Testimony issued by the Government Accountability Office with an abstract that begins "On May 1, 2010, the U.S. Census Bureau (Bureau) will launch its massive follow-up effort with the roughly 48 million households that did not mail back their census forms (130 million forms were delivered). As part of this nonresponse follow-up effort, over 600,000 enumerators will fan out across the country, personally contacting nonresponding housing units as many as six times in an effort to ensure everyone is counted. As requested, GAO's testimony in Los Angeles (L.A.) focuses on the importance of census participation, paying particular attention to (1) the Bureau's preparedness for nonresponse follow-up in terms of workload and staffing levels, (2) why it will be critical for Angelenos and others across the country to cooperate with enumerators during nonresponse follow-up, and (3) key steps the Bureau needs to take moving forward to ensure nonresponse follow-up is timely and accurate. The testimony is based on previously issued and ongoing GAO work."

Correspondence issued by the Government Accountability Office with an abstract that begins "During the course of a recent engagement reviewing noncompetitive contracting, we found that departments and agencies in the Department of Defense (DOD) are not submitting complete information, as required, to the Office of the Assistant Secretary of Defense for Public Affairs (OASD[PA]), which then posts the information on its Web site as a public announcement. President Obama has emphasized transparency and openness in how the government spends taxpayer dollars. We are bringing this issue to the attention of the Defense Department's Defense Procurement and Acquisition Policy due to its responsibility for acquisition and procurement policy matters in DOD. The Federal Acquisition Regulation (FAR) requires contracting officers to make information on a contract action over a certain dollar amount publicly available on the same day the contract is awarded. The Defense Federal Acquisition Regulation Supplement (DFARS) further specifies that for contract actions over $5.5 million, departments and agencies are to submit certain information to the OASD(PA) by the close of business the day before the date of the proposed award, including, "as a minimum" (1) contract data, for example, contract number, face value of the action and total cumulative …

The UO portion of the larger TASCS project was focused on the usability subproject identified in the original project proposal. The key usability issue that we tacked was that of supporting legacy code developers in migrating to a component-oriented design pattern and development model with minimal manual labor. It was observed during the lifetime of the TASCS (and previous CCA efforts) that more often than not, users would arrive with existing code that was developed previous to their exposure to component design methods. As such, they were faced with the task of both learning the CCA toolchain and at the same time, manually deconstructing and reassembling their existing code to fit the design constraints imposed by components. This was a common complaint (and occasional reason for a user to abandon components altogether), so our task was to remove this manual labor as much as possible to lessen the burden placed on the end-user when adopting components for existing codes. To accomplish this, we created a source-based static analysis tool that used code annotations to drive code generation and transformation operations. This report discusses the Americans with Disabilities Act (ADA), which provides broad nondiscrimination protection for individuals with disabilities in employment, public services, and public accommodations and services operated by private entities. Although the ADA does not include provisions specifically discussing its application to disasters, its nondiscrimination provisions are applicable to emergency preparedness and responses to disasters.

A letter report issued by the Government Accountability Office with an abstract that begins "Changes in the air ambulance industry's size and structure have led to differences of opinion about the implications for air ambulance use, safety, and services. Some industry stakeholders believe that greater state regulation would be good for consumers. While states can regulate the medical aspects of air ambulances, the Airline Deregulation Act (ADA) preempts states from economic regulation--i.e., regulating rates, routes, and services--of air ambulances. Other stakeholders view the industry changes as having been beneficial to consumers and see no need for a regulatory change. Asked to review the U.S. air ambulance industry, GAO examined (1) changes in the industry in the last decade and the implications of these changes on the availability of air ambulances and patient services and (2) the relationship between federal and state oversight and regulation of the industry. GAO analyzed available data about the industry; synthesized empirically based literature on the industry; visited four air ambulance providers with differing views on the industry changes; and interviewed federal and industry officials."

The overall objective of this project, 'Strategies to Optimize Microbially-Mediated Mitigation of Greenhouse Gas Emissions from Landfill Cover Soils' was to develop effective, efficient, and economic methodologies by which microbial production of nitrous oxide can be minimized while also maximizing microbial consumption of methane in landfill cover soils. A combination of laboratory and field site experiments found that the addition of nitrogen and phenylacetylene stimulated in situ methane oxidation while minimizing nitrous oxide production. Molecular analyses also indicated that methane-oxidizing bacteria may play a significant role in not only removing methane, but in nitrous oxide production as well, although the contribution of ammonia-oxidizing archaea to nitrous oxide production can not be excluded at this time. Future efforts to control both methane and nitrous oxide emissions from landfills as well as from other environments (e.g., agricultural soils) should consider these issues. Finally, a methanotrophic biofiltration system was designed and modeled for the promotion of methanotrophic activity in local methane 'hotspots' such as landfills. Model results as well as economic analyses of these biofilters indicate that the use of methanotrophic biofilters for controlling methane emissions is technically feasible, and provided either the costs of biofilter construction and operation are reduced or the …

This report offers a listing and brief description of legal provisions that require or authorize the imposition of some form of economic sanction against countries, companies, persons, or entities that violate U.S. nonproliferation norms. For each provision, information is included on what triggers the imposition of sanctions, their duration, what authority the President has to delay or abstain from imposing sanctions, and what authority the President has to waive the imposition of sanctions.

The U.S. Department of Energy (DOE) has adopted a goal to generate 20% of the nation’s electricity from wind power by 2030. Achieving this “20% Wind Scenario” in 2030 requires acceleration of the current rate of wind project development. Offshore wind resources contribute substantially to the nation’s wind resource, yet to date no offshore wind turbines have been installed in the U.S. Progress developing offshore wind projects has been slowed by technological challenges, uncertainties about impacts to the marine environment, siting and permitting challenges, and viewshed concerns. To address challenges associated with siting and permitting, Pacific Northwest National Laboratory (PNNL) surveyed offshore wind project developers about siting and project development processes, their experience with the environmental permitting process, and the role of coastal and marine spatial planning (CMSP) in development of the offshore wind industry. Based on the responses to survey questions, we identify several priority recommendations to support offshore wind development. Recommendations also include considerations for developing supporting industries in the U.S. and how to use Coastal and Marine Spatial Planning (CMSP) to appropriately consider ocean energy among existing ocean uses. The objectives identified in requesting and utilizing this funding has been met. The goal was to establish a formal, multi-jurisdictional organization to: (1) ensure the policy objectives of the participating jurisdictions are addressed through increased tradability of the Renewable Energy Credits (RECs) from M-RETS and to eliminate the possibility that a single jurisdiction will be the sole arbiter of the operation of the system; (2) facilitate the establishment of REC standards including the attributes related to, the creation, trading, and interaction with other trading and tracking systems; and (3) have a centralized and established organization that will be responsible for the contracting and governance responsibilities of a multi-jurisdictional tracking system. The M-RETS Inc. Board ensures that the system remains policy neutral; that the attributes of generation are tracked in a way that allows the system users to easily identify and trade relevant RECs; that the system can add jurisdictions as needed or desired; and that the tracking system operate in such a way to allow for the greatest access possible for those participating in other tracking or trading systems by allowing those systems to negotiate with a single M-RETS entity for the import and export of RECs. The National Museum of the Pacific War presents an oral interview with Hugo Werner. Werner joined the Army Air Forces in 1942. He received training as a radio operator and gunner. Werner was then sent to Attu, Alaska to become a crewman on a B-25 with the 77th Bomb Squadron. He took part in missions over the Kuril Islands in Northern Japan. He shot down an attacking Japanese fighter during one mission. Werner served with the 77th for the rest of the war and left the service soon after the surrender only to rejoin in October of the same year.
