A letter report issued by the Government Accountability Office with an abstract that begins "The vast majority of U.S. exports are covered by at least one trade agreement. Ensuring that U.S. companies can take advantage of the market opportunities created by trade agreements has therefore become a critical responsibility for U.S. government agencies. GAO examined U.S. government efforts to monitor and enforce trade agreements. Specifically, GAO (1) reviewed how the nature and scope of U.S. trade agreements has changed in the last 10 years and what effect changes had on agencies' monitoring and enforcement workload, (2) evaluated how U.S. government agencies monitor and enforce trade agreements, and (3) analyzed how the U.S. government allocates resources for monitoring and enforcement of trade agreements within the context of other trade activities."

2002 WIPP Environmental Monitoring Plan

DOE Order 5400.1, General Environmental Protection Program, requires each DOE | facility to prepare an environmental management plan (EMP). This document is | prepared for WIPP in accordance with the guidance contained in DOE Order 5400.1; DOE Order 5400.5, Radiation Protection of the Public and Environment; applicable sections of Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance (DOE/EH-0173T; DOE, 1991); and the Title 10 Code of Federal Regulations (CFR) Part 834, ''Radiation Protection of the Public and Environment'' (draft). Many sections of DOE Order 5400.1 have been replaced by DOE Order 231.1, which is the driver for the annual Site Environmental Report (SER) and the guidance source for preparing many environmental program documents. The WIPP Project is operated by Westinghouse TRU Solutions (WTS) for the DOE. This plan defines the extent and scope of WIPP's effluent and environmental | monitoring programs during the facility's operational life and also discusses WIPP's quality assurance/quality control (QA/QC) program as it relates to environmental monitoring. U.S.-China Military Contacts: Issues for Congress

This CRS report discusses policy issues regarding military-to-mliitary contacts with the People's Republic of China (PRC) and provides a record of contacts since 1993. The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, the Clinton Administration began to re-engage the PRC leadership up to the highest level and including China's military, the People's Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic cooperation against the Soviet Union included U.S. arms sales to China. Issues for Congress include whether the current Administration under President Bush has complied with legislation overseeing dealings with the PLA and has determined a program of contacts with the PLA that advances a prioritized list of U.S. security interests.

As requested, GAO examined (1) whether the implementation of the Department of Defense's (DOD) information security management program, effectively minimizes the risk of misclassification; (2) the extent to which DOD personnel follow established procedures for classifying information, to include correctly marking classified information; (3) the reliability of DOD's annual estimate of its number of classification decisions; and (4) the likelihood of DOD's meeting automatic declassification deadlines."

WIPP 2004 Site Environmental Report

The mission of Waste Isolation Pilot Plant (WIPP) is to safely and permanently dispose of transuranic (TRU) radioactive waste generated by the production of nuclear weapons and other activities related to the national defense of the United States (U.S.). In 2004, 8,839 cubic meters (m3) of TRU waste were emplaced at WIPP. From the first receipt of waste in March 1999 through the end of 2004, 25,809 m3 of TRU waste had been emplaced at WIPP. The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) and Washington TRU Solutions LLC (WTS) are dedicated to maintaining high quality management of WIPP environmental resources. DOE Order 450.1, Environmental Protection Program; DOE Order 231.1A, Environment, Safety, and Health Reporting; and DOE Order 5400.5, Radiation Protection of the Public and Environment, require that the environment at and near DOE facilities be monitored to ensure the safety and health of the public and the environment. This Waste Isolation Pilot Plant 2004 Site Environmental Report (SER) summarizes environmental data from 2004 that characterize environmental management performance and demonstrate compliance with applicable federal and state regulations. Recent Acquisitions of U.S. Meat Companies

This report examines issues regarding the recent acquisitions of U.S. meat companies. In July 2007, JBS — a Brazilian company regarded as the world’s largest meat processor — purchased the U.S. beef processor Swift & Co., then the third-largest U.S. beef processing company. In February and March 2008, JBS signed agreements to acquire the fourth- and fifth-largest U.S. beef packers, National Beef Packing Company and the Smithfield Beef Group, respectively. These planned acquisitions have undergone customary regulatory review by the U.S. Department of Justice’s (DOJ’s) Antitrust Division.

Toxicity Data to Determine Refrigerant Concentration Limits

This report reviews toxicity data, identifies sources for them, and presents resulting exposure limits for refrigerants for consideration by qualified parties in developing safety guides, standards, codes, and regulations. It outlines a method to calculate an acute toxicity exposure limit (ATEL) and from it a recommended refrigerant concentration limit (RCL) for emergency exposures. The report focuses on acute toxicity with particular attention to lethality, cardiac sensitization, anesthetic and central nervous system effects, and other escape-impairing effects. It addresses R-11, R-12, R-22, R-23, R-113, R-114, R-116, R-123, R-124, R-125, R-134, R-134a, R-E134, R-141b, R-142b, R-143a, R-152a, R-218, R-227ea, R-236fa, R-245ca, R-245fa, R-290, R-500, R-502, R-600a, R-717, and R-744. It summarizes additional data for R-14, R-115, R-170 (ethane), R-C318, R-600 (n-butane), and R-1270 (propylene) to enable calculation of limits for blends incorporating them. The report summarizes the data a nd related safety information, including classifications and flammability data. Oral History Interview with Thomas Lyman, May 30, 2005

The National Museum of the Pacific War presents an oral interview with Thomas Lyman. After completing one year at The Ohio State University, Lyman joined the Navy 1943. He trained at Great Lakes and was assigned to the USS Colorado (BB-45). He was assigned to the 40mm anti-aircraft guns aboard the Colorado and participated in the invasions of the Marshall Islands and the Mariana Islands. He describes the Colorado receiving fire from a Japanese shore battery at Tinian. Lyman then describes operations in the Philippines at Lingayen Gulf where the Colorado suffered from friendly fire. Lyman then speaks about the Okinawa invasion. At the end of the war, Lyman was aboard the Colorado when it was present in Tokyo Bay for the surrender ceremony where he spied the Missouri through binoculars as he was posted in his 40mm gunmount. Afterwards, Lyman describes having former POW on board and how they appeared after released from the Japanese. Lyman stayed on the Colorado through the fall while the ship transported Army soldiers home from the Pacific. He was discharged in 1946 and returned to Ohio State.

A letter report issued by the Government Accountability Office with an abstract that begins "The federal government is the nation's single largest energy consumer, spending approximately $17 billion in fiscal year 2007. A number of statutes and executive orders have established and revised goals directing agencies to reduce energy consumption and greenhouse gas emissions--such as carbon dioxide, which results from combustion of fossil fuels and natural processes, among other things--and increase renewable energy use. GAO was asked to determine the extent to which (1) federal agencies met energy efficiency, greenhouse gas emission, and renewable energy goals in fiscal year 2007; (2) federal agencies have made progress in each of these areas in the recent past; and (3) six selected agencies are poised to meet energy goals into the future. For this review, GAO, among other things, conducted site visits for six agencies and reviewed the Department of Energy's (DOE) annual reports to Congress on federal energy management."
