DOE Order 5400.1, General Environmental Protection Program, requires each DOE | facility to prepare an environmental management plan (EMP). This document is | prepared for WIPP in accordance with the guidance contained in DOE Order 5400.1; DOE Order 5400.5, Radiation Protection of the Public and Environment; applicable sections of Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance (DOE/EH-0173T; DOE, 1991); and the Title 10 Code of Federal Regulations (CFR) Part 834, ''Radiation Protection of the Public and Environment'' (draft). Many sections of DOE Order 5400.1 have been replaced by DOE Order 231.1, which is the driver for the annual Site Environmental Report (SER) and the guidance source for preparing many environmental program documents. The WIPP Project is operated by Westinghouse TRU Solutions (WTS) for the DOE. This plan defines the extent and scope of WIPP's effluent and environmental | monitoring programs during the facility's operational life and also discusses WIPP's quality assurance/quality control (QA/QC) program as it relates to environmental monitoring. The LHC Quality Assurance Plan is a set of operating principles, requirements, and practices used to support Berkeley Lab's participation in the Large Hadron Collider Project. The LHC/QAP is intended to achieve reliable, safe, and quality performance in the LHC project activities. The LHC/QAP is also designed to fulfill the following objectives: (1) The LHC/QAP is Berkeley Lab's QA program document that describes the elements necessary to integrate quality assurance, safety management, and conduct of operations into the Berkeley Lab's portion of the LHC operations. (2) The LHC/QAP provides the framework for Berkeley Lab LHC Project administrators, managers, supervisors, and staff to plan, manage, perform, and assess their Laboratory work. (3) The LHC/QAP is the compliance document that conforms to the requirements of the Laboratory's Work Smart Standards for quality assurance (DOE O 414.1, 10 CFR 830.120), facility operations (DOE O 5480.19), and safety management (DOE P 450.4).

A letter report issued by the General Accounting Office with an abstract that begins "This report describes GAO's audits of expenditures reported by four offices of independent counsel for the six months ended March 31, 2002. GAO found that the statements of expenditures were presented fairly in all material respects. There were no material weaknesses in internal control over financial reporting (including safeguarding of assets) and no reportable noncompliance with the laws and regulations GAO tested."

The 1996 Electronic Freedom of Information Act (e-FOIA) Amendments extended these principles to include electronic access to information. Under the act, the Department of Justice provides implementing guidance to agencies. In addition, agencies report annually to Justice on their FOIA operations. GAO was asked to determine, among other things, (1) agencies' progress in improving their timeliness in responding to requests for information and (2) the actions Justice has taken on previous GAO recommendations (GAO-01-378, Mar. 16, 2001) to improve data quality in annual reports and on-line availability of government information."

The National Museum of the Pacific War presents an interview with Ned Simes. Simes joined the Marine Corps in March of 1942. He completed Radio Operators School, and served with 2nd Tank Battalion in light tanks. In October, they deployed to New Zealand and New Caledonia. In 1943 they landed on Saipan. While stationed there, Simes transferred to the artillery battalion, assisting with road construction, and continued to serve as a radio operator at headquarters. He returned to the US in July of 1945, and was in a victory parade tour in Houston, Texas. Simes was discharged in early 1946.

OAK B188 FINAL REPORT OF FY 1999, 2000, AND 2001 ACTIVITIES: CONTINUED DEVELOPMENT OF AN INTEGRATED SOUNDING SYSTEM IN SUPPORT OF THE DOE/ARM EXPERIMENTAL PROGRAM The basic goals of the research are to develop and test algorithms and deploy instruments that improve measurements of atmospheric quantities relevant to radiative transfer and climate research. Primary among these atmospheric variables are integrated amounts of water vapor and cloud liquid, as well as profiles of temperature, water vapor and cloud liquid. A primary thrust of this research is to combine data from instruments available to ARM to maximize their importance in radiative transfer and climate research. To gather data relevant to these studies, participation in field experiments, especially intensive operating periods, as well as the subsequent analysis and dissemination of collected data, is of primary importance. Examples of relevant experiments include several Water Vapor Intensive Operating Periods at the Southern Great Plains Cloud And Radiation Testbed site, experiments in the Tropical Western Pacific such as PROBE and Nauru'99, and experiments at the North Slope of Alaska/Adjacent Arctic Ocean site. This final report describes our analyses of data taken during these field experiments.

A letter report issued by the General Accounting Office with an abstract that begins "The radiofrequency spectrum is the medium that enables wireless communications of all kinds, such as mobile phone and paging services, radio and television broadcasting, radar, and satellite-based services. As new spectrum-dependent technologies are developed and deployed, the demand for this limited resource has escalated among both government and private sector users. Meeting these needs domestically is the responsibility of the Department of Commerce's National Telecommunications and Information Administration (NTIA) for federal government users and the Federal Communications Commission (FCC) for all other users. The current legal framework for domestic spectrum management evolved as a compromise over the questions of who should determine how spectrum is allocated among competing users and what standard should be applied in making this determination. Current methods for allocating spectrum face difficulties, and FCC and NTIA's efforts are not guided by a national spectrum strategy. Since nearly all of the usable radio spectrum has been allocated already, accommodating more services and users generally involves redefining current radiofrequency allocations. This report summarizes the major activities and accomplishments of the Idaho National Engineering and Environmental Laboratory (INEEL) Advanced Radiotherapy Research Program for calendar year 2001. Applications of supportive research and development, as well as technology deployment in the fields of chemistry, radiation physics and dosimetry, and neutron source design and demonstration are described. Contributions in the fields of physics and biophysics include development of advanced patient treatment planning software, feasibility studies of accelerator neutron source technology for Neutron Capture Therapy (NCT), and completion of major modifications to the research reactor at Washington State University to produce an epithermal-neutron beam for NCT research applications.

The National Museum of the Pacific War presents an interview with Wilbur Huston. Huston joined the Navy in August of 1943. He worked as a Hospital Corpsman at the Special Naval Advanced Group (SNAG) Upper 56th Hospital in southern England through October of 1944. He later served as First-Class Hospital Apprentice aboard the USS Navarro (APA-215). They transported troops and cargo to Guadalcanal and for the invasion of Okinawa. They traveled into Yokohama and conducted worked through the allied occupation. Huston returned to the US and was discharged in December of 1945.

The Savannah River Ecology Laboratory (SREL) is a research unit of The University of Georgia (UGA) and has been conducting ecological research on the Savannah River Site (SRS) near Aiken, South Carolina for 50 years. The overall mission of the Laboratory is to acquire and communicate knowledge of ecological processes and principles. SREL conducts fundamental and applied ecological research, as well as education and outreach programs, under a Cooperative Agreement with the U.S. Department of Energy (DOE). The Laboratory's research mission during the 2002 fiscal year was fulfilled with the publication of 76 journal articles and book chapters by faculty, technical staff, students, and visiting scientists. An additional 50 journal articles have been submitted or are in press. Other noteworthy events took place as faculty members, staff, and graduate students received awards. These are described in the section titled Special Accomplishments of Faculty, Staff, Students, and Administration on page 51. Collagen is a key structural protein in the body; several pathological conditions lead to changes in collagen. Among imaging modalities that can be used in vivo, second harmonic generation (SHG) microscopy has a key advantage: it provides {approx}1 {micro}m resolution information about collagen structure as a function of depth. A new technique--polarization-modulated SHG--is presented: it permits simultaneous measurement of collagen orientation, of a lower bound on the magnitude of the second order nonlinear susceptibility tensor, and of the ratio of the two independent elements in this tensor. It is applied to characterizing SHG in collagen and to determining effects of biologically relevant changes in collagen structure. The magnitude of the second harmonic signal in two dimensional images varies with position even in structurally homogeneous tissue; this phenomenon is due to interference between second harmonic light generated by neighboring fibrils, which are randomly oriented parallel or anti-parallel to each other. Studies in which focal spot size was varied indicated that regions where fibrils are co-oriented are less than {approx}1.5 {micro}m in diameter. A quartz reference was used to determine the spot size as well as a lower limit (d{sub xxx} > 0.3 pm/V) for the magnitude of the second order nonlinear …
