Iraq: Recent Developments in Reconstruction Assistance
Large-scale assistance programs are being undertaken by the United States following the war with Iraq. To fund such programs, in April 2003, Congress approved a $2.48 billion Iraq Relief and Reconstruction Fund (IRRF) in the FY2003 Supplemental Appropriation. Additional and similar funding is also outlined in this report. Many reconstruction efforts in Iraq -- including infrastructure projects, the training and equipping of Iraqi security forces, and general political and societal reinforcement -- are underway, but security concerns have slowed progress considerably.

Following years of authoritarian rule and economic sanctions, the United States and the international community agreed in the spring of 2003 that efforts should be made to rehabilitate economic infrastructure and introduce representative government to post-war Iraq, among other objectives. More recently, the Bush Administration has asserted a “victory” strategy composed of eight objectives, five of which are to: transition Iraq to security self-reliance, help Iraqis form a national compact for democratic government, help Iraq build government capacity and provide essential services, help Iraq strengthen its economy, and help Iraq strengthen the rule of law and promote civil rights. To meet these ends, a large-scale assistance program has been undertaken by the United States in Iraq. This report describes recent developments in this assistance effort.

U.S. Embassy in Iraq
The Bush Administration is in the process of building new embassy facilities in Baghdad. An emergency supplemental appropriation, which included $592 million for embassy construction, was signed into law on May 11, 2005. According to the Department of State, this funding is all that is needed for construction of the U.S. Embassy in Baghdad. Completion of the embassy is expected by the summer of 2007. This report discusses reestablishing normal diplomatic ties with Iraq and setting up the new embassy facilities and regional teams.

Iraq’s Debt Relief: Procedure and Potential Implications for International Debt Relief
This report discusses the Iraqi debt problem in three parts: [1] overview of the Iraq debt situation following the ouster of the Saddam regime; [2] subsequent debt relief negotiations and their resolution; [3] possible implications for future debt relief cases that arise from Iraq's experience. The implications are: a willingness by the international community to grant a stay on the enforcement of creditor rights; an increased flexibility in Paris Club debt relief decisions; and an unwillingness by successor regimes to claim that their debt is odious and repudiate it.

Iraqi Police and Security Forces Casualties Estimates
This report presents various governmental and non-governmental estimates of Iraqi police and security forces fatalities. The Department of Defense (DOD) regularly updates total U.S. military deaths and wounded statistics from Operation Iraqi Freedom (OIF), as reflected in CRS Report RS21578, Iraq: U.S. Casualties, and has released the monthly pattern of Iraqi security forces deaths. For information on Iraqi civilian deaths, see CRS Report RS22537, Iraqi Civilian Deaths Estimates. Because these estimates are based on varying time periods and have been created using differing methodologies, readers should exercise caution when using them and should look on them as guideposts rather than as statements of fact.
