Human Services Integration: Results of a GAO Cosponsored Conference on Modernizing Information Systems

A letter report issued by the General Accounting Office with an abstract that begins "The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 replaced the Aid to Families With Dependent Children program with a block grant to states that provide Temporary Assistance for Needy Families (TANF). TANF strongly emphasizes work and job replacement and sets a five-year lifetime limit on federally funded TANF assistance to adults. To meet information needs for welfare reform, information systems must be able to share data across various programs, including TANF, Medicaid, job training, child care, and vocational rehabilitation. However, previous GAO studies found major gaps in states' information systems. Most of the local TANF administrators in 15 states surveyed by GAO reported that their current systems provide half or less of the information needed to manage individual cases, plan appropriate services for the caseload, and monitor overall program performance. The administrators are missing information because some of the systems used do not share data on these recipients, which constrains the ability of case managers to arrange and monitor the delivery of services. World Trade Organization: Global Trade Talks Back on Track, but Considerable Work Needed to Fulfill Ambitious Objectives

A letter report issued by the Government Accountability Office with an abstract that begins "The outcome of ongoing World Trade Organization (WTO) negotiations is vital to the U.S. economy, because trade with WTO members accounts for about one-fifth of the U.S. gross domestic product. The current round of trade negotiations--called the Doha Round--was supposed to end by January 2005 with agreement on the key issues of agriculture, industrial market access, services, and to strengthen the trading system's contribution to economic development. Failure to reach any agreement at the last WTO ministerial meeting in Cancun, Mexico, in September 2003, put the talks behind schedule and threatened the outcome; however, talks resumed in 2004, and a new ministerial conference will convene in Hong Kong in December 2005. In light of these events, and with the impending renewal decision on U.S. Trade Promotion Authority, which streamlines the process by which Congress approves trade agreements, GAO was asked to assess (1) the overall status of the Doha Round negotiations, (2) progress on key negotiating issues, and (3) factors affecting progress toward concluding the negotiations."

Mrs. Jordan has worked as a community social worker mainly servicing the Hispanic/Latino population in mainly Houston and Montgomery County. Jordan has worked to ensure that the Hispanic/Latino population has access to resources. Jordan consistently collaborates with other organizations that fosters multiracial collaborations. Jordan discussed growing up in Houston and Aldine. Jordan's family left the Barrio in Houston and moved to the more rural Aldine when she was three. Jordan discussed the different cultural practices she learned by having Cuban and Mexican parents, visiting the Barrio and living in a predominantly white and rural area. Jordan witnessed violence between residents of the Barrio and law enforcement. Jordan also discussed her experience with school integration. Jordan describes the changes in racial demographics of Montgomery County and efforts to secure political representation through creating and sustaining a multiracial coalition.

The National Museum of the Pacific War presents an oral interview with Gladys Winkleman. Winkleman was born on 10 March 1919 in Lytle, Texas. She met her husband, Meryl, while working at her parent’s restaurant after she graduated from high school. They were married on 16 October 1939. Her husband worked for Exxon before the war and enlisted in the Marines in October 1942. After her husband enlisted she moved back in with her parents. Before her husband was shipped overseas (February/March 1943) she went to see him in San Diego. She started working at Kelly Field after her husband left the States. At Kelly Field, Winkleman worked on the flight line as a checker on a wide variety of airplanes including the B-24, B-25, B-17 and flew as a civilian on several. She was in flight test and worked on planes that had come back from overseas and were being repaired before being sent back out. Throughout the interview, Mrs. Winkleman provides insights into what she did at Kelly Field and what the working conditions were like.
