District Leadership Supporting PLC Implementation in a Rapid Growth District

A growing body of work has emerged regarding the responsibilities required of district leaders in establishing plans that initiate and create conditions for sustainability of continuous improvement achieved through a systemic reform structure such as professional learning communities. However, limited research exists in respect to sustaining cultures of continuous improvement in rapid growth districts. Rapid growth districts can be described as school systems, which construct and open multiple campuses annually. The underlying premise of this study considered how humans interact with one another within a rapidly changing professional organization. Change theory, professional capital, organizational learning theory, and system reform emerge as the conceptual framework in this study of district support of professional learning communities. Data collection for this qualitative descriptive case study included interviewing six K-12 principals, administering the PLCA-DS survey to 247 K-12 staff members, and document review. Recognition of the importance of the PLC framework, building capacity, development of collaborative culture, and issues resulting from constant change due to rapid growth were the four themes generated by the participants to support continuous improvement in a rapid growth district. Networking of North and West Texas Superintendents

This study examined the professional networking of North and West Texas public school superintendents. It looked at how these superintendents professionally network, use professional organizations in networking, and how they extend opportunities beyond the organizations to gain knowledge and information about their demanding and stressful responsibilities. Lastly, it looked at superintendents in the field on whom others rely for knowledge and understanding. Surveys were mailed out to 443 North and West Texas public schools. Only the superintendents from those districts were asked to complete the survey. This limitation was desired to restrict the population to only the superintendents of schools, thus focusing the study on the professional networking of only superintendents. Three hundred sixty (360) superintendents responded to the survey, a return rate of 81.3%. This research concluded that superintendents professionally network by communicating through monthly meetings, organizational conferences or meetings, or email. Their networks are facilitated through communication, contacts, location, longevity, and organizational associations. These organizations provide the superintendent's primary network contact. The Response of a Public School District to Charter School Competition: An Examination of Free-Market Effects

The purpose of this study was to examine a school district's responses to charter schools operating within its boundaries. The selected district was the only one in the state with two large academically competitive charter schools for at least two years. Four questions guided the research: In terms of instruction, finance, communication, and leadership, how has the traditional district been impacted due to charter school existence? The exploratory research was timely since charter schools are proliferating as tax-supported public choice schools. While many have speculated about free-market effects of charter school competition on systemic educational reform, the debate has been chiefly along ideological lines; therefore, little empirical research addresses this issue. Quantitative and qualitative methodologies were used to present a comprehensive case study. Twenty-six school officials and teachers were interviewed; 159 teachers and 1576 parents were surveyed. District, community, and state education department documents were analyzed. Since charter schools have existed in the district, numerous activities have taken place. Instructional initiatives included a high school academy, expanded technology, gifted and talented, tutoring, and dropout prevention. All elementary and middle schools required uniforms. The Impact of Standards-based Report Cards on Reading Development of Primary Grade Students

The purpose of this mixed-method study was to explore the instructional changes in first grade classrooms and reading progress of first grade students in relation to implementation of standards-based report cards (SBRC). The goal of this study, conducted in a suburban Texas school district, was to determine whether there was a statistically significant difference in reading progress between students enrolled in first grade classrooms in which traditional report cards were used in comparison to comparable classrooms in which SBRCs were used. Additionally, the instructional practices of teachers were examined to determine the types of changes that took place as the district moved from traditional report cards to SBRCs. A total of 709 students and 15 teachers were involved in the study. The study revealed that there was no statistically significant difference between the reading growth of students assessed in SBRC classrooms and those assessed with traditional report cards. There were, however, significant differences in instructional practices employed by teachers in SBRC classrooms. A Descriptive Review and Analysis of the Creation and Development of an Advisory Program in an Inner-City Middle School

This study described and analyzed the development and implementation of an advisory program at one urban middle school. Development of the advisory program began during the 1997-98 school year. The implementation of the program was examined during the 1998-99 and 1999-2000 school years. This school site was chosen because of the in-depth research and planning of the program beyond the typical amount performed by many schools, and the wide-scale staff participation utilized in the program's development. In order to follow the processes of development and implementation, several models of change, innovation, and organizational analysis were used to provide focus for analysis of events that occurred during the three years of the program examined in this study. Data was collected in multiple manners. A complete review of school documents concerning the advisory program was performed, and over 50 percent of the faculty were interviewed through individual and team interviews. The findings of this study include various elements concerning the development and implementation of the advisory program. A select study of Texas Principal Preparation Programs and their Relationship to Adult Learning and the Professional Leadership Responsibilities of their Graduates

The purpose of this study was to examine the relationship between principal preparation programs in Texas and professional leadership practices and responsibilities based on Mid-continent Research for Educational and Learning's (McREL) 21 leadership responsibilities. The study also examined the relationship between Texas principal preparation programs and Knowles's principles of adult learning. Through an online survey, the study solicited practicing principals' perceptions as to whether McREL's 21 leadership responsibilities and Knowles's principles of adult learning were included in their principal preparation programs. Quantitative findings indicated there were no significant differences between principals' perceptions of their principal preparation programs and the university/certification program in which they obtained their principal certification. Additionally, there were no significant differences between principals' perceptions of their programs and the year their principal certification was completed. There were also no significant differences between principals' perceptions of their programs and the geographic location of the school district in which they were presently employed. However, the study found there were significant differences in two areas of leadership responsibilities when comparisons were generated between principals who were fully certified before assuming the role of principal and those who were not fully certified: 1) ideas/beliefs and 2) optimizer. Early College High School: Hispanic Students’ Perceptions and Experiences From a Texas Campus

Early college high school (ECHS) is a dual enrollment program that allows high school students to earn college credits while in high school. ECHS was developed with the intention of attracting students to pursue a 4-year college degree, especially students who might not attend college without intervention. The program targets students from low-income families, students who have low academic achievement, and students from minority groups including Hispanics, African Americans, and Native Americans. The purpose of this study was to explore the perceptions and opinions of Hispanic students about their experiences in an ECHS, and to better understand how their ECHS experiences affected motivation to engage in academics. The expectancy theory and college-going culture provided the theoretical framework for this case study. Semi-structured interviews captured the experiences of the participants. The study focused on 10 Hispanic students, 5 seniors and 5 juniors, enrolled at an ECHS located on a community college campus in Texas. The study found that students with higher motivation to work at high school and college courses had several reasons for choosing to attend ECHS. A study of computer technology use and technology leadership of Texas elementary public school principals.

The purpose of this study was to determine Texas elementary principals' level of computer technology use and their leadership in technology integration activities as defined by the National Educational Technology Standards for Administrators (NETS*A). Additionally the study addressed technology implementation as an innovation and used the literature concerning change and innovation models to identify organizational and personal factors that might affect the level of technology use and the leadership behaviors. Survey data retrieved from 216 Texas elementary public school principals led to the formation of the following conclusions. The elementary principals involved this study reported high level computer technology use, especially with the computer tools involving communication. Principals also reported high level leadership performance to the NETS*A standards. Multiple analyses of variance (MANOVA) revealed no significant difference in mean scores between the dependent variables of computer use or leadership performance to the NETS*A standards and the independent variables including the organizational factors of school location, district spending per student, campus minority status, and campus Title I status. A regression analysis revealed a statistically significant positive relationship between principals' computer technology use and personal variables of training and perceived risk-benefit. A Case Study of 1:1 Technology Policies in Four Texas High Schools and Their Relationship to Practice

With increasing emphasis on technology in schools, the importance of technology policies is great. This study investigated policies for four 1:1 secondary schools in Texas (schools with a ratio of one computing device per student), particularly with respect to the relationship of those policies to practice. The purpose of the study was to determine the current status of the National Education Technology Standards (NETS) essential conditions as reflected in policy and the relationship of those conditions to practice as measured through levels of technology usage and teaching innovation. Schools were selected through purposive, criterion sampling. Open-ended interviews were conducted with twelve participants (principals, technology directors, and superintendents). Policies were rated by campus principals and the researcher using a rubric based on the NETS essential conditions. Finally, surveys of proficiency and readiness measures were collected from 156 teachers using the School Technology and Readiness (STaR) instrument and the Levels of Teaching Innovation (LoTI) instrument. Interviews were transcribed and coded using structural and frequency coding. Policies were analyzed using magnitude coding and policy ratings. A qualitative analysis determined patterns between policy and practice. Superintendent Preparation for the 21St Century

This study focused on the perceptions of six superintendents regarding the state of the profession as of 2012, and it reports their thoughts and suggestions as to what preparation is needed by superintendents for the 21st century. The participating superintendents, who were all members of the Western States Benchmarking Consortium, were employed in six school districts in five states. Data were collected through surveys and telephone interviews. The findings of this study clearly indicate a lack of cohesion between what superintendents learned in their university professional preparation programs and what they practice in their day to day activities. The superintendents involved in this study tended to favor a hybrid approach – rigorous theoretical insight grounded in real world practice. Since superintendents typically spend a good deal of their time solving challenging problems including funding shortfalls, competition from other educational institutions, and the constant scrutiny of the media; their preparation needs to provide opportunities to develop their leadership skills and solve real world problems in an environment where they can take risks. Mentoring and participation in professional consortiums were recommended as key elements for the preparation of the twenty-first century superintendent. Leadership and sustainable change: The relationship between leadership practices of principals and reculturing schools as professional learning communities.

This study examined the relationships between leadership practices of principals and strength of schools as sustainable professional learning communities. Strength of schools as professional learning communities was measured using the Professional Learning Communities Assessment; leadership practices were measured using the Leadership Practices Inventory both Self and Observer protocols. Findings indicated that neither principal's self-perceptions of their leadership practices nor teachers' assessments of their principals' leadership practices were related to strength of schools as professional learning communities. Findings did indicate ten specific leadership behaviors of principals that appear to be more highly related to strength of schools as learning communities. Further analysis which focused on the two strongest learning community schools and the two weakest learning community schools indicated that three specific leadership behaviors within Kouzes and Posner's practices of modeling the way and enabling others to act appear to be the most strongly related to reculturing schools as sustainable professional learning communities. Principals who set a personal example of what they expect of others are most likely to lead schools that function as strong learning communities. This study sought to answer if the Home Instruction for Parents of Preschool Youngsters (HIPPY) program had a positive academic impact on Hispanic English language learners (ELL). HIPPY is a free, 2-year, home-based early intervention program for 4-and 5-year-old children. The program is intended to provide educational enrichment to at-risk children from poor and immigrant families, increase school readiness, and foster parent involvement in their children's education. A quasi-experimental design and quantitative measures were used to measure the academic success of Hispanic ELL students in reading, mathematics, and language arts. The sample included an experimental group and a purposeful control group. Hispanic students who attended an early childhood school as 4 year olds and participated in the HIPPY 4 and 5 programs were compared to Hispanic students who attended an early childhood school as 4 year olds and did not participate in HIPPY. Results from the Texas-mandated criterion referenced Texas Assessment Knowledge and Skills (TAKS™) Test and the TerraNova® and TerraNova SUPERA® norm referenced tests were used in this study. The Impact of Kolot's Rosh Hodesh: It's a Girl Thing! on Adolescent Girls

The purpose of this mixed-method study was to examine the impact, if any, of Kolot's Rosh Hodesh: It's A Girl Thing! on adolescent girls in the areas of friendship, school issues, family issues, body image, and assertiveness after participating in the religious-based program for nine monthly modules. Participants completed pretests and posttests in the areas of self-concept and basic Jewish knowledge. Quantitative results demonstrated statistically significant results in the areas of basic knowledge of Jewish female role models, values, and traditions, and statistically significant results in the areas of general, parental/home, and global self-concept. Qualitative results revealed inconsistent results with application of lessons taught, with some effect being acknowledged in the areas of friendship, gossip, bullying, self-defense, and assertiveness.

The Reading Together™ cross-age tutoring program and its effects on the English language proficiency and reading achievement of English language learners.

This dissertation provides research and data based on a study of cross-age tutoring and its effects on English language proficiency and English reading achievement of English language learners. The subjects for the study included native Spanish-speakers enrolled in third-grade bilingual classrooms in four elementary schools. The research study focused on the implementation of Reading Together™, a cross-age tutoring program published by The Learning Together Company. The 30-session tutoring program is designed to help English-speaking students progress from decoding words to reading with fluency and comprehension through older students tutoring younger students in a one-to-one setting. This highly structured program is used to provide supplemental instruction to second and/or third-grade students. This study utilized a quantitative approach to compare the results of English language learners who participated in the Reading Together cross-age tutoring program and English language learners who did not participate in the program. A quasi-experimental design was used in the research study. In this design, the treatment group and the control group were selected using specific criteria. Both groups took a pretest and posttest, but only the treatment group received the intervention. A Comparison of Principals’ Perceptions of Preparedness Based on Leadership Development Opportunities

This research study identified the frequency in which six public school districts in Texas provided principals with effective development opportunities prior to the principalship excluding university or certification programs. A purposive sample of over 200 principals from six school districts in the Dallas/Fort Worth area were asked to participate in the study yielding a response rate of 41%. Respondents identified through a questionnaire their leadership development opportunities and perceptions of preparedness on nine standards common to the profession. Principals were nominally grouped for comparison. The perceptions of preparedness for principals who received effective leadership development opportunities were compared to those who did not receive these same opportunities using an independent samples t-test to determine statistical significance (p < .05). Peer coaching yielded the most statistically significant results in three standards. This finding indicates principals who receive peer coaching prior to the principalship compared to those who did not perceive themselves as more prepared in the areas of community collaboration, political, social, economic, legal, and cultural context, and curriculum, instruction and assessment. Effect size was measured for the statistically significance standards to determine practical significance. The Effect of a Telementoring Program on Beginning Teacher Self-efficacy.

This study examined whether the telementoring program had a positive impact on beginning teacher self-efficacy. Telementoring is an adaptation of mentoring, using telecommunications technology as the means to establish and maintain mentoring relationships between the participants. The program was intended to create an atmosphere of community; to provide expert training in the profession; to retain good teachers; and to offer support for the new teacher in times of self-doubt. A quasi-experimental design and mixed methods measures were used to determine the effect of a telementoring program on beginning teacher self-efficacy. Participants were members of a district induction/mentoring program. An experimental group of 20 first-year teachers that participated in a supplemental telementoring program were compared to 20 first-year teachers who did not. The Teachers' Sense of Efficacy Scale was used to collect data on beginning teacher self-efficacy. A pretest was administered prior to the treatment and members completed a post-test at the conclusion of the study. Results were analyzed using a one-way analysis of variance. Leadership Practices for Effective Equitable Learning Environments: A Case Study of Opportunity Gaps in a Rural District

In rural, low socioeconomic public schools, the diversity of the student population challenges teachers beyond their means to meet the wide-ranging needs of students, and therefore creating opportunity gaps. The purpose of this study was to explore one district's leadership support of teachers to create an equitable learning environment for all students. The present study built on existing literature by discovering leadership practices and perceived necessary supports for closing achievement gaps in K-12 classrooms. Through interviews with district and school administrators, classroom teachers, and observations of leadership meetings, the research for this case study included data collection and analysis. From the interview questions and observations, six themes emerged. The themes revealed from the data collected and analysis for this qualitative study aligned with the components of the conceptual framework, a sequence of initiative requirements for equitable learning environments. Developing a sequence of initiatives among all levels of educators could benefit sustainment of an equitable learning environment in Rural ISD. Recommended for further research is professional development to both leadership and teachers about professional learning communities (PLCs). A Case Study of a School Superintendent's Decision Making in Initiating Year-Round Education in a Public School in Texas

Using a case study approach, this investigation focused on the decision-making processes and leadership of a school district superintendent as he initiated and implemented the school restructuring effort of year-round education. The study was conducted during 1 school year period but was enhanced through a 3 year follow-up report. The research questions focused on the superintendent's decision-making processes and the impact that groups had on those processes. Questions also emerged during the data collection phase of the study about the superintendent's change-facilitation leadership behaviors. A Texas school superintendent committed to the implementation of year-round education was selected as the subject of this study. Data were collected for 1 school year by the participant observer who served as an unpaid intern to the superintendent. Data included field notes recorded during the day-to-day operations and interactions of the district, meetings which the superintendent attended, newspaper articles, district memoranda and documents, observation, and interviews. Field notes and interviews were triangulated with document analysis to identify patterns in the data and to identify the factors influencing the decision-making processes and the leadership behaviors of the superintendent.

The relationship between computer-assisted instruction and alternative programs to enhance fifth-grade mathematics success on the annual Texas Assessment of Knowledge and Skills.

The purpose of this study was to determine the relationship between using computer-assisted instruction (CAI) and success on the Texas Assessment of Knowledge and Skills (TAKS) mathematics exam with fifth-grade students in Texas compared to the effect of alternative improvement approaches used by a control group. Research explored the use of SuccessMaker® CAI educational software (Pearson Education, Upper Saddle River, NJ, www.pearsoned.com) in public elementary schools in Texas. Successmaker® CAI was not a good predictor of passing percentage on the mathematics TAKS. Multiple regression analysis utilized in this quasi-experimental design study predicted a negative and not statistically significant change in the percentage of students passing the mathematics TAKS exam (B = -.448, p > .05). SuccessMaker® use exhibited a very small effect size (r = -.04) and accounted for less than 1% of the change in passing percentage (r2 = .0016). Multiple regression model predicted a negative and statistically significant effect upon mathematics passing percentage by economic disadvantage percentage (B = -.211, p < .01). The 95% confidence interval for B ranged from -.365 to -.057. The large effect size correlation coefficient (r = -.51) accounted for 26% of the variance in the mathematics TAKS passing percentage (r2 = .26).

The Relationship Among Teacher Expectations, Teacher Attitudes Toward the TAAS, and Student Achievement

Accountability is a major issue in education and in Texas, the TAAS test is used to indicate performance of students, teachers, campuses, and districts. The stakes are high for students, as performance on this test has determined whether they progress to another grade and whether they will receive a diploma. Most research studies focus on relationships between the teacher and individual students or groups of students, but not classrooms. Expectations and high stakes testing are central within the educational process, and their relationship on student achievement should be investigated, especially since no studies on teacher attitudes toward the TAAS test have been found. This correlational study measured teacher attitudes toward the TAAS and teacher expectations for students through data collected from a survey. Student achievement information was collected from averaged Texas Learning Index scores for students by classroom over a two year period. The sample consisted of 22 4th, 8th, and 10th grade reading and/or math teachers who had taught in the same Texas mid-sized, rural school district for at least two years. This study investigated person-situation relations of professional preparation and job classification of secondary school athletic training positions with core job dimensions and affective outcomes within Hackman and Oldham's 1980 Job Characteristics Model. Research focused on which relations show increased affective outcomes; relationships between core job dimensions and affective outcomes; and characteristics of the core job dimensions of task identification, task significance, and skill variety of athletic trainer tasks as defined by the National Athletic Trainers Association Board of Certification, Inc. 1995 Role Delineation Study.

Mentoring the first-year superintendent in Texas public schools.

This study determined what mentoring experiences first-year superintendents have had and what they need from a mentoring relationship. Structured interviews and field notes were used in this qualitative study focused on Texas first-year superintendents' perceived needs from mentors. Three patterns of mentoring relationships were found: 1) no mentor in the first year, 2) mentor-protégé relationship - those who developed mentoring relationships early in a career with a more senior person in the same school system, and 3) mentoring relationships of convenience - young relationships which developed outside the same system. Skills and knowledge areas novice superintendents identified as critical for mentor assistance were school finance, development of effective relationships with groups that have expectations of the superintendent while also improving student achievement, and working within the politics of the position. Mentor characteristics novice superintendents considered necessary for a positive effect on job success include: trustworthiness, confidentiality, empathy, encouraging, active listening, and integrity. An attitude in which the mentor problem solved with the protégé, and did not give an immediate solution was displayed. Mentors actively and frequently initiated contact. Third-year Evaluation of the University of North Texas/ Dallas Independent School District/ Southern Regional Education Board Leadership Development Program

Under No Child Left Behind legislation of 2002, school principals shoulder the burden of school success determined by test scores of students. Challenges principals face demand school leaders possess greater knowledge and skills than administrators of the past. The need for well-trained, skilled school leaders makes it important to study the subject of school leadership training. This study examined a school leadership preparation partnership between the University of North Texas and Dallas Independent School District. Primary supporting references include work by Bottoms and O'Neill (2001) calling for the 16-member states of the Southern Regional Education Board to train a new breed of principal to meet the current demands for student achievement in public schools. This research adds to the body of knowledge of school leadership development programs, particularly those that involve cohort-based study groups and shared service partnerships between school districts and universities.
