Implementation and evaluation of the Heffter method to calculate the height of the planetary boundary layer above the ARM Southern Great Plains site

This paper explores the Heffter Method--an algorithm for finding the height of the Planetary Boundary Layer (PBL). The algorithm is applied to the Balloon Borne Sounding System (BBSS) data collected over the Southern Great Plains (SGP) Site of the Atmospheric Radiation Measurement (ARM) Program. After discussing the successes and shortcomings of the algorithm, the resulting PBL height estimates for dates in May of 2002 are related to CO{sub 2} concentration and wind data. The CO{sub 2} data used is from the Precision Gas System (PGS) while the wind data is a combination of data from the Portable CO{sub 2} Flux System on the SGP site and BBSS.

A letter report issued by the General Accounting Office with an abstract that begins "Law enforcement agencies' efforts to investigate the events of September 11th increased awareness that federal agencies collect and maintain personal information on individuals such as name, social security number, and date of birth that could be useful to law enforcement. The Social Security Administration (SSA) is one of the country's primary custodians of personal information. Although the Privacy Act protects much of this information, generally, federal agencies can disclose information to law enforcement. However, determining when the need for disclosure takes priority over an individual's privacy is not clear. GAO was asked to describe (1) SSA's disclosure policy for law enforcement and how it compares with the Privacy Act and those of other federal agencies, (2) SSA's experience sharing information with law enforcement, and (3) law enforcement's experience obtaining information under SSA's policy."

TECHNOLOGY TRANSFER TO U.S. INDEPENDENT OIL AND NATURAL GAS PRODUCERS

The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. Networking opportunities that occur with a Houston Headquarters (HQ) location are increasing name awareness. Focused efforts by Executive Director Don Duttlinger to interact with large independents, national service companies and some majors are continuing to supplement the support base of the medium to smaller industry participants around the country. PTTC is now involved in many of the technology-related activities that occur in high oil and natural gas activity areas. Access to technology remains the driving force for those who do not have in-house research and development capabilities and look to the PTTC to provide services and options for increased efficiency.

Chemical stockpile emergency preparedness program (CSEPP) recovery plan workbook.

The Recovery Plan Workbook is designed for use by U.S. Army chemical installations and state and local authorities who participate in the Chemical Stockpile Emergency Preparedness Program (CSEPP). The workbook includes a model recovery plan that provides a template for preparation of an integrated CSEPP recovery plan. The workbook also provides background, explanatory, and reference materials to aid planners. The model plan provides a general example and framework for planning but is not complete without input from the local CSEPP community. Each chemical stockpile location has site-specific needs, resources, and organizational differences that will shape recovery planning. Therefore, the purpose of the model plan, in part, is to raise questions that installation, state, and local planners will have to answer to develop a site-specific recovery plan. It is recommended that a single, overarching recovery plan be developed to coordinate the activities of the installation, state, and local jurisdictions at a given site. As stated in Planning Guidance for the CSEPP, Appendix M, ''The reentry/restoration plan should be integrated and coordinated among the Army installation and other state and local jurisdictions in the IRZ and PAZ.'' Oral History Interview with Harry Colson, October 30, 2003

The National Museum of the Pacific War presents an interview with Harry Colson. Colson joined the Navy in December of 1943. He served as Watertender Third-Class aboard the USS Missouri (BB-63). They participated in bombardment support for the invasion landings on Iwo Jima and throughout the Okinawa Campaign. Colson was aboard the Missouri on 2 September 1945 in Tokyo Bay, when the Instrument of Surrender was signed. Colson returned to the US aboard the ship, and was discharged in January of 1946.
