Testing superconducting accelerator magnets is inherently coupled with the proper handling of quenches; i.e., protecting the magnet and characterizing the quench process. Therefore, software implementations must include elements of both data acquisition and real-time controls. The architecture of the quench management software developed at Fermilab's Magnet Test Facility is described. This system consists of quench detection, quench protection, and quench characterization components that execute concurrently in a distributed system. Collaboration between the elements of quench detection, quench characterization and current control are discussed, together with a schema of distributed saving of various quench-related data. Solutions to synchronization and reliability in such a distributed quench system are also presented.

The National Museum of the Pacific War presents an interview with William McLemore. McLemore joined the Navy in March of 1934. Beginning in November he served aboard the USS Augusta (CA-31), with Chester Nimitz as the Commanding Officer. McLemore???s job was swabbing down the decks and serving as twin 50mm gunner. They traveled to Chang Jiang, China, Shanghai, the Solomon Islands, the Philippines and Australia. He provides some details of his experiences in China and Australia. He was discharged from the Navy as Seaman First Class in 1938 and reenlisted as a coxswain in May of 1942. He was assigned to Motor Torpedo Boat Squadron 8 aboard PT-121, and operated on the south coast of New Britain. Their boat was destroyed by Australian aircraft on 27 March 1944. He later served aboard the liberty ship SS John B. Floyd as a coxswain. They traveled to Cairns, Australia. He was discharged in December of 1945.

Correspondence issued by the Government Accountability Office with an abstract that begins "In 2008, the United Nations (UN) began construction associated with its Capital Master Plan (CMP) to renovate its headquarters complex in New York City. As the UN's host country and largest contributor, the United States has a substantial interest in the success of the CMP. In this requested update, GAO reviewed the following key areas: schedule, cost, funding, risk management, procurement, and oversight. To perform this work, GAO reviewed UN documents and met with officials from the CMP office and other UN departments. GAO also reviewed select CMP schedules to assess the extent to which they met best practices for scheduling contained in GAO's Cost Estimating and Assessment Guide. To assess oversight and monitoring, GAO reviewed UN documents and oversight reports and interviewed officials from the UN's Office of Internal Oversight Services and officials from the U.S. Department of State (State)."

Prochlorococcus is a marine cyanobacterium that numerically dominates the mid-latitude oceans and is the smallest known oxygenic phototroph. Numerous isolatesfrom diverse areas of the world's oceans have been studied and shown to be physiologically and genetically distinct. All isolates described thus far can be assigned to either a tightly clustered high-light (HL)-adapted clade, or a more divergent low-light (LL)-adapted group. The 16S rRNA sequences of the entire Prochlorococcus group differ by at most 3percent, and the four initially published genomes revealed patterns of genetic differentiation that help explain physiological differences among the isolates. Here we describe the genomes of eight newly sequenced isolates and combine them with the first four genomes for a comprehensive analysis of the core (shared by all isolates) and flexible genes of the Prochlorococcus group, and the patterns of loss and gain of the flexible genes over the course of evolution. There are 1,273 genes that represent the core shared by all 12 genomes. They are apparently sufficient, according to metabolic reconstruction, to encode a functional cell. We describe a phylogeny for all 12 isolates by subjecting their complete proteomes to three different phylogenetic analyses. For each non-core gene, we used a maximum parsimony method to …

The National Museum of the Pacific War presents an interview with Lloyd Fulbright. Fulbright joined the Army in September 1943 and trained in the artillery branch. He went overseas in Fenruary 1944 first to New Caledonia, then to New Zeraland where he was assigned to the 169th Field Artillery Battalion, 43rd Infantry Division. He then went to Aitape, New Guinea with the division and the Philippines. Fulbright shares several anecdotes about his combat experiences and stories from his time in occupied Japan. While in Japan, he was part of a detail that guarded the Kirin Brewery in Yokohama. He returned tot he US in January, 1946 and opted for discharge.

The Recovery Plan Workbook is designed for use by U.S. Army chemical installations and state and local authorities who participate in the Chemical Stockpile Emergency Preparedness Program (CSEPP). The workbook includes a model recovery plan that provides a template for preparation of an integrated CSEPP recovery plan. The workbook also provides background, explanatory, and reference materials to aid planners. The model plan provides a general example and framework for planning but is not complete without input from the local CSEPP community. Each chemical stockpile location has site-specific needs, resources, and organizational differences that will shape recovery planning. Therefore, the purpose of the model plan, in part, is to raise questions that installation, state, and local planners will have to answer to develop a site-specific recovery plan. It is recommended that a single, overarching recovery plan be developed to coordinate the activities of the installation, state, and local jurisdictions at a given site. As stated in Planning Guidance for the CSEPP, Appendix M, ''The reentry/restoration plan should be integrated and coordinated among the Army installation and other state and local jurisdictions in the IRZ and PAZ.'' A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Protective Service (FPS), as part of the Department of Homeland Security (DHS) is responsible for providing security services to about 9,000 federal facilities. In recent years, FPS downsized its workforce from 1,400 to about 1,000 full-time employees. In 2008, GAO expressed concerns about the impact that downsizing had on FPS's mission, and in fiscal years 2008 and 2009 Congress mandated FPS maintain no fewer than 1,200 employees. GAO was asked to determine the extent to which (1) FPS has hired and trained new staff to address its mandated staffing levels, (2) FPS has developed a strategic human capital plan to manage its current and future workforce needs, and (3) FPS's customers are satisfied with the services it provides. To address these objectives, we reviewed relevant laws and documents, interviewed officials from FPS and other federal agencies, and conducted a generalizable survey of FPS's customers."

This report to the Nuclear Regulatory Commission (NRC) describes the development and application of a methodology to systematically and quantitatively assess predictive uncertainty in groundwater flow and transport modeling that considers the combined impact of hydrogeologic uncertainties associated with the conceptual-mathematical basis of a model, model parameters, and the scenario to which the model is applied. The methodology is based on a n extension of a Maximum Likelihood implementation of Bayesian Model Averaging. Model uncertainty is represented by postulating a discrete set of alternative conceptual models for a site with associated prior model probabilities that reflect a belief about the relative plausibility of each model based on its apparent consistency with available knowledge and data. Posterior model probabilities are computed and parameter uncertainty is estimated by calibrating each model to observed system behavior; prior parameter estimates are optionally included. Scenario uncertainty is represented as a discrete set of alternative future conditions affecting boundary conditions, source/sink terms, or other aspects of the models, with associated prior scenario probabilities. A joint assessment of uncertainty results from combining model predictions computed under each scenario using as weight the posterior model and prior scenario probabilities. The Federal Financial Management Improvement Act of 1996 (FFMIA) requires, among other things, that agencies implement and maintain financial management systems that substantially comply with federal financial management system requirements. These requirements are detailed in the Federal Financial Management System Requirements series issued by the Joint Financial Management Improvement Program (JFMIP) and in the guidance issued by the Office of Management and Budget (OMB): Circular A-127, Financial Management Systems, and the January 4, 2001, Revised Implementation Guidance for the Federal Financial Management Improvement Act (FFMIA) of 1996.
