Establishment of the Center for Advanced Separation Technologies (open access)

Establishment of the Center for Advanced Separation Technologies

The U.S. is the largest producer of mining products in the world. In 1999, U.S. mining operations produced $66.7 billion worth of raw materials that contributed a total of $533 billion to the nation's wealth. Despite these contributions, the mining industry has not been well supported with research and development funds as compared to mining industries in other countries. To overcome this problem, the Center for Advanced Separation Technologies (CAST) was established by Virginia Tech and West Virginia University to develop technologies that can be used by the U.S. mining industry to create new products, reduce production costs, and meet environmental regulations. Much of the research to be carried out at CAST will be longer-term, high-risk, basic research, and will be carried out in four broad areas: (a) Solid-solid separation; (b) Solid-liquid separation; (c) Chemical/Biological extraction; and (d) Sensor and control development. This Technical Progress Report describes progress made on the eight sub-projects awarded in the first year and the five projects awarded in the second year of Cooperative Agreement DE-FC26-01NT41091: Establishment of the Center for Advanced Separation Technologies. This work is summarized in the body of the main report: the individual subproject Technical Progress Reports are attached as Appendices.

International Trade: Further Improvements Needed to Handle Growing Workload for Monitoring and Enforcing Trade Agreements

A letter report issued by the Government Accountability Office with an abstract that begins "The vast majority of U.S. exports are covered by at least one trade agreement. Ensuring that U.S. companies can take advantage of the market opportunities created by trade agreements has therefore become a critical responsibility for U.S. government agencies. GAO examined U.S. government efforts to monitor and enforce trade agreements. Specifically, GAO (1) reviewed how the nature and scope of U.S. trade agreements has changed in the last 10 years and what effect changes had on agencies' monitoring and enforcement workload, (2) evaluated how U.S. government agencies monitor and enforce trade agreements, and (3) analyzed how the U.S. government allocates resources for monitoring and enforcement of trade agreements within the context of other trade activities."

Oral History Interview with Thomas Lyman, May 30, 2005

The National Museum of the Pacific War presents an oral interview with Thomas Lyman. After completing one year at The Ohio State University, Lyman joined the Navy 1943. He trained at Great Lakes and was assigned to the USS Colorado (BB-45). He was assigned to the 40mm anti-aircraft guns aboard the Colorado and participated in the invasions of the Marshall Islands and the Mariana Islands. He describes the Colorado receiving fire from a Japanese shore battery at Tinian. Lyman then describes operations in the Philippines at Lingayen Gulf where the Colorado suffered from friendly fire. Lyman then speaks about the Okinawa invasion. At the end of the war, Lyman was aboard the Colorado when it was present in Tokyo Bay for the surrender ceremony where he spied the Missouri through binoculars as he was posted in his 40mm gunmount. Afterwards, Lyman describes having former POW on board and how they appeared after released from the Japanese. Lyman stayed on the Colorado through the fall while the ship transported Army soldiers home from the Pacific. He was discharged in 1946 and returned to Ohio State.

Hanford Site National Environmental Policy Act (NEPA) Characterization Report, Revision 17 (open access)

Hanford Site National Environmental Policy Act (NEPA) Characterization Report, Revision 17

This document describes the U.S. Department of Energy’s (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many environmental documents being prepared by DOE contractors concerning the National Environmental Policy Act (NEPA). No statements about significance or environmental consequences are provided. This year’s report is the seventeenth revision of the original document published in 1988 and is (until replaced by the eighteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (EISs) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology; air quality; geology; hydrology; ecology; cultural, archaeological, and historical resources; socioeconomics; noise; and occupational health and safety. Sources for extensive tabular data related to these topics are provided in the chapter. Most subjects are divided into a general description of the characteristics of the Hanford Site, …

Adaptive Management and Planning Models for Cultural Resources in Oil and Gas Fields in New Mexico and Wyoming (open access)

Adaptive Management and Planning Models for Cultural Resources in Oil and Gas Fields in New Mexico and Wyoming

In 2002, Gnomon, Inc., entered into a cooperative agreement with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) for a project entitled, Adaptive Management and Planning Models for Cultural Resources in Oil and Gas Fields in New Mexico and Wyoming (DE-FC26-02NT15445). This project, funded through DOE’s Preferred Upstream Management Practices grant program, examined cultural resource management practices in two major oil- and gas-producing areas, southeastern New Mexico and the Powder River Basin of Wyoming (Figure 1). The purpose of this project was to examine how cultural resources have been investigated and managed and to identify more effective management practices. The project also was designed to build information technology and modeling tools to meet both current and future management needs. The goals of the project were described in the original proposal as follows: Goal 1. Create seamless information systems for the project areas. Goal 2. Examine what we have learned from archaeological work in the southeastern New Mexico oil fields and whether there are better ways to gain additional knowledge more rapidly or at a lower cost. Goal 3. Provide useful sensitivity models for planning, management, and as guidelines for field investigations. Goal 4. Integrate management, investigation, and …

Financial Audits: The Vast Majority of Executive Branch Entities Included in the Federal Budget Are Statutorily Required to Have Their Financial Statements Audited

Correspondence issued by the Government Accountability Office with an abstract that begins "The Chief Financial Officers Act of 1990 (CFO Act), as expanded by the Government Management Reform Act of 1994, requires 24 major executive branch departments and agencies to prepare annual financial statements and have them audited. The Accountability of Tax Dollars Act of 2002 (ATD Act) extended this requirement to most executive agencies not explicitly subject to the CFO Act, unless they received a waiver or exemption from the Director of the Office of Management and Budget (the Director). Further, chapter 91 of title 31 of the United States Code, commonly referred to as the Government Corporation Control Act, and certain federal agencies' enabling legislation also require annual financial statement audits. Given the importance of timely, reliable, and useful financial information in assessing the overall financial management of the government, Congress asked us to identify executive branch entities that are not subject to the requirements of preparing annual financial statements and having them audited. In addition, Congress was interested in knowing certain budget information related to executive branch entities covered by the ATD Act that had received an exemption or waiver from the Director for fiscal years 2003 …
