A letter report issued by the Government Accountability Office with an abstract that begins "The vast majority of U.S. exports are covered by at least one trade agreement. Ensuring that U.S. companies can take advantage of the market opportunities created by trade agreements has therefore become a critical responsibility for U.S. government agencies. GAO examined U.S. government efforts to monitor and enforce trade agreements. Specifically, GAO (1) reviewed how the nature and scope of U.S. trade agreements has changed in the last 10 years and what effect changes had on agencies' monitoring and enforcement workload, (2) evaluated how U.S. government agencies monitor and enforce trade agreements, and (3) analyzed how the U.S. government allocates resources for monitoring and enforcement of trade agreements within the context of other trade activities."

This CRS report discusses policy issues regarding military-to-mliitary contacts with the People's Republic of China (PRC) and provides a record of contacts since 1993. The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, the Clinton Administration began to re-engage the PRC leadership up to the highest level and including China's military, the People's Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic cooperation against the Soviet Union included U.S. arms sales to China. Issues for Congress include whether the current Administration under President Bush has complied with legislation overseeing dealings with the PLA and has determined a program of contacts with the PLA that advances a prioritized list of U.S. security interests.

A letter report issued by the Government Accountability Office with an abstract that begins "Misclassification of national security information impedes effective information sharing, can provide adversaries with information to harm the United States and its allies, and incurs millions of dollars in avoidable administrative costs. As requested, GAO examined (1) whether the implementation of the Department of Defense's (DOD) information security management program, effectively minimizes the risk of misclassification; (2) the extent to which DOD personnel follow established procedures for classifying information, to include correctly marking classified information; (3) the reliability of DOD's annual estimate of its number of classification decisions; and (4) the likelihood of DOD's meeting automatic declassification deadlines."

Classified information is material containing national defense or foreign policy information determined by the U.S. government to require protection for reasons of national security. The Savannah River Ecology Laboratory (SREL) is a research unit of the University of Georgia (UGA) and has been conducting ecological research on the Savannah River Site (SRS) in South Carolina for 50 years. The overall mission of the Laboratory is to acquire and communicate knowledge of ecological processes and principles. SREL conducts fundamental and applied ecological research, as well as education and outreach programs, under a Cooperative Agreement with the U.S. Department of Energy (DOE) SRS near Aiken, South Carolina. The Laboratory's research mission during the 2001 fiscal year was fulfilled with the publication of one book and 83 journal articles and book chapters by faculty, technical staff, students, and visiting scientists. An additional 77 journal articles have been submitted or are in press. Other noteworthy events took place as faculty members and graduate students received awards. These are described in the section Special Accomplishments of Faculty, Staff, Students, and Administration on page 54. Notable scientific accomplishments include work conducted on contaminant transport, global reptile decline, phytoremediation, and radioecology. This report provides background and funding information for Victims of Crime Act (VOCA) programs and the Crime Victims Fund (CVF). It describes the process through which CVF funds are allocated and explains how the CVF impacts the annual budget for DOJ. It then provides an analysis of selected issues that Congress may consider regarding the CVF and the federal budget.

Fall 2001: (September 29-30, 2001; Irvine, CA) This meeting focused on presentations and plans for two ad hoc projects sponsored by the committee?the burning plasma study and the partially ionized plasma proposals. Ongoing discussions with CHEDPP chair Ron Davidson were also included. Significant attention was given to FESAC and the Fusion Energy Snowmass meeting planned for Summer 2002. These discussions lead to continued development of the proposal for the burning plasma project. A science talk on plasma processing of materials from an industry perspective provided a backdrop for discussion of the partially ionized plasmas project. Spring 2002: (April 5-6, 2003; Washington, DC) This meeting included updates from the funding agencies (DOE, NSF, ONR, and NASA) and a discussion panel amongst them, a review of the burning plasma study proposal, and a discussion of the HED study?s progress. Future work items such as the plasma physics volume of the decadal physics survey and potential studies on computer modeling and simulation were also discussed. The UO portion of the larger TASCS project was focused on the usability subproject identified in the original project proposal. The key usability issue that we tacked was that of supporting legacy code developers in migrating to a component-oriented design pattern and development model with minimal manual labor. It was observed during the lifetime of the TASCS (and previous CCA efforts) that more often than not, users would arrive with existing code that was developed previous to their exposure to component design methods. As such, they were faced with the task of both learning the CCA toolchain and at the same time, manually deconstructing and reassembling their existing code to fit the design constraints imposed by components. This was a common complaint (and occasional reason for a user to abandon components altogether), so our task was to remove this manual labor as much as possible to lessen the burden placed on the end-user when adopting components for existing codes. To accomplish this, we created a source-based static analysis tool that used code annotations to drive code generation and transformation operations. This report discusses the Americans with Disabilities Act (ADA), which provides broad nondiscrimination protection for individuals with disabilities in employment, public services, and public accommodations and services operated by private entities. Although the ADA does not include provisions specifically discussing its application to disasters, its nondiscrimination provisions are applicable to emergency preparedness and responses to disasters.

This study is a survey and evaluation of cultural resources located on the North American Atlantic Continental Shelf.

The objectives identified in requesting and utilizing this funding has been met. The goal was to establish a formal, multi-jurisdictional organization to: (1) ensure the policy objectives of the participating jurisdictions are addressed through increased tradability of the Renewable Energy Credits (RECs) from M-RETS and to eliminate the possibility that a single jurisdiction will be the sole arbiter of the operation of the system; (2) facilitate the establishment of REC standards including the attributes related to, the creation, trading, and interaction with other trading and tracking systems; and (3) have a centralized and established organization that will be responsible for the contracting and governance responsibilities of a multi-jurisdictional tracking system. The M-RETS Inc. Board ensures that the system remains policy neutral; that the attributes of generation are tracked in a way that allows the system users to easily identify and trade relevant RECs; that the system can add jurisdictions as needed or desired; and that the tracking system operate in such a way to allow for the greatest access possible for those participating in other tracking or trading systems by allowing those systems to negotiate with a single M-RETS entity for the import and export of RECs.
