification began to emerge in the United States. As of 2010, nearly one-third of all new teachers graduated from an alternative preparation program. As alternative certification (AC) routes approach 30 years since establishment, programs continue to evolve and increase in enrollment. This study focused on the changes that have come about in the maturation of alternative certification programs in Texas since legislation was passed in 1985. The purpose of the study was to delineate the evolution of AC programs using a historical approach, the study used both primary and secondary resources as research tools and employed the use of eight interviews and the literature review for the collection of data. The prediction of future teacher shortages, the need for diversity in the profession the political view to privatize education, and economic recessions were all motivating factors for establishing alternative teacher programs. In the beginning, graduation from AC programs were perceived as not authentic teachers and not as prepared for teaching as graduates from traditional programs. Establishing a History and Trajectory of LGBT and Queer Studies Programs in the American Research University: Context for Advancing Academic Diversity and Social Transformation

The system of higher education in the United States of America has retained some of its original character yet it has also grown in many ways. Among the contemporary priorities of colleges and universities are undergraduate student learning outcomes and success along with a growing focus on diversity. As a result, there has been a growing focus on ways to achieve compositional diversity and a greater sense of inclusion with meaningful advances through better access and resources for individuals from non-dominant populations. The clearest result of these advances for sexual and gender diversity has been a normalization of lesbian, gay, bisexual, transgender, and queer (LGBTQ) identities through positive visibility and greater acceptance on campus. However, it appears that relatively few institutions have focused on improving academic diversity and students’ cognitive growth around LGBTQ issues. Perceptions of Student Participants Toward Small Business Institute Programs at Selected Institutions of Higher Education in Texas

This investigation examines the perceptions of students enrolled in Small Business Institute (SBI) courses at six collegiate schools of business toward various aspects of the SBI experience. A questionnaire, adapted from an earlier study, was assessed for content validity by appropriate authorities in the areas of the SBI, entrepreneurship, and business communications. Two administrations of the questionnaire were given at an approximate three-month interval. The initial administration preceded all contacts between student consultants and clients. The second administration was given some three months later to essentially the same body of students following extensive contacts with clients. More than 75 per cent of the pre-test respondents also took the post test, thereby augmenting the validity of the Kolmogorov-Smirnov and Chi-square statistics employed in the study. Results of the study indicate the existence of significant inter-school differences among student perceptions toward the SBI experience, both prior and subsequent to the initiation of contacts with clients. On the other hand, there were no significant differences in pre- and post-administration response patterns within the schools.

This study was an examination of faculty and student perceptions of a campus-wide computer network at Cedarville College in Cedarville, Ohio. The most important conclusion of this study is that the computer network at Cedarville College has significantly impacted interactions between faculty and peers and faculty and students. It is recommended that a longitudinal study be conducted to explore the possibilities of the computer network and its importance to and impact on the teaching/learning process. It is also recommended that an evaluation program be set up to monitor the usefulness of the computer network to the teaching/learning process.

The Bill J. Priest Institute for Economic Development is an entity created in the Dallas County Community College District to serve the community in workforce and economic development. The history of the Priest Institute over the last ten years parallels and illustrates the commitment of community colleges nationally to workforce and economic development. The history also reflects similar goals and trends within the state of Texas and, particularly, in the city of Dallas. The Priest Institute is made up of three distinct entities. One entity is the Edmund J. Kahn Job Training Center; another is the Business and Professional Institute, which provides consulting and training services to business clients. The final service area is the complex made up of the regional North Texas Small Business Development Center and its several related local service operations. This study provides an analytical history of each of these components and the process by which they came together in a model facility in Dallas. A History of the Administrative Development and Contributions of the Federation of North Texas Area Universities, 1968-1991

The Federation of North Texas Area Universities was mandated by the Coordinating Board of the Texas College and University System on 3 December 1968, and this consortium was given legal empowerment by the Texas State Legislature. The three federated Universities--North Texas State University, Texas Woman's University and East Texas State University--developed a plan of cooperative action to maximize use of available resources, a plan which included sharing facilities and faculty as well as developing joint program offerings. At a time in history when educational institutions were obliged to maximize their resources, minimize their expenditure, and eliminate duplication, the consortium was an innovative approach to higher education as well as an interesting alternative to having degree programs cut and funding diminished.

This study chronicles the contributions of Bill J. Priest under the headings of Board of Trustees governance model, multi-college district, quality first: facilities and staff, curriculum, counseling, public relations, telecourses and the Bill J. Priest Institute for Economic Development. Data were gathered from personal interviews, primary sources and secondary sources. The study includes an overview of the emergence and evolution of the junior college with specific focus on the conceptual beginnings of the Dallas County Community College District and the selection of its founding president, Bill Priest. Professional and personal profiles of Priest are documented as background for the study. Conclusions are that Bill Priest established the Dallas County Community College District as a national model of a multi-college district, was instrumental in affecting the change from junior college to comprehensive community college as the standard for two-year higher education institutions, played a significant role in setting the national agenda for the community college movement through his long-term participation in a leadership capacity in the American Association of Junior and Community Colleges and through the establishment and selection of leadership of the League for Innovation, was instrumental in the creation of the Associate Degree of Nursing, was a national leader …

Career Paths of Board-Certified Clinical Specialists in Geriatric Physical Therapy with Implications for Higher Education

Geriatric board-certified specialists (GCSs) address health care needs of the growing geriatric population. The study's purposes were to: examine career paths of GCSs, identify influencing factors, and explore implications for higher education. Twelve of 14 original 1992 GCSs participated. Data included document collection and interviews. Using a qualitative methodology, commonalities were sought among individuals and HyperRESEARCH software was used for data management. The participants were adventurous, valued education, and were enthusiastic about physical therapy (PT), geriatrics, and specialization. Their career path began with choosing PT as a career, professional education, and their first job. One GCS moved directly into geriatrics. Others went to different settings before geriatrics. As participants recognized they "fit" in geriatrics, they pursued postprofessional education to increase knowledge before choosing board certification. In choosing PT, volunteer experience and personal research were common influences. In choosing to work with elders, influences throughout life gradually built a social context supporting the decision. GCSs chose specialist certification to assist in professionalization of geriatric PT, because they were highly skilled, for career advancement, and for self professionalization. Specialist certification had few financial consequences. Participants gained friends and professional networks. They experienced improved patient care, increased educational opportunities, and/or increased professional service. …

The Influence of the First Amendment on Academic Freedom

Academic freedom has gone through three distinct eras yet each era overlaps a great deal with the one following it. The first era was the bureaucratic. It was exemplified by the negotiations between administrators and professors in the 1920s. The American Association of University Professors and the American Association of Colleges began cooperating and a hierarchical structure emerged, with the tenured professor at the top of the faculty. The second era was the political era and it was mainly a result of loyalty oaths, which began after the first World War and then escalated again during the 1930s when communism became a major concern. The political era then gave way to the legal era when the first academic freedom cases went to the United States Supreme Court in the 1950s. The first cases were the result of political pressures that became legal pressures. Most of the early court cases were based on communism. The legal era has produced changes. There are now more rights; for students and teachers of all levels, including pre-college levels, are guaranteed some academic freedom rights. Community College Student Retention and Completion based on Financial Expenditures and Hispanic-Serving Status

Despite declining community college funding being allocated increasingly on the basis of student success, U.S. community college student retention and completion rates over the past decade have either remained steady or decreased, especially for Latino students. Using descriptive statistics and multiple regression models with secondary data procured from the Integrated Postsecondary Education Data System (IPEDS), I analyzed student success rates—full time student retention and completion rates—based on community college financial allocations and Hispanic-serving institution (HSI) status. To equitably analyze community colleges in the sample (n = 909), I separated them into four groups based on institutional size as defined by the Carnegie Classification. Descriptive results indicated that instructional divisions spent an average of 43% of the college's total allocated budget—often more than three times the allocated budget of any other division. Regression results indicated that instructional expenditures had the most consistent impact on student success regardless of college size and that scholarship expenditures and academic support expenditures generally had a negative impact on student retention and completion rates. Regarding Latino student success in particular, findings indicated that the manner in which colleges allocated their funds impacted only small and medium-sized community colleges. Community College Students' Perceptions of and Satisfaction with Factors Affecting Retention in a Major Urban Community College in the Southwestern United States

The purposes of this study were (a) to analyze whether any significant differences exist in students' satisfaction among the 11 composite scales/satisfaction measures of the SSI (retention programs); (b) to determine whether significant differences exist in satisfaction among students of the institution based on their demographic characteristics of gender, age, ethnicity, class load, and employment; and (c) to record findings, draw conclusions, and make recommendations from the study. The research was conducted using a questionnaire, The Student Satisfaction Inventory (SSI), developed by Juillreat and Schreiner in 1994. The instrument measures, among other matters, students' perceptions and satisfaction. The population of the study comprised all students at the institution during the 1996-1997 school year. A total of 312 students was sampled, with 182 (58%) returns received. Statistical treatments used to analyze the collected data included frequencies, percentages, means, standard deviation, multiple analysis of variances (MANOVA), one-way analysis of variance (ANOVA), and Tukey's Post Hoc t-test for multiple comparison.

Study Abroad and Student-Athlete Choice

The focus of this case study was a study abroad program for student-athletes at a high academically achieving, small liberal arts college in the mid-west region of the United States. The program is designed to maintain a culture of internationalism and multiculturalism by exposing as many student-athletes as possible to study abroad. I reviewed literature to extract an appropriate theoretical framework along with variables that aligned with the purpose of the study; structural and organizational characteristics of the institution, student's background and pre-college traits, interaction with agents of socialization and institutional environment, and quality of effort. I used the semi-structured interview process to interview 9 senior student-athletes (3 female, 6 male; 7 White, 1 African American/White, 1 Chilean/White) who participated in study abroad during the 2015-2016 academic school year at the researched institution and to interview 5 administrators who facilitate the athletic department at the institution. I found that certain critical elements emerged as necessary to create and maintain a study abroad program geared specifically to the needs of the student-athlete population. I also found strong implications for adaptable elements that could generate opportunities for student-athletes to study abroad at a higher rate. These elements serve as a recommended framework …

A Theoretical Framework of Organizational Pluralism: an Analysis of the Organizational Dimensions of Substance Abuse Programs in Selected Private Sectarian Institutions of Higher Education in Texas

The researcher examined a relatively unexplored and limited territory dealing with higher education organizational pluralism pertaining to particalized substance abuse programs in private sectarian institutions of higher learning with student populations of under five thousand. The conceptual framework, which was a recapitulation of Lee G. Bolman and Terrence E. Deal's (1984) "multifaceted lens," applied to the human resource framework, the structural framework, the symbolic/cultural framework and the political framework in the administration of these selected substance abuse programs. The frames under which the respective substance abuse programs operate were identified by utilizing a semi-structured interview protocol. The study found usage of management frames by substance abuse program administrators to be in agreement with Bolman and Deal's "four frames theory," with the preferred management style consistent across the frames. The administrators of the substance abuse programs prefer the human resource frame almost categorically. Each institution places a strong emphasis on recruitment of an ideal type of student, modeled after a very clear and concise institutional mission statement. The pervasive theme of the mission message seeks potential Christian leaders only. Almost exclusively, the institutions studied do not tolerate substances of any sort. Changes in Student Borrowing at Private Not-for-Profit Four-Year Institutions in the United States

Trends in tuition and financial aid policy have increased the number of students who borrow for higher education and the aggregate debt students acquire. Most research on student borrowing over the years has analyzed the effects of borrowing and the prospects of indebtedness on individual students' choices and persistence. However, dynamics at the institutional level such as the need to ensure a stable flow of resources may accelerate or slow down student borrowing. Drawing on resource dependence theory, this study examined changes in student borrowing at private not for profit four year institutions in the US to identify trends and implications. A fixed effects regression analysis was applied to panel data from the Delta Cost project and the National Association of College and University Business Officers. Analytical focus was on the financial and enrollment characteristics of private not for profit four-year institutions, the relationship between these characteristics and student borrowing, and whether these relationships are stable or change over time. Findings revealed that the financial and enrollment characteristics of private not for profit institutions during the study period were characterized by gradual variation. Public Research Universities as Gendered Organizations: Institutional Rewards and the Faculty Salary Gap

Gendered organizational conditions create the context for persisting differences between men and women in the workplace. Within, higher education, this manifests as a salary gap between male and female faculty members. The academic capitalistic policy environment creates the conditions for increasing competition for external funding, especially in the areas of research and science and engineering. The change in the academic climate may sustain or intensify the gendering of universities as organizations. Universities with the highest level of research activity were chosen for this study and formed the 130 public institution sample. This study used fixed effects panel regression analysis to explore the relationship between the faculty gender salary gap and institutional emphasis on research as well as science and engineering. In addition, the relationship between institutional emphasis and the faculty gender salary gap was explored over time with the inclusion of a time trend and temporal interaction terms. Results showed that the higher the percentage of female faculty members, the greater the faculty gender salary gap for assistant professors.
