No Child Left Behind Act: Improvements Needed in Education's Process for Tracking States' Implementation of Key Provisions
A letter report issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act of 2001 (NCLBA) has focused national attention on improving the academic achievement of the nations' 48 million students by establishing a deadline--school year 2013-14--for public schools to ensure that all students are proficient in reading and math. Accordingly, states, the District of Columbia, and Puerto Rico developed plans that set goals for increasing the numbers of students who attain proficiency on state tests each year, with all meeting goals by 2014. To provide information about states' efforts, GAO determined (1) what goals states established for student proficiency and their implications for whether schools will meet these goals; (2) what factors facilitated or impeded selected state and school district implementation efforts; and (3) how the Department of Education (Education) supported state efforts and approved state plans to meet student proficiency requirements."

Vulnerable Youth: Background and Policies
This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of "disconnectedness," as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. (Table A-1 at the end of the report, enumerates the objectives and funding levels of such programs. Note that the table does not enumerate all programs that target, even in small part, vulnerable or disconnected youth.) The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus.

Oral History Interview with Irene Favila, June 30, 2016
Irene Favila was raised in Lockney, Texas. As a child and teenager, Favila’s family would migrate to Kansas and Colorado during the summers to work in agricultural fields. After graduating from high school, Favila did not attend college—being discouraged by school officials—and entered the workforce. She then entered court reporting school in Plainview, Texas and worked as a court reporter in Amarillo, Texas—perhaps becoming the first Mexican American court reporter in the Texas Panhandle. Favila then moved back to the Plainview area and began working for Motivation, Education, and Training (a migrant farmworker services organization) from 1975 to 2015. Favila was elected as the first person of color in the Plainview City Council. She has been a lifelong member of LULAC and has been instrumental in promoting voting rights and educational rights in Plainview—helping launch Department of Justice investigations in the town and Hail County along with marches.

The National Museum of the Pacific War presents an oral interview with Marie Castro. As a child, Castro lived in Saipan under Japanese occupation, living with rationing and blackout conditions. As a Chamorro, she received corporal punishment from her teachers, and one of her cousins was beaten to death. When Japanese Marines came to Garapan seeking comfort women, Castro hid in an attic to avoid being taken. She then moved with her family to Marpi Point, but her father was sent to a labor camp. After the United States invaded, Castro and her family hid in a cave, lacking food and water. They were discovered and sent to Camp Susupe, crowded with orphans of those who committed suicide. Initially wary of Americans, the interned were happy to find themselves treated very well. Grateful to Americans for giving their lives to save hers, Castro devoted herself to a teaching career in Kansas City.

Report on enhancing young scholars in science and technology the Center for Excellence in Education
The present stock and flow of highly talented young persons engaged in the global discovery and application of science and technology are critical to the future pace of innovation. Historically, the world`s largest reservoirs of scientists and engineers have been in the Western economies. Overtime, however, Asia has begun to build equivalent pools of scientists and engineers among their university graduates. According to 1993 data from the National Science Foundation and the UNESCO World Science Report, Germany leads all economies with a 67% ratio of science and engineering degrees to total first university degrees compared to the United States with a distant fifth place at 32% behind Italy, Mexico and Poland. If the nation is to keep its scientific and technological prowess, it must capture its very best talent in the science and technology fields. The question is then raised as to the source within the United States of the science and technology talent pool. While between 1978 and 1991 there was an overall decline in male participation in undergraduate (-9%) and graduate degrees (-12%), the number of women receiving undergraduate (+8%) and graduate degrees (+34%) rose dramatically. He was sent to China in 1945 to join the 327th Troop Carrier Squadron. Gallant tells how his flight over the Himalaya Mountains was delayed for two weeks due to bad weather. He describes how the Chinese people treated the American servicemen. Gallant discusses how his unit adopted an orphaned Chinese boy and raised a bear. He details the reception that his unit received when returning to the States. Gallant left active duty soon after, but remained in the reserves.

D.C. Criminal Justice System: Better Coordination Needed Among Participating Agencies
A letter report issued by the General Accounting Office with an abstract that begins "Effective coordination of the many agencies that participate in a criminal justice system is key to overall success. Although any criminal justice system faces coordination challenges, the unique structure and funding of the District of Columbia (D.C.) criminal justice system, in which federal and D.C. jurisdictional boundaries and dollars are blended, creates additional challenges. Almost every stage of D.C.'s criminal justice process presents such challenges, and participating agencies are sometimes reluctant to coordinate because the costs to implement needed changes may fall on one or more federally funded agencies, while any savings accrue to one or more D.C. funded agencies, or vice versa. The Criminal Justice Coordinating Council (CJCC) was established and staffed as an independent entity to improve systemwide coordination and cooperation. During its two and a half-year existence, CJCC has served as a useful, independent, discussion forum at a modest cost. It has had notable success in several areas in which agencies perceived a common interest, such as developing technology that permits greater information sharing. A data distributed, parallel algorithm for ray-traced volume rendering
This paper presents a divide-and-conquer ray-traced volume rendering algorithm and its implementation on networked workstations and a massively parallel computer, the Connection Machine CM-5. This algorithm distributes the data and the computational load to individual processing units to achieve fast, high-quality rendering of high-resolution data, even when only a modest amount of memory is available on each machine. The volume data, once distributed, is left intact. The processing nodes perform local ray-tracing of their subvolume concurrently. No communication between processing units is needed during this locally ray-tracing process. A subimage is generated by each processing unit and the final image is obtained by compositing subimages in the proper order, which can be determined a priori. Implementations and tests on a group of networked workstations and on the Thinking Machines CM-5 demonstrate the practicality of our algorithm and expose different performance tuning issues for each platform. We use data sets from medical imaging and computational fluid dynamics simulations in the study of this algorithm.
